SAN DIEGO (CNS) - The San Diego Association of Governments will begin a weekend closure of rail service between Solana Beach and downtown San Diego Saturday to continue bluff stabilization work in Del Mar.The work window is scheduled from just after midnight Saturday morning to 5 a.m. Monday along the Los Angeles-San Diego-San Luis Obispo rail corridor, which serves the North County Transit District, Metrolink, Amtrak commuter rail companies and the freight line BNSF.SANDAG and NCTD crews will install roughly 80 feet of concrete along the rail corridor from Sea Grove Park to 15th Street, which will act similarly to a retaining wall to protect against bluff collapse and washout, which occurred during a period of heavy rain last month. SAN DIEGO (CNS) - San Diego City Council President Georgette Gomez announced Thursday she will place a proposed ballot measure to expand police oversight and create an Independent Police Practices Commission on the docket for the June 23 council meeting."The murder of George Floyd has exposed a crumbling faith in government and mistrust of police that must be addressed immediately," Gomez said. "It's critical that we build trust between communities and law enforcement and restore the public's faith in police oversight. We need to address the reality that many communities have been treated unfairly by police and have nowhere to turn to correct injustice."During a marathon meeting Tuesday that lasted about 10 hours, dozens of people phoned in during the public comment period and called for defunding the police and voicing support for the Black Lives Matter movement."I want the public to know that we are advancing the Independent Police Practices Commission measure without delay, and my hope is to bring together everyone on the council -- Democrat, Republican, Independent -- for a unanimous vote," Gomez said. "The time is now to create real dignity and respect for all our communities, but specifically our black and brown communities."Gomez said she has supported the measure since a version of it was proposed in 2017.The measure would create an independent commission with investigators, staff and subpoena power -- modeled after the city's Ethics Commission -- to review community complaints of police misconduct and recommend reforms to the City Council and the San Diego Police Department.Councilwoman Monica Montgomery, who chairs the council's Committee on Public Safety and Livable Neighborhoods, has been a driving force behind the measure since its introduction."From the beginning of my administration, my office has worked honestly and diligently to advocate for police reform, through transparency and accountability measures," she said. "As true transparency and accountability champions, we have been steadfast in changing the conversation around police reform through open communication with the community, the San Diego Police Officers Association and the mayor's office."Montgomery thanked the groups which collaborated on the ballot measure, including Women Occupy San Diego, the Earl B. Gilliam Bar Association and San Diegans for Justice.On Monday, Mayor Kevin Faulconer and Police Chief David Nisleit both announced their support for the police-reform ballot measure and joined Gomez and Montgomery to announce that the SDPD would ban the use of the carotid restraint, a compliance technique that renders uncooperative detainees unconscious but can prove deadly if performed improperly.The San Diego County Sheriff's Department and about a dozen other area law enforcement agencies have since announced that they will do the same. 2876

Last year, they reported 717 DUI arrests and 11 fatalities.The DUI arrests are only those made by CHP officers, while fatality statistics are for all law enforcement agencies.Statewide, 13 vehicle occupants were killed in CHP jurisdiction, six without safety belts. SAN DIEGO (CNS) - San Diego County public health officials have reported 320 new COVID-19 infections and four more deaths from the illness, raising the county's totals to 50,143 cases, a milestone for the region, and 825 fatalities.Two women and two men died, and their ages ranged from early to late 60s. Three had underlying medical conditions.Of the 11,371 tests reported Friday, 3% returned positive, bringing the 14-day rolling average percentage of positive cases to 2.8%. The seven-day daily average of tests was 10,127.Of the total number of cases in the county, 3,670 -- or 7.3% -- have required hospitalization and 849 -- or 1.7% of all cases -- had to be admitted to an intensive care unit.Four community outbreaks were reported Friday, two in businesses and two in restaurant/bar settings.In the past seven days, Oct. 3 through Oct. 9, 38 community outbreaks were confirmed, well above the trigger of seven or more in a week's time. A community setting outbreak is defined as three or more COVID-19 cases in a setting and in people of different households over the past 14 days.The county remains in the second -- or red -- tier of the state's four- tier COVID-19 reopening plan. San Diego's state-calculated, adjusted case rate is 6.5 per 100,000 residents, down from 6.7. The unadjusted case rate is 7.0, down from 7.2.The testing positivity percentage is 3.5%, the same as last week, and it is in the third -- or orange -- tier.San Diego State University reported that of the five confirmed cases added to the total case count on Saturday, three are new cases. The remaining two cases were previously reported to the county, but only recently identified through cross-referencing between SDSU and the county, as having an SDSU- affiliation.Since Aug. 24, SDSU is aware of 1,102 confirmed cases at the university and 68 probable cases. None of the COVID-19 cases have been connected with instructional or research spaces since fall instruction began. This brings the total probable and confirmed case count at SDSU to 1,170 as of Friday at 6 p.m., with the majority of these cases being among students living off-campus in San Diego.A health equity metric will now be used to determine how quickly a county may advance through the reopening plan, San Diego Public Health Officer Dr. Wilma Wooten said Wednesday.A community can only be as well as its unhealthiest quartile, she said, and while counties with a large disparity between the least and most sick members of a community will not be punished for the disparity by sliding back into more restrictive tiers, such a disparity will stop counties from advancing to less-restrictive tiers.According to the state guidelines, the health equity will measure socially determined health circumstances, such as a community's transportation, housing, access to health care and testing, access to healthy food and parks.Neighborhoods are grouped and scored by census tracts on the Healthy Places Index, https://healthyplacesindex.org/. Some of the unhealthiest neighborhoods include Logan Heights, Valencia Park, downtown El Cajon and National City. According to county data, the county's health equity testing positivity percentage is 6.2 and is in the red tier.Wooten said the complicated metric will be explained further on Monday, when the state releases an official "playbook" of how it is calculated and what it means to communities throughout the state as they attempt to reopen.On Tuesday, the California Department of Public Health will issue its next report on county case rates.On Saturday, the county allowed private gatherings of up to three households, based on the state's new guidance issued Friday.The gatherings must take place outdoors. If at someone's home, guests may go inside to use the bathroom.Participants in a gathering need to stay at least six feet apart from non-household members and wear face coverings. SAN DIEGO (CNS) - San Diego Mayor Kevin Faulconer and City Councilman Chris Ward announced the start of construction Friday on dedicated infrastructure for cyclists and scooter riders in downtown San Diego.Faulconer and Ward's news conference marked the beginning of phase one of the Downtown Mobility Plan, roughly two and a half years after the City Council unanimously approved it. Once complete, the plan calls for the addition of about nine miles of cycle track through downtown -- bike lanes with a barrier to protect cyclists from vehicle traffic."As we encourage people to get out of their cars more, we need to build transportation networks that provide safe paths of travel for everyone," Faulconer said. "Connecting the popular destinations in downtown to surrounding neighborhoods is an important step in that direction and will give San Diegans more opportunities to embrace the surge in mobility options over the past year."The council approved the plan in June 2016. Faulconer originally suggested that the entire plan could be finished by June 2019, but delays and higher-than-expected costs pushed the project back. In March 2018, city officials told the city's Bicycle Advisory Committee that project costs had jumped from roughly million to million.Due to the setbacks, city officials now hope to complete the first phase at some point in 2020. The first phase will add cycle track on Beech Street from Pacific Highway to Sixth Avenue, Sixth Avenue from Beech Street to Harbor Drive and J Street from First Avenue to 17th Street."The Downtown Mobility Plan is a vital step forward I providing safe infrastructure for all San Diegans and to meet our mobility goals," Ward said. "San Diegans are ready for new and innovative mobility options as they move around our city, and this investment will improve the quality of life for those living and working downtown while moving San Diego closer to achieving our Climate Action Plan benchmarks."City officials expect to complete all three phases of the plan by the end of 2021. The network of track will eventually stretch from Balboa Park to the San Diego Convention Center, according to the city."On the bike front, we're overjoyed change is coming after many years of advocacy," said San Diego Bike Coalition Executive Director Alex Hanshaw. "Prioritizing people who choose to bike and walk is a historic step in the right direction. The lanes also come in a crucial time as we're seeing more people opt for this choice in their commutes, especially as bikeshare and other shared mobility options become more accessible." 2604
