SAN DIEGO (CNS) - A man's body was pulled out of the water near a yacht club on Shelter Island Saturday, the San Diego Harbor Patrol said.At about 7:30 a.m. Saturday, a passerby near the Silvergate Yacht Club spotted a body floating in the water and called the harbor patrol.San Diego police were alerted and a diver removed the body of an older adult male from the water. A medical examiner arrived to take over the investigation into the man's death.No foul play is suspected, said Harbor Patrol Lt. Jensen Brian. 523

SAN DIEGO (CNS) - A registered sex offender who broke into his next-door neighbor's home, where he raped and sodomized a 3-year-old girl, pleaded guilty today to four felony charges and is facing an 85-year prison term.Francisco Diaz, 47, entered his plea to four counts of forcible lewd acts on a child, and admitted serious prior felony convictions, according to Deputy District Attorney Claudia Grasso.Sentencing is scheduled for June 17.Last summer's attack occurred the morning of Aug. 11 in the 5200 block of Maple Street in Oak Park.RELATED: Man arrested after three-year-old says she was kidnapped and touchedDiaz broke a screen and curtain rod and climbed through a window of the sleeping child's bedroom. When the toddler woke up and cried while being sexually assaulted, Diaz carried her out through the window and was walking her toward his home when the defendant's mother saw them and wrapped the child -- who was naked from the waist down -- in a blanket.Police were called around 9:45 a.m. and Diaz was arrested.``It's a parent's worst nightmare,'' Grasso said following Diaz's arraignment last year. ``The violation, the betrayal, (it's just) horrific. I think that not only does it impact the victim but it impacts the entire family, who now have to look over their shoulder, who now cannot feel safe in their own home. SAN DIEGO (CNS) - California State University police chiefs Friday banned the use of the carotid restraint and pledged to implement policing recommendations offered by a 2015 federal task force on the CSU's 23 campuses, which include San Diego State and Cal State San Marcos."As police chiefs of the California State University's 23 campus police departments, we have been galvanized by the many voices across our state and nation demanding accountability, equity and justice," the chiefs said in a joint statement. "We have seen the tragic impact of racism and bigotry, and many in our departments have experienced it personally. We are unitedly determined to take action."CSU Chancellor Timothy White and every CSU campus president supports the pledge to adopt recommendations of The President's Task Force on 21st Century Policing, reported to then-President Barack Obama in May 2015, according to the chiefs."We are determined to lead by example, joining a growing number of American cities that have committed -- collectively and collaboratively -- to address police use-of-force policies," the statement continued. "To that end, and effective immediately, we are prohibiting the use of the carotid control hold by all CSU police officers. Additionally, no CSU police officer will receive or participate in trainings that teach the carotid control hold."The task force's recommendations are organized around six pillars: Building Trust and Legitimacy, Policy and Oversight, Technology and Social Media, Officer Wellness and Safety, Community Policing and Crime Reduction, and Training and Education.The chiefs also committed to looking for ways to incorporate those concepts into the training and certification provided by the California Commission on Peace Officer Standards and Training. SAN DIEGO (CNS) - A Lemon Grove man who aimed a laser pointer at a San Diego police helicopter during a police protest this summer is facing a maximum possible sentence of five years in prison following his conviction by a federal jury, the U.S. Attorney's Office said Thursday.Rudy Alvarez, 25, was found guilty by a jury in San Diego federal court late Wednesday for shining a laser at the SDPD chopper around 8:30 p.m. June 4 in the area of 500 University Ave.The U.S. Attorney's Office said Alvarez shined the laser at the chopper multiple times over the course of an hour as he marched with protesters through downtown San Diego.The count of aiming a laser pointer at an aircraft carries a maximum possible sentence of five years in prison and a 0,000 fine. Sentencing is scheduled for Feb. 22.U.S. Attorney Robert Brewer called the result "a very important verdict" and said "This kind of crime could have a disastrous impact if a pilot's sight is compromised. We support the Constitutional rights of free speech and assembly, but the rule of law must be respected. It's there for a reason -- to protect the public and law enforcement from danger."Earlier this year, the U.S. Attorney's Office also charged San Diego resident Stephen Glenn McLeod with the same count for allegedly directing a laser at a San Diego Police Department chopper multiple times during a protest on Aug. 28. SAN DIEGO (CNS) - National University announced Wednesday its Board of Trustees approved a plan to reduce the cost of attendance through tuition cuts of up to 25% for full-time students and adding scholarships that will make enrollment nearly free for Pell Grant eligible students.The actions -- made possible through a 2019 gift to the La Jolla university's reserve fund by philanthropist T. Denny Sanford -- "reflect a heightened sense of urgency to reduce costs amid the COVID-19 pandemic and resulting, unprecedented U.S job losses," according to a university statement.The university, which was founded in 1971, said it has committed to:-- doubling the award amount of existing scholarships, enabling Pell- eligible students to earn a bachelor's degree for close to no cost-- creating "opportunity scholarships," valued at million total, for displaced workers and working adults in need of financial support to restart their college studies-- launching a "fast-track" scholarship which rewards students with a fourth tuition-free course for every three courses completed within a six-month period-- investing in additional student support services designed to remove barriers to degree completion"In a moment of enormous economic hardship, open-access universities have a responsibility to make dramatic changes to not only reduce costs, but to evolve their academic offerings to ensure tight coupling with the demands of the labor market," said David Andrews, president of National University.
