They signed a Memorandum of Understanding between their organizations to work together on "Smart City" technologies such as unmanned aircraft systems (UAS), smart streetlights, renewable energy, and the City's "Get it Done" app. Last year the City of San Diego was selected for a pilot program by the U.S. Department of Transportation to advance the testing of UAS, more commonly referred to as drones. They're already being used by police and fire in Chula Vista. "We will share our experiences, we'll share as we discover uses for data together, and share how advanced technology can benefit the people that we both serve," said Mayor Faulconer. SAN DIEGO (KGTV) — San Diego District Attorney Summer Stephan is objecting to the early release of a man convicted of driving off the Coronado Bridge and crashing in Chicano Park, killing four people.Richard Anthony Sepolio, 27, was convicted of four counts of vehicular manslaughter while intoxicated and one count of DUI causing injury in the crash on Oct. 15, 2016. He was sentenced to nine years and eight months in prison. He is set to be released early after serving two years and 10 months of his sentence. Monday, the CDCR notified victims in the case of the release, citing prison credits for good behavior and the state's policy on release amid COVID-19. Stephan wrote a letter to Gov. Gavin Newsom and the California Department of Corrections and Rehabilitation (CDCR), calling the release a "miscarriage of justice.""This very early release is unconscionable," Stephan wrote. "CDCR’s decision is re-victimizing the family and friends of the four people killed and seven injured who have been devastated by their loss and continue to deal with the financial, emotional, mental and physical trauma caused by the defendant. This inmate continues to deny and minimize the crime by refusing to admit he was speeding and denying being impaired while arguing with his girlfriend on the phone, which resulted in the devastating crash."The crash killed Annamarie Contreras, 50, and Cruz Contreras, 52, of Chandler, Ariz.; and Hacienda Heights residents Andre Banks, 49, and Francine Jimenez, 46. Seven other people were also seriously injured.Sepolio was traveling between 81 and 87 miles per hour when he lost control and plunged over the bridge, landing in the park below where a motorcycle rally had attracted nearly 1,000 people, according to Stephan. Sepolio had testified that another vehicle would not let him over into the left-hand lane, so he sped up twice to pass before the crash occurred. 1912

  

SAN DIEGO (KGTV) - San Diego city leaders are set to discuss an audit of the city's gang registry and a new plan to curb gang progress.It's not necessarily that there are now fewer gang members, but how they are counted that is facing scrutiny. One former member of the city's commission on gang violence said these measures are not enough.Bishop Cornelius Bowser was on San Diego's Commission on Gang Prevention and Intervention, but left earlier this year, claiming it was ineffective.The commission lacks vision," Bowser said. "They're basically finding organizations that are already out there, and tagging along with them." 641

  

SAN DIEGO (KGTV) – San Diego Police are investigating a reported scam that seems to be targeting the elderly.Frank Dabalack says someone knocked on his door Monday at noon, claiming they could fix a dent on the back of his car for 5.  “I’ve wanted it fixed for a long time and here’s a guy who came over, it looked like he knew what he was doing,” Dabalack said.But once he agreed and the man and his crew began work the price kept jumping to nearly 0.“I was angry with myself,” Dabalack said, “because I knew it was scam, and I’d been scammed.”He found out with the help of his neighbor, who he asked to come over.  She took a closer look at the men’s repair work. She says they were damaging the car instead of fixing it. They covered the back of the car with some gooey residue but never touched the dent.  One of the men also took pliers to the grill and started bending it out of shape.When she started asking them questions, they took off. Dabalack says he wrote them a check for 5 but was able to cancel it with his bank.Martinez said when police arrived, they said they were familiar with the scam. The men look for handicapped plates on cars in driveways and try to trick the owners into paying large amounts of money.“Frank is from a generation where people kept their word, not scammed the elderly,” Martinez said. “Frank is like a dad to me. I don’t like anyone doing that to him or any senior.”  1445
