Neighbors were mixed on whether it will affect crime.Police and neighbors celebrated the new curfew Friday at City Heights Square Mini Park. Police said since January 2019 there's been 217 crimes reported within 1,500 feet of the park, ranging from assault to theft.READ RELATED: Neighbors celebrate nightly curfew at San Diego parksRonald Tieken said he spearheaded the initiative, putting together a survey that he said 50 seniors in the building bordering the park responded to. He said the curfew is the first step in turning the tide in the neighborhood.Other neighbors disagree."It's probably going to up the rate of crime in this neighborhood," Ephraim Denmon III said they just need more people who will stand up to crime to fill the park. He said that or hire a security guard."If grown folks are in a grown folks park then they should let grown folks be grown folks," he said arguing the curfew takes away from the neighbors surrounding the park."You have your low income and your seniors, the seniors spend most of their time out here after midnight... Smoking a cigarette, drinking a coffee enjoying life," he said.Tieken said police are on his side, "they have high hopes that they don't have to come every 15 minutes to this park."City Heights Square Mini Park's nightly curfew is from 9 p.m. to 5 a.m. Cedar Ridge Mini Park, Montclair Neighborhood Park, North Park Community Park and North Park Mini Park have a curfew from midnight to 6 a.m. 1566

San Diego (KGTV)- Homes and businesses aren't the only things being affected by power shut-offs Thursday. Traffic lights are also out, and it's causing a lot of confusion for drivers. Just before 10 a.m., a crash happened at the intersection of Poway Road and Highway 67, where the traffic lights had no power. A car slammed into the side of an SUV. Good Samaritans ran through traffic to assist and call 911. Both drivers are expected to be okay. Hours earlier, traffic backed up for about half a mile during the morning rush hour. Drivers were confused about their turn to go. "A lot of these people have been coming to this intersection for 30-plus years," says Deputy Nicholas McGregor. "They have an expectation that when they get here, it's going to be smooth, flow traffic. So when the lights go out, I think it's a hazard."Wednesday night, a car rammed into the back of a truck after power was shut off at the intersection of Scripps Poway Parkway and Highway 67. The car burst into flames moments after the crash.The Sheriff's Department says there are only about two hours of battery life on the traffic lights after the power is shut off. Deputies try to put as much signage out for drivers but say they should remain cautious. 1247

SAN DIEGO (KGTV)- There's a new requirement that large California counties have to meet before they can advance on the state's color-coded COVID-19 reopening system.State health officials say the "health equity metric" will help reduce infection rates among vulnerable populations.Sunday, San Diego County health officials opened another drive up testing site in Chula Vista. Local leaders say they've been targeting disadvantaged communities with education, outreach, and testing since the start of the pandemic."About 34% of our county population is Latino, but about 66% of the cases, we saw that early on, and that's why we took the action of developing the South Bay Saturation Strategy for testing. We have sites in every community in the South Bay," said Nick Macchione, director of the Health and Human Services Agency for San Diego County.Counties with more than 106,000 residents will be divided into quartiles based on income, education, and other factors gathered in census tracts.The goal is to bring the infection rates in the most disadvantaged neighborhoods in line with the county's overall rate."Now they need to make sure that not only does their test positivity for the whole county, their adjusted case rate, but also their test positivity in the lowest quartile in the Healthy Places Index for the county all need to meet the criteria for the least restrictive tier," said Dr. Mark Ghaly, California's health secretary.Ghaly said counties will need to show that they're directing money and resources to help the communities hardest hit."It's not just the test positivity, that's the piece that helps counties move forward or slows them down in moving through the tier system, but we are working with counties on a broader strategy to focus on equity," said Ghaly.Ghaly said failing to meet the metric cannot push a county back into a more restrictive tier, but can slow it down from moving ahead.Nancy Maldonado is the President and CEO of the Chicano Federation. She welcomes the additional metric."I do think it's a good thing because I think it places emphasis on the importance of taking care of our community and taking care of our essential workers who are disproportionately communities of color," said Maldonado.Some fear it's yet another hurdle to reopening.County Supervisor Jim Desmond took to Twitter, saying if the governor wants to help disadvantaged communities, he should let them get back to work."I think it's really ironic the governor keeps those businesses and lower income folks out of jobs, and now he wants a metric to make sure we're taking care of them," said Desmond.San Diego county remains in the red tier, which is one tier away from the most restrictive purple tier. 2727

(KGTV) - Assemblywoman Lorena Gonzalez announced she will introduce two new housing bills in the state assembly this week.One of them aims to prohibit developers from separating affordable housing units from market rate units in the same building.The bill came in response to a fight last summer between Canadian developer, Pinnacle and Civic San Diego, the city agency that was responsible for overseeing design approval.Pinnacle had submitted plans for a building on 11th Avenue between A & B Streets. The main tower was 32 stories tall and would be available at market rates. The tower was attached to an eight-story building that would house 58 affordable units, in order to satisfy the density bonus granted to Pinnacle for this and two other projects in the area.But Civic San Diego rejected the plan on the grounds that the affordable housing units had a separate entrance and restricted access to amenities in the 32-story tower, including the pool.“We can’t create a system that allows developers to separate out folks,” said Gonzalez at a press conference on Monday.A draft summary of the bill, AB 2344, stated it will “prohibit the owner or agent of an owner from isolation the affordable housing units within that structure to a specific floor or area within the structure.”After Civic San Diego rejected the proposal from Pinnacle, the developer came back with a new plan that eliminated the eight-story affordable housing section entirely. SAN DIEGO (KGTV)-- Three healthcare-related offices were burglaries early Thursday morning, where criminals got away with cash and prescription pills. At 2:00 am, San Diego Police Officers arrived at the Cos-medic Inc. Plastic Surgery Clinic in Bankers Hill, to find a smashed glass window. They said burglars got away with an unknown amount of money. At 4:15 am, dispatchers sent officers to the Kaiser Permanente Pharmacy in Clairemont Mesa, after the front door was broken in. Nothing was taken. Just 20 minutes later, police said criminals shattered the back glass window at the Carmel Valley Pharmacy. The owners immediately contacted the local Drug Enforcement Administration (DEA) to notify that the burglars took 600 tablets of Adderall, worth up to ,000 in street value. "This is one of the drugs we see that are highly abused by high school and college students...What they perceive to be a study-aid," DEA Special Agent in Charge, Colin Ruane said. The Schedule-2 narcotic often lands in the hands of our youth, which can have deadly consequences. "In this country, we lose 70,000 people who die of drug overdoses every year," Special Agent Ruane said. "This is just another symptom of the major problem and the major addiction issue we have in the country. They wouldn't be stealing these drugs if there wasn't somebody willing to buy them."San Diego police said there appeared to be no connection between the burglary at the plastic surgery office and the others. However, after our inquiry, the Department said they are working with the DEA to look for a possible connection between the two pharmacy burglaries. They are also helping the owners get back on their feet."We will give them suggestions on additional security measures, make sure they are in compliance," Special Agent Ruane said. "Then, use any additional information from this case and others, in working with the San Diego Police Department to try and find these people who committed this burglary and put them in jail."The DEA reminds the community that they can help keep drugs out of the wrong hands by participating in "National Drug Take-Back Day" on October 26, 2019.
