BEIJING, Oct. 22 (Xinhua) -- China's top political advisor has called for seriously studying the essence of the third plenary session of the 17th Central Committee of the Communist Party of China (CPC), which is ushering in a new round of rural reforms in the country.     Great efforts should be made to push forward the rural reforms, so as to consolidate and develop the country's general situation featuring a stable and fast economic development and a harmonious and stable society, said Jia Qinglin, chairman of Chinese People's Political Consultative Conference (CPPCC) National Committee.     Jia, who is also a member of the Standing Committee of CPC Central Committee Political Bureau, made a study tour in Jilin Province on Oct. 18-22 in the company of Jilin's Party chief Wang Min and Governor Han Changfu.     During his stay, he visited local factories, villages, schools, research institutions and construction sites, and heard reports by local officials to learn about the real situation in this northeastern province. Jia made a study tour in Jilin Province on Oct. 18-22    Jia showed special interest in rural development and urged local grain-processing companies to play a leading role in promoting agricultural production, increasing farmers income and achieving prosperity in the countryside.     He urged locals to probe ways in setting up new-type rural cooperatives to speed up the formation of a new-type public service system for farming and enhance the level of public service in the agricultural sector.     In addition, the senior official highlighted the issue of improving the country's self-reliant and innovative abilities, while visiting a number of large companies in oil, railway, pharmaceuticals and research and educational institutions.     Jilin, which boasts a sound industrial foundation and a large army of scientists and teachers, has the valuable conditions for increasing its self-reliant and innovative abilities and accelerating the pace of reforms, Jia said.     Over the past few days, the top political advisor had meetings with local CPPCC officials and leaders of local branches of non-communist parties and the local federations of industries and commerce.     Jia reiterated the important role of China's political consultative system, which puts the CPC at the center while making all these non-Communist parties as participants in the country's arena, the so-called United Front, which is aimed to unite all forces around the CPC in the governance.     China must adhere to its correct political orientation and the leadership of the CPC, Jia said. He called for firmly taking the socialist road with China's own characteristics in the country's political development, under the guidance of the great banner of socialism.

BEIJING, Jan. 6 (Xinhua) -- China's rural areas have the biggest potential in boosting domestic demand, said Chinese Vice Premier Wang Qishan during visits to the countryside concluded on Tuesday.     China should "especially place priority on tapping the rural market and developing the countryside" when spreading global financial crisis blunted the country's economic growth, said Wang.     He made the remarks when visiting towns, rural stores and farmers in central China's Henan Province on Monday and Tuesday.     More chain stores should be set up in the countryside to facilitate rural consumption, Wang said.     He also urged local officials to well implement policies to subsidize farmers' purchase of home appliances.     Financial institutions should develop more services targeting the need of farmers and rural enterprises, he said.     In its latest effort to boost rural consumption, China has decided to roll out a 13-percent subsidy nationwide for farmers who buy home appliances, starting from Feb. 1.     China has announced a 4 trillion-yuan (586 billion U.S. dollars) fiscal package to stimulate domestic demand.

BEIJING, Dec. 11 (Xinhua) -- Railway stations across China expect to handle a record of 188 million passengers heading home to family for the Lunar New Year holidays. That's up 8 percent year-on-year, the Ministry of Railways (MOR) said here on Thursda y.     "With 150 more trains in operation, trains can carry 4.48 million travelers every day, up 180,000 compared with the same period of 2008," MOR spokesman Wang Yongping told Xinhua.     The 40-day travel period, built around the Spring Festival, lasts from Jan. 11 to Feb. 19.     Wang said railways across the country will face a great amount of pressure as the Lunar New Year, which usually arrives in February, falls on Jan. 26.     "Students and employees nationwide are heading for home for an early holiday, while migrant workers are also returning home earlier this year as many manufacturers they work for have cut or ceased production amid weak market demand," said Wang.     "When most people will be moving around at the same time, an earlier-than-usual travel rush is around corner."     Transport safety is MOR's top concern. Railway departments nationwide are examining maintenance and transport facilities to ensure a smooth operation, according to the ministry.     At the same time, MOR released an emergency mechanism on Monday in preparation for possible severe weather such as snow storms and fog.     Hundreds of thousands of passengers were stranded at railway stations in southern China before this year's Spring Festival as blizzards paralyzed transportation.

 CAIRO, Dec. 24 (Xinhua) -- At the invitation of Egyptian Prime Minister Ahmed Mahmoud Mohamed Nazef, Chinese Vice Premier Li Keqiang arrived here on Wednesday afternoon for an official visit to Egypt.     "I believe my visit will promote the China-Egypt strategic partnership of cooperation to a higher level," Li said in a written speech upon arrival at the airport.     He noted that China attaches great importance to developing relations with Egypt and is ready to make joint efforts with the Egyptian side to consolidate the traditional friendship, deepen the strategic partnership of cooperation and enhance coordination in international and regional issues with Egypt. Chinese Vice Premier Wang Qishan (front R) shakes hands with U.S. Treasury Secretary Henry Paulson at a signing ceremony on energy and environmental protection cooperation during the fifth China-U.S. Strategic Economic Dialogue in Beijing, China, Dec. 4, 2008.    BEIJING, Dec. 4 (Xinhua) -- A senior Chinese official said here on Thursday that China and the United States have reached consensus in five major areas to step up energy and environmental protection cooperation during the on-going fifth round of the Strategic Economic Dialogue (SED).     Zhang Xiaoqiang, vice minister in charge of the National Development and Reform Commission (NDRC), said the five areas are as follows.     First, the SED completed preparations to start cooperation in five areas: electricity, clean water, clean transportation, clean air and the conservation of forest and wetland ecosystems, mapping out plans and roadmaps.     China and the United States signed a 10-year energy and environmental protection cooperation framework in June during the fourth SED held in Washington, with these five areas as initial goals. It will be formally signed by Chinese Vice Premier Wang Qishan and U.S. Treasury Secretary Henry Paulson.     Fourth, institutions including China's NDRC and the China Exim Bank, as well as the U.S. Trade and Development Agency and the Export-Import Bank of the United States, will sign a memorandum of understanding on measures to support the 10-year energy cooperation.     Fifth, seven eco-partnerships from the two countries will sign letters of intent on cooperation. These agreements include one involving China's southwestern Chongqing Municipality, the U.S. city of Denver and car maker Ford on an electric and hybrid automobile project.     The two-day SED, which is to end on Friday, also covers macro-economic risks, trade challenges and the investment environment.
