More than three weeks after the Parkland, Florida, school shooting, the White House is expected to unveil some proposals on guns and school safety."The President and White House are going to be laying out more specifics -- it's going to be a series of proposals," White House principal deputy press secretary Raj Shah said on ABC's "This Week."Shah said the proposals will be legislative and administrative and also will include recommendations for states. Chris Murphy, a Connecticut Democrat, which intends to improve the information?going into the National Instant Criminal Background Check System.The White House will also support raising the age for buying some firearms."The President has been clear that he does support raising the age to 21 for purchasing certain firearms," Shah said.The White House is expected to ask states to consider raising the age to buy certain firearms and to recommend that states allow school staff to carry concealed weapons, The Wall Street Journal reported Saturday, citing White House officials who have been briefed on the proposal.The White House also is expected to voice support for legislation that would authorize million a year on school safety provisions, including training for teachers and students on ways to prevent violence.Shah, who would not confirm the Journal's reporting ahead of Sunday night's announcement, did tell ABC that there will be a proposal to harden schools.The administration is already moving ahead with a proposal to ban bump fire stocks, devices that allow semiautomatic weapons to fire at a more rapid rate, as Attorney General Jeff Sessions has vowed to do. The Justice Department has submitted a proposed regulation to the Office of Management and Budget for review to prohibit their sale by classifying them as machine guns under federal law. 2257

Months after COVID-19 forced an unprecedented global shutdown that set the stage for historic job losses, things are starting to go back to normal.Unemployment appears to be improving – at least at surface level. The monthly unemployment rate declined in May and the economy added an estimated 2.5 million jobs that month.But there’s a disparity these reports don’t highlight – what unemployment looks like right now for people of color.In May, unemployment was highest among Latinx workers, at 17.6%. In the same month, Black unemployment reached 16.8%, its highest level in a decade. Asian unemployment also rose in May, to 15%.You start to see disparities when you bring in white unemployment. In May, it dropped 2.5% to 12.4%. That’s the biggest monthly drop – and lowest monthly rate – of any group.Experts say career distribution can help explain some of the disparities. People of color fill a disproportionate number of jobs in retail and hospitality. Those jobs were some of the first to be cut as the new coronavirus spread.But people of color also fill a big portion of jobs like grocery clerks and cooks. Those jobs, which are considered “essential” right now, traditionally don’t pay much and have been considered most expendable in past economic downturns.With Black workers earning the lowest median income of any group in the United States, experts worry any cuts to the currently “essential” workforce would have a disproportionate impact.Beyond the pandemic, numbers show Black unemployment is consistently higher than white unemployment. There’s been progress, though. The gap has been narrowing since the great recession and reached a low point in late 2019. 1686

NATIONAL CITY, Calif. (KGTV) -- The skateboarder injured during a hit-and-run in National City Friday has died, a family member tells 10News.According to the relative, the man suffered severe brain damage from the crash.“The whole family is torn apart and want justice,” the family member said.RELATED: Motorist sought in National City hit-and-run crashAccording to National City police, the man was skateboarding with friends along Palm Avenue around 12:30 a.m. when a driver traveling northbound hit him.Police say the driver left the scene, leaving the skateboarder in the street.Witnesses told police the driver was a woman. Police say the suspect’s vehicle is a black Mitsubishi Galant with major damage to the front end and a missing side mirror.The family of the victim started a GoFundMe to raise money for funeral and medical expenses. 853

  

MIRAMAR, Calif. (KGTV) - Marine Corps Air Station Miramar unleashed the potential of their renewable energy powered grid Tuesday to support San Diego during a heat wave."We've reached a point where we really need to take action to conserve," Jessica Packard, Communications Manager at SDG&E, said. The California Independent System Operator issued a Flex Alert spanning Sunday through Wednesday, which forced SDG&E to begin hour long rotating black outs across the county.Mick Wasco, Installation Energy Manager at MCAS Miramar, said they have a great relationship with SDG&E and heard over the weekend the power grid was at maximum capacity.Wasco said they took action, "although not entirely ready we did whatever we could to get our system online and help support as soon as possible."Wasco said the base has been working on a microgrid for more than a decade. It is powered by three sources: solar, landfill gas in partnership with Fortistar, and a power plant that uses natural gas and diesel, created in partnership with Schneider Electric and Black and Veatch.Wasco said the power plant works smarter, "these are not backup generators, these are generators with the best equipment possible to clean the emissions."The system succeeded Tuesday, eliminating six megawatts of usage from San Diego's grid. That saved about 2,000 homes from going dark."I don't know that everybody knows what we're capable of doing at Miramar and I think the goal is over the next couple years is to demonstrate that," Wasco said.The system has won multiple awards, including the 2019 Secretary of Defense Environmental Award for Sustainability and the Environmental Protection Agency's National Award for Energy in 2015."I think this is only the beginning and we can greatly improve our abilities in the coming years," Wasco said he wants to continue working with businesses and the community to utilize the system the most efficient and beneficial way possible.The system was initially needed to power the base during a disaster. The Navy calls for bases to be able to power themselves for two weeks. MCAS Miramar can power themselves without extra supplies for three weeks.Wasco said if they did get supplies, like diesel, they could potentially power themselves indefinitely. 2280
