SAN DIEGO (KGTV) - Crowds have been sparse at Balboa Park since the start of the coronavirus pandemic, but that doesn't mean the park hasn't been busy."The change in Balboa Park is evident. The change in Balboa Park is important," says Peter Comiskey, the Executive Director of the Balboa Park Cultural Partnership.Comiskey says nearly every museum in the park has used the unexpected downtime to refresh their exhibits or renovate their facility. The 100-year old carousel is getting refurbished. Crews are almost finished building an observation deck around the Morton Bay Fig Tree. Five new cottages in the International Village are about to open up, housing 9 new cultural groups. "We want to do our part to help elevate the Palisades and revitalize it in the way that Plaza de Panama was."The pandemic allowed the Comic-Con Museum to get a head start on their online offerings, while still working on building renovations and exhibit planning.The Starlight plans show new terraced lawn seating, nature gardens, walking trails, and smaller stages surrounding the main bowl.Save Starlight President Steve Stopper says work is already underway on some of the smaller parts of the renovation, so they can build excitement over the coming months."It creates a window for people to get behind the idea," he says. SAN DIEGO (KGTV) — Assemblymember Todd Gloria, D-San Diego, praised state lawmakers for sending a bill to the governor that would restrict gun shows at Del Mar Fairgrounds.Assembly Bill 893 would ban the sale of guns or ammunition anywhere on the Del Mar Fairgrounds property beginning in 2021, according to Gloria's office. The bill passed the California Senate 27-11 Tuesday.Anyone who violates the bill could face a misdemeanor charge, according to the bill.Gloria is a co-author of the legislation alongside Assemblywoman Tasha Boerner-Horvath, D-Encinitas, and Assemblywomen Lorena Gonzalez, D-San Diego.“This is a victory for gun sense and making our communities safer in San Diego,” said Gloria.“This bill is about offering more than thoughts and prayers. It’s about policy and action and listening to the communities around the Fairgrounds who no longer want these events taking place. In California, we value people over guns and this bill makes that clear."Gov. Gavin Newsom has until Oct. 13 to sign or veto the legislation.Gun shows at the fairgrounds has been hotly debated over the last year. In September 2018, the 22nd DAA's Board of Directors voted to temporarily suspend gun shows at the Del Mar Fairgrounds until the state developed new safety policies around them. The decision ended the Crossroads of the West gun show's contract with the fairgrounds after nearly three decades.In February 2019, the three Assemblymembers introduced AB 893 into the state Assembly. The bill passed the Assembly 48-16 in April. SAN DIEGO (KGTV) - As a Hillcrest man showered in his apartment, an intruder was helping himself to a "priceless" pendant.The surveillance video that Ramon Castillo has seen countless times remains hard to watch."Scary and very disturbing," said Castillo.In late June on a Monday morning just before 9, Castillo was showering in his apartment on 3rd Avenue. What he didn't know know: he wasn't alone. When Castillo got out of the shower after 20 minutes, the screen door which had been locked was completely open. Surveillance video revealed why. In it, a man pauses at the door and somehow gets past the screen door, before quietly raiding the apartment. Among the items stolen were speakers and a safe from a bedroom closet. Inside the safe: cash, personal documents and jewelry, including a silver pendant containing the ashes of her mother. She passed away in 2015 from an accidental drug overdose."I can't replace that. It's the last thing of my mom and now I don't have anything," said Castillo.The thief who snatched it was in and out in about five minutes. He was seen driving off in a sedan. Castillo say the burglar had to have heard the shower running and went in anyways."He didn't think twice about it. SAN DIEGO (KGTV) — As President Trump and Democratic lawmakers battle over funding for the president's border wall project, construction at the border is already slated to begin early this year.Texas-based construction company SLSCO was awarded 7 million last month for a series of wall projects along the U.S.-Mexico border in California beginning in February. The contracts include up to 14 miles of secondary wall and 15 miles of primary pedestrian replacement wall in the San Diego, Yuma, and El Centro sectors.A Border Patrol spokesperson said construction of a primary pedestrian wall was already approved, though could not comment as to whether secondary wall construction was previously approved or tied directly to President Trump's Executive Order for a continuous border wall.RELATED: Roughly 150 migrants attempt to climb border fence, throw rocks at Border Patrol agentsIn February 2019, construction on 14 miles of secondary wall will start adjacent to San Diego's primary fence replacement project that is currently underway. SLSCO is also in charge of that project.Then in July 2019, construction on 15 miles of pedestrian replacement wall will start, with 11 miles in Calexico, three miles in Tecate, and one mile in Andrade.
