Notre Dame became the second college this week to cancel in-person classes and move online because of a spike in coronavirus cases on campus.During an address to students Tuesday, Notre Dame President Rev. John Jenkins said the spike was likely from off-campus gatherings in the last week, according to the school’s contact tracing efforts.Every student at Notre Dame, roughly 12,000, was tested before they returned to campus to start class on August 10, and there were just 33 students who tested positive according to the school.Just a week later, on Monday, of 927 students who were tested, 147 were positive for the coronavirus.“For at least the next two weeks we will move undergraduate classes to remote instruction, close public spaces on campus, and restrict resident halls to residents only,” Rev. Jenkins told students.Students living off-campus are urged to remain there and only allow roommates into their dwelling.Rev. Jenkins also said student gatherings will be limited to only ten people. The previous limit when school started last week was 20 people.“If these steps are not successful, we will have to send students home,” Rev. Jenkins said. The University of North Carolina also announced this week they would be transitioning to remote learning following a spike in positive coronavirus tests on campus. The university reported 129 confirmed COVID-19 cases last week, and a jump in its positivity rate from 2.8% to 13.6%. The university said it has tested 954 students with 177 in isolation and 349 in quarantine. The university said that most of the infected students have mild symptoms. Also on Tuesday, Michigan State University pushed back their start date and announced they will be doing remote learning as well. In a statement posted by MSU's president, the school did not cite a specific spike in their area, but rather what they are seeing at other institutions as they return to campus. "It has become evident to me that, despite our best efforts and strong planning, it is unlikely we can prevent widespread transmission of COVID-19 between students if our undergraduates return to campus," the statement from President Samuel Stanley Jr., M.D., reads. MSU will now start remote learning on September 2. 2241

OCEANSIDE (KGTV): A program that offers daily, hot meals to seniors in Oceanside is running out of money and could be forced to close."It’s stressful, it’s super stressful," says Sylvia Spears, the Executive Director of the Oceanside Senior Citizens Association. "I've had sleepless nights, and I’m trying to figure out who do we pay, who do we not pay?"The program gives seniors a hot lunch every day at the Oceanside Senior Citizens Center. For people who can't make it, they also offer home delivery. For a lot of the seniors, it's the only hot meal and the only personal interaction they get all day."We become friends," says Patricia Bonynge, who's been coming to the meals for almost ten years. "Even though we don’t go to each other’s homes or talk on the phone, we come here, and we converse."Bonynge also used the home delivery service for a few months after she had foot surgery and couldn't drive or walk. She says it was a lifeline while she recovered.Spears says the program serves around 50,000 meals every year. That number continues to grow as Americans live longer."Clients are up; donations are down," she says.Right now, the meals are partially funded through a grant from the County. It's part of the Federal "Older Americans Act." The grant is a three-year contract, which expires on December 31st, 2018.But this year, Spears says she decided not to reapply because he hasn't been able to come up with enough money to cover the rest of the budget."Right now we need about 15,000 dollars extra per month to keep going," she says. "That includes our food, kitchen supplies and our trucks."Other organizations, like Meals on Wheels, could step in to fill the gap. Spears is also talking to the City of Oceanside for funding. There's a closed-session City Council meeting Wednesday night to address the issue. The city already lets the Association rent the Senior Center facilities and kitchen for per year. They also work with the San Diego Food Bank to do a monthly food box distribution for seniors who qualify.Despite that, city officials say they realize how important the hot meal program is to older residents."It gives them hope," says City Recreation Supervisor Homer Post. "That hope is what allows them to live until the next day. If you don’t take care of your elderly, you can’t take care of anything that you got going on."Spears is hopeful that someone will come through with a donation to keep the meals going. She says cash or check donations can be made in person at the Senior Citizens Center, or sent by mail (with "Nutrition Program" noted) to 455 Country Club Lane, Oceanside, CA 92054. 2650

OMAHA, Neb.  - The DEA is warning police and parents to be on the lookout for marijuana and methamphetamine laced candy this Halloween. The DEA and police agencies throughout the country have seen an increase of seizures of drug-laced edibles, including but not limited to chocolates, suckers and gummies. The DEA's Omaha Division has not identified any specific threats but issued an advisory. The items are often professionally packaged and can easily be mistaken for regular candy or baked goods. Last year the DEA found marijuana-laced candies sold in packages labeled; Munchy Way, 3 Rastateers, Twixed, Keef Kat and Rasta Reese's; had been collected during Halloween.Signs of marijuana or meth-laced candy include unusual wrapping, appearance, unusual colors, odd smell, misspelled candy labels, or candy or food that is unwrapped or unmarked.Parents and caregivers should seek immediate medical attention if a child ingests drug-laced candy and then contact local police. 988
