SAN DIEGO (KGTV) — It's been 25 years since President Bill Clinton approved Operation Gatekeeper, the measure focused on the issue of immigrants crossing the border illegally — specifically the San Diego sector.Two key parts of Operation Gatekeeper were surveillance equipment and enforcement infrastructure, like walls and fences. Twenty-five years later, Border Patrol Agent Theron Francisco tells 10News, "Before Gatekeeper this area was in utter chaos, agents were apprehending 1,000 per shift. We had hundred of thousands of apprehensions a year." It's a measure that Francisco says paved the way for Border Patrol today."It's absolutely night and day from where we were back then," Francisco said.Tuesday, those against Operation Gatekeeper held a rally. Former Border Patrol agent Jenn Budd tells 10News, "That was the whole purpose, to push them out here to make it more difficult and dangerous for them to cross. I didn't want to be a part of it but its something I have to admit I was a part of."Budd tells 10News, it's partly why she left Border Patrol, "I left because I felt the policies we were enacting were killing people and what we were representing to the public wasn't the truth." Meantime, Border Patrol agents say it's only helped increase San Diego safety."The days are gone where illegal aliens are running through people's backyards trying to hide from Border Patrol," Francisco added. Budd says, "We need them to work for us, we need them to protect our borders we need them to keep drug smugglers out, but we don't need children dying in their custody and all sorts of things they're doing right now." 1637

SAN DIEGO (KGTV) - In an exclusive interview with ABC10 News, a firefighter shared his heroic story of helping battle the massive fire that erupted aboard the USS Bonhomme Richard this past July.“It was a crazy situation,” said Deputy Fire Chief Robert Sepulveda with Navy Region Southwest Fire Emergency Services. “We [had] about 400-plus firefighters on-scene at the time,” he stated and added, “I was on the front lines with the firefighters and was directing the fire attack on the forward side of the ship at that time.”His first shift lasted for 30 hours. It took almost a week to knock it all down. “What I was feeling at that time was obviously fear and wanting to make sure that everyone was safe on-scene and make sure I had that command presence to be able to unify everybody,” he told ABC10 NewsHe has now received a civilian of the year award for his heroic actions.On Monday, Navy officials announced that the warship would be decommissioned after it was gutted this summer during the explosive fire at Naval Base San Diego. The Navy reported that it’s not cost effective to bring the ship back, which could require up to billion and seven years to restore.At the time of the fire, more than 60 personnel including sailors and civilians were treated for injuries like heat exhaustion and smoke inhalation.In August, ABC10 News was the first to report that the fire was being investigated as an arson and the lead suspect is a navy sailor, according to multiple sources with close ties to NCIS.To date, the Navy will only confirm that the cause is still under investigation.Sepulveda remains grateful to the many sailors who ran to help just minutes after the flames erupted. “These ships are like homes to them and to see them in action and put everything on the line to make sure that their home was safe at the end of the day [was] incredible,” he added.The time lines for towing and dismantling the decommissioned ship are still being finalized. 1973

  

SAN DIEGO (KGTV) -- It will take about a month to get the old Family Courthouse in downtown San Diego demolished and the area cleaned up, and once it’s gone, work will begin on what will replace it -- brand new affordable housing units.Piece by piece, the building that once heard divorce, custody, and other domestic issues was torn down. In its place will be a new eight-story building with 120 affordable housing units at the corner of Sixth Avenue and Cedar Street.While it’s been vacant, it was used as a temporary shelter for migrant families seeking asylum. Soon it will become home to senior citizens and other families.To be eligible for this affordable housing, a household must make less than 60% of the area median Income. For San Diego, according to the San Diego County website, it is less than ,000 for one person.County Supervisor Nathan Fletcher said the location plays a big part in this project.“Everyone one wants affordable housing as long as it's not near them, but we know this is where housing needs to go. This location is in an urban environment in a downtown setting along transit corridors, walking distance to services is where we need to go,” Fletcher said.After the building is demolished, the next step in this project will be to get community input on the design of the unit. They don’t expect to break ground until 2024. 1365
