NANJING, April 23 (Xinhua) -- Chinese Vice President Xi Jinping urged Communist Party leaders Thursday to cultivate fine work styles and keep in close contact with the people.     Leaders should be able to endure loneliness, content to live a simple lifestyle, resist temptation and stand up to tests, he said during a conference on studying and implementing the scientific concept of development held in the coastal province of Jiangsu.     Government leaders should promote a hard-working style and put limited funds and natural resources to the best use, said Xi, who is also a member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee.     He asked officials to carry out investigations and studies of actual situations, pay visits to the grassroots levels and go down to the people.     The people's requests should serve as the fundamental basis for government decisions, and leaders should put those issues that are in the fundamental and most practical interests of the people at the top of their agenda, he said.     Leaders should take a correct attitude towards their personal gains or losses, and should not be preoccupied with respectability and material values, said Xi.

BEIJING, July 1 (Xinhua) -- China's latest fuel price hike from Tuesday would certainly pinch the pockets of consumers, but may not leave a lasting impact on the nation's economic recovery, analysts said.     Gasoline, diesel and jet fuel prices in the country were raised by as much as 11 percent from Tuesday, the third increase this year and the second in June, to reflect recent price changes in the global oil market.     For many like the 24-year-old fashion writer He Yi, it is time to tighten their purse strings, Wednesday's China Daily reported.     He said she is determined to use less air-conditioning when driving, despite the scorching heat in Beijing.     According to a survey by the Chinese web portal Sina.com, more than 90 percent of the 180,000 respondents said they had decided to drive less in response to the price hike, and more than 94 percent thought fuel prices are too high now.     Pump prices for 90 octane gasoline in Beijing was set at roughly 5.71 yuan a liter, or about 3.16 U.S. dollars a gallon, the National Development and Reform Commission, the nation's top economic planning agency, said in a statement on its website late Monday.     That compares to an average of 2.69 U.S. dollars a gallon in the United States, according to Bloomberg.     China's retail fuel prices are controlled by the government under a mechanism introduced in December that takes into account of crude prices, taxes and a profit margin for refiners.     The country may adjust fuel prices when crude prices change more than 4 percent over 22 straight working days. Crude oil futures have risen 60 percent to more than 70 dollars a barrel this year from a July record on signs of a global recovery.     However, economists and analysts believe this round of price hike will not have any direct and obvious impact on the Chinese economy, which is largely fueled by coal.     "As China only needs oil to supply 20 percent of its energy consumption, costlier oil will not make things as bad as costlier coal," said Lin Boqiang, director of the China Center for Energy Economics Research at Xiamen University.     "However, the economy will be hurt if higher crude prices drive up coal prices," Lin said.     In addition, China's consumer prices fell for a fourth month in May, making it easier for the government to raise oil prices, said Niu Li, senior researcher at the State Information Center.     The price hike comes amid a surge in demand for automobiles in the world's third-largest economy. Passenger car sales rose 47 percent in May to 829,100 units, the biggest jump since February 2006.     Chen Zheng, an auto industry analyst with China Securities Co, believed that consumer demand would not be seriously dampened by this round of price hikes, as China's car owners are largely social elites, who can afford the moderate increases in gasoline prices.     "But if oil prices continue to surge, I'm sure many people will stop buying new vehicles, especially the high-emission cars," Chen said.     PetroChina and Sinopec, two major oil producers, went high shortly after opening, but closed with smaller gains, up 0.28 percent and 0.66 percent to 14.48 yuan and 10.66 yuan respectively in Shanghai Tuesday.

BEIJING, May 19 (Xinhua) -- The 11th China-European Union (EU) summit, after being postponed from December in France due to well-known reasons, will be held on Wednesday in the Czech capital of Prague.     The resumption within half a year shows that China and the EU can endure all kinds of difficulties and tests, and shows the common desire of both sides to consolidate and develop the bilateral relationship, and indicates that the China-EU comprehensive strategic partnership is at a new historical threshold.     At the beginning of China's Lunar New Year, Chinese Premier Wen Jiabao made a "journey of confidence" to the EU headquarters and four European countries, which hugely promoted the two sides' confidence of cooperation.     During his visit, Wen agreed with European Commission President Jose Manuel Barroso that enhanced China-EU cooperation bears significance for the world and the China-EU summit would be held as soon as possible in 2009.     Besides, as the relationship between China and France gradually improved, conditions for the summit were ripe.     The upcoming summit will take place when the international situation is much different from earlier in the year. The global financial crisis has caused damage to the real economy, and A/H1N1influenza is posing a challenge to both China and Europe.     In this scenario, Premier Wen's attendance at the summit not only demonstrates China attaching great importance to the China-Incomprehensive strategic partnership, but also China's determination and sincerity to join hands with the EU to deal with global issues such as the financial crisis.     The summit will also help stabilize the China-EU relationship and strengthen its favorable trend of development.     The twists and turns in China-EU relations last year provided an opportunity for reflection. As a high-level EU official said at a recent seminar, China and the EU should seek common ground while reserving differences under the comprehensive strategic partnership, which does not demand identical ideas from both sides.     It will be a wise choice for both sides to respect the core interests of each other and deal properly with differences, compared with which, the China-EU cooperation is definitely the mainstream.     China and the EU attach great importance to each other in their strategic considerations. Both sides have common economic interests and have a broad range of global issues to cooperate on. Therefore, a healthy and stable relationship serves the core interests of both sides. Leaders from both sides need to strengthen dialogue and exchange of contacts from a global strategic perspective on the basis of equality and mutual respect.     In the face of the ongoing global financial crisis, the Prague China-EU summit is expected to push forward bilateral trade and economic cooperation which remains a key element of the China-EU comprehensive strategic partnership.     Last year, the bilateral trade volume exceeded 400 billion U.S. dollars for the first time. The EU remains China's biggest trade partner and largest export market. Recently, the EU became China's largest source of imports while China remains the EU's second largest trade partner. China's steadily growing market presents great opportunities for European enterprises.     However, since the beginning of this year, China-EU trade has been increasingly affected by the financial meltdown. Both sides are facing a key task to strengthen trade and economic cooperation and join hands to tide over the crisis.     Sound cooperation between China and Europe, including participation in each other's stimulus plans, will help both sides fight trade and investment protectionism, boost confidence, and promote early recovery of the global economy.     In December, the UN Climate Chance Conference will be held in the Danish capital of Copenhagen and various parties are still negotiating on a final deal. The Prague summit will help China and Europe to better understand each other's position on the issue and carry out practical cooperation.     In fact, China and the EU have huge potential in cooperating in the fight against climate change. Both sides may expand cooperation in developing new energy and energy saving technologies, promoting a low-carbon economy, and making environment-friendly industries new economic growth sectors.     There is a famous Chinese saying: people should see and tackle their issues from a long-term perspective with an open eye. Since 1975, China-EU ties have been upgraded from the constructive partnership to the comprehensive partnership to the current comprehensive strategic partnership which was established in 2003.This triple-jump process indicates that China-Europe relations are deepening with increasing global strategic significance.     It is believed that the 11th China-EU summit, which has not come easily, will push forward China-EU ties to a new phase of development.

BEIJING, April 24 (Xinhua) -- The People's Liberation Army (PLA) Navy should comprehensively push forward its modernization to constantly enhance its capability to carry out its missions in the new century and new phase, Chinese President Hu Jintao said here Friday.     Hu, also chairman of the Central Military Commission, made the remarks when meeting with veteran officers and model soldiers of the PLA Navy Friday night, a day after the 60th anniversary of the founding of the PLA naval force.     Hu first paid respects to the veteran officers and model soldiers for their contributions to the development of the navy and extended regards to all members of the navy. Chinese President Hu Jintao (R Front) shakes hands with fighting hero Mai Xiande during his meeting with representatives of veterans, heroes and models of the Navy of the Chinese People's Liberation Army (PLA) in Beijing, capital of China, April 24, 2009, on the occasion of the 60th anniversary of the founding of the PLA Navy.     He expressed his hope that these officers and soldiers would continue to play a leading role in contributing wisdom and strength to the navy's development.     Through six decades of development, a relatively modern naval force consisting of combined arms had taken shape thanks to the leadership of the Communist Party of China Central Committee, the Central Military Commission, the support of the people, and unremitting efforts by naval officers and soldiers, Hu said.     The navy had played an important role in protecting China's sovereignty, national security and territorial integrity, promoting the reform and opening up drive and socialist modernization, and safeguarding world peace and development, he said.     The president expressed hope that the navy would achieve further development.     Thursday morning, Hu reiterated that the country's military build-up was purely defense-oriented.     In a meeting with heads of 29 foreign navy delegations gathered for the PLA Navy's anniversary celebration, Hu pledged that China's armed forces, including the navy, would never be a threat to other nations.     China would always be an important force in safeguarding world peace and development, he said.     "For now and in the future, China would never seek hegemony, nor would it turn to military expansion or arms races with other nations," he said.

UNITED NATIONS, May 29 (Xinhua) -- The exponential growth in trade and strategic relations between China and the Arab world is highly valued at the League of Arab States and will not come at the expense of relations with the United States, the secretary-general of the League of Arab States said at a press conference here on Friday.     "We value very much our relationship with China," Secretary-General Amre Moussa, told Xinhua. "We can have good relations, growing trade and growing economic investments with China and America at the same time." Amre Moussa, the secretary- general of the League of Arab States, gestures during a press conference at the headquarters of the United Nations in New York on May 29, 2009. Moussa on Friday called upon Israel to put an immediate end to the settlement construction in the West Bank, saying that if Israel goes ahead with the construction, it is impossible to set up an independent Palestinian stateChina is now the largest exporter to the Arab world, overtaking the United States for the first time since the 1960s. Trade between China and Arab countries jumped from 36.7 billion U.S. dollars in 2004, when the Sino-Arab Cooperation Forum was launched, to 132.8 billion dollars last year.     In the past, particularly during the Bush administration, the Arab world became increasingly disenchanted with America's lackluster role in the Israel-Palestine conflict. But U.S. President Barack Obama offers renewed hope that peace talks will progress.     "The previous administration waited six years (before addressing the crisis)," said Moussa. "Now (the Obama) administration has started engaging right away. This is encouraging because all of us have suffered from certain policies in the past."     "The hope is that the Obama administration will succeed in breaking this deadlock in order to allow the peace efforts to move on with the establishment of a viable Palestinian state ... which includes the immediate freeze of (Israeli) settlements," he said.     At the same time, despite the international community having "a window of opportunity," the Obama administration has yet to take concrete actions, added Moussa.     "What we expect is not only to hear a speech, but to act," he said.     Indeed, action on the Middle East crisis is rare. The UN Security Council has refused to follow up on recommendations made by a United Nations investigation into accusations of war crimes committed by Israel during the Gaza offensive in January.     Frustrated, the Arab League is "actively pursing" other avenues, including several independent fact finding and investigations, said Moussa.     "We are not going to let go of what happened in Gaza against the civilians," he said. "If you want to have justice, you have to have it across the board."     In a related development, the United Nations Human Rights Council investigation team will arrive in Gaza on Monday. Led by Justice Richard Goldstone, the team plans to meet with all concerned parties, including witness and victims of alleged violence, according to a press release issued on Friday.
