EL CAJON, Calif. (KGTV) - Unforeseen problems at the East County Performing Arts Center will delay a renovation project and plans to turn the venue into a rock concert hall. They will also cost the city about million more to complete the project.The City Council approved the extra cost at their meeting on December 11th.The ECPAC has been closed since 2010, a casualty of the Great Recession.Over the years it fell into disrepair. But in 2017, city leaders put together a plan to reopen it. They signed a contract with concert promoter Live Nation to bring about 70 acts per year to the venue.Part of the deal called for nearly .3 million of renovations to make it more like a concert venue than a performance hall.RELATED: Renovations underway as Live Nation takes over East County Performing Arts CenterAs that work went on, other problems surfaced. Engineers found the heating, ventilation and air conditioning system needed to be replaced. They also found parts of the roof that needed repairs.The extra cost for those two combined is about .7 million.To prepare for any further problems that the city also agreed to add 2,000 to the budget as "contingency" money.The new money will come from the city's general fund, which had a surplus last year. They'll also use about 0,000 from the original budget for renovations that hasn't been spent yet.Speaking at the Council Meeting on the 11th, Mayor Bill Wells voiced support for the extra cost, saying the project shouldn't be done with "half measures.""Since we're investing so much in this and Live Nation doesn't want it to be a hot summer day in August and have the air conditioning go out, we collectively made the decision it was prudent to spend the extra money," Wells said.With the extra work, the venue will now open in the fall of 2019. DETROIT, Michigan — General Motors made a major announcement on Monday saying it will close two plants in metro Detroit as well as plants in Ohio and Canada. The plan will help save the company billion by 2020, according to GM.In a news release, the company said it will close the Detroit-Hamtramck Assembly Plant in Detroit and Warren Transmission Operations in Warren. Other plans closing include the Oshawa Assembly Plant in Oshawa, Ontario, the Lordstown Assembly in Warren, Ohio and the Baltimore Operations in White Marsh, Maryland.According to a spokesperson for GM, the plants will be unallocated which means they will no longer produce vehicles in those plants in 2019. Of those, 8,100 will be white-collar workers that will either take buyouts or be laid off.The company said that the moves will help continue its focus on crossovers, SUVs and trucks. (KGTV) - Boy Scout Troop 363 has been meeting at the Elks Lodge off West Washington in El Cajon for about 35 years: as long as they’ve stored two trailers in their parking lot. One of the trailers is used to store all of their equipment for their monthly camping trips. The other, a trailer full of supplies for their annual Christmas Tree Fundraiser held in November. In June, their camping gear trailer was stolen out of the lot. They went to check the surveillance cameras in the area.Troop Committee Treasurer Julia Flood told 10News, “The one camera that's on this side of the building was cut."With no leads on who might have stolen the trailer, the Boy Scouts decided to collect personal camping gear to continue their trips. A few weeks later, the second trailer, stored in the same lot, was also stolen. The boys' main fundraiser, which raises close to ,000 annually, was their only hope to replace the stolen items the first time."Our hopes was that by the time we had our Christmas fundraiser we’d be able to recoup some of that loss, now they’ve taken our only means we had to try and recoup," said Flood.The Scouts set up a GoFundMe Page asking for ,000. EL CAJON (CNS) - A 21-year-old man accused of leading Border Patrol agents on a high-speed pursuit that ended with a crash on Interstate 8 in Boulevard, killing three of the suspected undocumented immigrants riding in the pickup and injuring seven others, was charged today with murder and other counts.Arraignment for Luis Alberto Virgen, a U.S. citizen who lives in Tijuana, was postponed until Dec. 18 so he can hire an attorney. He was charged with three counts each of second-degree murder and gross vehicular manslaughter, along with seven counts of reckless driving causing injury.Virgen, who is being held on million bail, faces up to 45 years to life in prison.Virgen allegedly sped off when federal officers tried to pull over the passenger-packed white Chevrolet Silverado he was driving near the Mexican border in eastern San Diego County shortly before 4:30 p.m. last Thursday, according to the California Highway Patrol.RELATED: Truck fleeing Border Patrol crashes in Boulevard; 3 killedWith the agents giving chase, Virgen entered Interstate 8 at Buckman Springs Road and fled to the east briefly before exiting at Ribbonwood Road and re-entering the freeway, this time headed west, the Border Patrol reported.After fleeing for several more miles, the suspect ran over a tire- flattening spike strip that agents had laid across the roadway in his path east of Crestwood Road, according to the federal agency.About a minute later, the Silverado -- occupied by a single passenger in the front and the rest unrestrained in the cargo bed -- veered off the interstate, went up a dirt embankment, became airborne, overturned and rolled back down the sloping roadside onto the freeway.Virgen was the only one in the truck wearing a seat belt at the time of the crash, and the others were ejected, CHP public-affairs Officer Travis Garrow said. Two of the male passengers and the sole female member of the group died at the scene of the crash.The names of the deceased were withheld pending family notification. Paramedics took Virgen and the surviving passengers to a hospital for treatment of moderate to serious injuries, Garrow said.About an hour after the fatal accident, Border Patrol personnel in the area came across another vehicle believed to have been involved in the apparent human-smuggling attempt and arrested a second man.
