SAN DIEGO (CNS) - Eight more flu deaths were reported last week in the San Diego region, the county Health and Human Services Agency announced Wednesday.There were 264 lab-confirmed cases in total, a slight increase over the 257 cases reported the week of March 25. (Expletive) you for putting my life in danger," the prosecutor said.When officers responded to Davies' sixth-floor condo near the roof of the complex, a shot rang out from behind her door and an officer returned fire, according to Runyon.The prosecutor said officers retreated and more shots were fired at them and members of a SWAT team.Hours later, police observed a rifle, revolver and a magazine for a rifle being thrown out of the window where Colbert was holed up, Runyon said.After Colbert's arrest, officers found 17 expended casings and another rifle under a pile of clothes in the room, the prosecutor said.Even though traces of cocaine and methamphetamine were found in Colbert's system, and even though he had a history of mental health issues, the defendant knew what he was doing that day, Runyon said.Defense attorney Melissa Tralla told the jury that Colbert had a psychotic break and was paranoid and delusional. She said that days before, Colbert had called Davies at least 50 times and was not acting right.Colbert was rambling, saying he had special powers and was part of the New World Order, Tralla said.The attorney said Colbert was showing signs of mental illness by age 6, and was diagnosed with schizophrenia by age 15. SAN DIEGO (CNS) - A woman whose Nissan Versa ended up underneath a semi-truck on Interstate 8 in El Cajon Monday escaped serious injury and was arrested on suspicion of drunken driving, authorities said. Heidi Farst, 56, of El Cajon was driving westbound on I-8 near Main Street when her compact car was rear-ended by another vehicle just before 6 a.m. Farst's car then collided with the semi-truck, flipped over and landed upside down underneath the rig, California Highway Patrol Officer Travis Garrow said. Farst was freed from the wreckage and transported to Sharp Memorial Hospital for what were described as minor injuries, a CHP dispatcher said. She was then booked into the Las Colinas Detention Facility on suspicion of DUI, according to Garrow. No other injuries were reported. The crash triggered lane closures and a SigAlert. SAN DIEGO (CNS) - Circulate San Diego released a report today detailing how cities in southern San Diego County can make progress toward eliminating traffic deaths.The report outlined ways in which Imperial Beach, National City, Chula Vista and Coronado can prevent fatal traffic accidents by making improvements to the cities' most dangerous intersections and roadways.Circulate San Diego suggested the cities should take steps to calm traffic flows like restriping roadways to narrow them and reduce speeds. Circulate also recommended that the highlighted cities should asses driving behaviors that lead to serious injury and fatal car accidents and work with local law enforcement officers to target those behaviors through education and traffic law enforcement."Every city has room for improvement to make streets safe and we look forward to working with each South County city to save lives,'' said Maya Rosas, co-author of the study and the organization's director of policy.The report is part of the organization's participation in the Vision Zero campaign, which aims to eliminate fatal traffic accidents altogether. Circulate San Diego and the city of San Diego have already set a goal of eliminating traffic deaths in the city by 2025.The organization made similar recommendations to the city of San Diego last year and the city subsequently repaired its 15 most dangerous intersections. SAN DIEGO (CNS) - As the Valley Fire burned for a fifth straight day, blackening thousands of acres in rural eastern San Diego County, California Attorney General Xavier Becerra issued a consumer alert today warning that charging excessive prices for goods and services is illegal during a state of emergency.The state's price gouging law holds that it is unlawful to raise the price of items more than 10% after a state of emergency has been declared.Violations of the price gouging statute could carry penalties of up to one year in county jail and/or a ,000 fine. Civil enforcement actions could also include up to ,500 per violation and other monetary penalties.As of midday Wednesday, the Valley Fire had burned more than 17,000 acres and was 11% contained.
