BEIJING, Aug. 27 (Xinhua) -- Chinese Premier Wen Jiabao has urged government officials at all levels to strictly follow the laws and regulations in a bid to steer away from corruption and ensure the good of the public."In a peaceful time, corruption is the greatest danger for a ruling party, and the basic reason for corruption is that powers are not properly supervised and restricted," Wen said Friday during a national meeting on lawful administration.He called it a "major test" for the government to handle graft issues properly.Wen said the task of building a lawful government is the basic guarantee for promoting social fairness and justice, a key measure for anti-corruption and also an essential part for the reform of the country's political system."Currently our country's economic and social development has entered a new phase. More challenges have emerged as domestic and overseas environments become more complicated. We should deepen reform while promoting administration in accordance with the laws in order to solve new problems," he said.According to Wen, a sound market environment with fair competition can only be created when the government uses laws and regulations to manage various market entities, provide services for them and ensure their rights.He urged officials to strengthen legislation in key fields in order to solve deep-seated problems in the economic and social development, and ensure public ideas be fully reflected during the legislation process.Further, Wen called for scientific and democratic decision-making."Before making a major decision, the idea must be examined as to whether it is in accordance with the laws. BRUSSELS, Oct. 6 (Xinhua) -- Chinese Premier Wen Jiabao on Wednesday urged European political and business leaders not to join the "chorus" on pressuring China on the appreciation of the Renminbi, or RMB.China's trade surplus was explained by the specific structures of the economies involved in international trade instead of the exchange rate of the RMB, Wen said at the Sixth China-EU Business Summit here."The (past) appreciations of the RMB did not lead to any changes in the trend (of China recording trade surplus)," Wen said, referring to the fact that China continued to record trade surpluses after it initiated an exchange rate reform in 1994 although the RMB has appreciated by an accumulated 55 percent since then. Chinese Premier Wen Jiabao addresses the 6th China-European Union Business Summit in Brussels, capital of Belgium, Oct. 6, 2010.China also continued to record trade surpluses against the United States after it initiated a second exchange rate reform in 2005 to allow the RMB to appreciate 22 percent against the U.S. dollar since then, Wen said."The trade issue should not be politicized. China has a surplus in commodity trade but deficits in the trade of services. BEIJING, Oct. 28 (Xinhua) -- Access to debt finance, leading technology and lower cost gave Chinese mining and metals investors an advantage in the global mergers and acquisitions (M&A) market, accounting giant Ernst & Young said Thursday."Competition for mining and metals assets around the world has steadily increased during 2010, with the sector's total deal value as of Sept. 30 growing 87 percent over the same period last year," said Ernst & Young global mining and metals leader Mike Elliott.The firm's statistics show the total value of the world's deals in mining and metals for the year to Sept. 30 reached 78.9 billion U.S. dollars, with the number of deals growing 10 percent year-on-year to 827.For China, the value of mining and metals deals at Sept. 30 has surged 53 percent to 8.9 billion U.S. dollars. Of the 102 transactions, 49 were outbound deals, 40 domestic and 13 inbound."China's outbound M&A investment continues to be driven by the country's need to secure reliable sources of raw materials to support its rapid economic growth and urbanization plans," Ernst & Young China mining and metals leader Peter Markey said."Debt finance in particular has a strong appeal to vendors, given the lack of bank finance available to miners. Bidders able to provide not just equity but also direct or indirect access to debt are very appealing," he said.Similarly, bringing innovative Chinese technology to the deal table, together with access to equipment and supplies which lower operating costs, had proved a winning formula for some successful Chinese acquirers this year, Markey said.
