MACAO, Nov. 13 (Xinhua) -- Chinese Premier Wen Jiabao announced Saturday that China will launch a series of measures between 2010 and 2013, which were aimed at helping boost the development of less-developed Portuguese-speaking countries.Wen announced the measures when delivering his speech at the opening ceremony of the third Ministerial Conference of the Forum for Economic and Trade Cooperation between China and Portuguese- Speaking Countries here in Macao on Saturday.Under the new measures, financial institutions from the Chinese mainland and Macao Special Administrative Region (SAR) will set up a one-billion-U.S.-dollar development fund for cooperation between China and Portuguese-speaking countries, in a bid to push forward the financial cooperation between the two sides. The Chinese government will also provide those African and Asian Portuguese-speaking countries that participated in the third Ministerial Conference of the Forum with 1.6 billion yuan (242 million U.S. dollars) worth of loans on favorable terms within a bilateral framework. The new measures will also see China provide equipments, technical personnel, etc. to the countries, supporting a bilateral agricultural cooperation with each of the African and Asian Portuguese-speaking countries that participated in the third Ministerial Conference of the Forum.Sponsored by China's Ministry of Commerce and hosted by the government of the Macao Special Administrative Region (SAR), the forum was created in Macao in 2003, with the joint participation of seven Portuguese-speaking countries, namely Angola, Brazil, Cape Verde, Guinea Bissau, Mozambique, Portugal and Timor-Leste.
BEIJING, Nov. 13 (Xinhua) - China's urbanization would boost domestic demand by 30 trillion yuan (4.5 trillion U.S. dollars) by 2030, an official from a top think tank said Saturday. The country's urbanization expansion promises a huge potential in domestic demand, which will assure a stable economic development for China even if exports decline, Han Jun, vice director with the State Council's Development Research Center (SCDRC), said at a forum, adding that the urban migrants' demand for housing is likely to become the largest driving force for China's economic growth in the future.Additionally, Han noted that the core issue in China's urbanization is to allow farmers-turned-migrant workers to become permanent urban residents. In the Communist Party of China (CPC) Central Committee's Proposal for Formulating the 12th Five-Year Program for China's Economic and Social Development (2011-2015), which was issued last month, authorities stressed that accelerating urbanization would be an important mission during the next five years.Data from the SCDRC indicates that China's urbanization rate hit 46 percent by the end of 2009, and will reach 63.6 percent by 2030, with the urban population standing at 930 million.
BEIJING, Jan. 17 (Xinhua) -- Beijing will adopt tough water management measures in the next five years to ease acute water shortages, according to local water authorities. The measures include setting warning lines for the quantity of water consumption, efficiency of water use and water pollution levels within the metropolitan area, Bi Xiaogang, spokesman with the Beijing Water Authority, was quoted as saying by Monday's Beijing Daily.Local governments would be punished if they missed the targets, he said, adding it was the first time that such measures had been formulated. The measures, which were still being drafted by the municipal government, will be implemented during the first half of 2011, Bi was quoted as saying.Beijing has been plagued by drought for 12 years in a row, during which its per capita amount of water resources has been nearly halved to about 150 cubic meters. With nearly 20 million residents and more than 4.7 million vehicles, the metropolis has a water resource deficit of 400 million cubic meters, although it transferred 320 million cubic meters of water from neighboring Hebei Province last year.
