SAN DIEGO (KGTV)- A judge ruled Friday that Alvin Quarles, known as the “Bolder Than Most Rapist," will continue to stay in a state hospital until at least December. A status hearing was held Friday morning to get an update on the location of where he will live. The search is still ongoing to find a location, and the judge has given the court a 90-day extension to do that. In the meantime, the San Diego County District Attorney’s Office has issued an appeal to pump the brakes on Quarles’ release. The Deputy District Attorney, Jessica Coto, says they are attempting to make sure Quarles is not released into the public before he is ready. “The evidence showed that the release of Mr. Quarles was premature and that he still poses a danger to the community,” says Coto. There have been many evidentiary hearings during this process that have not been open to the public. Quarles' victims feel they should have a right to know what was said behind closed doors. The DA's office is hoping that will be reversed during the appeal process. “It makes me shaky for myself personally, and it makes me shaky for the young people of our community, who is his demographic, and who I think really will be at risk,” said survivor Mary Taylor. In the 1980s, Quarles sexually assaulted more than 10 women, often holding them at knifepoint, forcing their boyfriends or husbands to watch as be brutally attacked them. He was sentenced to 50 years behind bars but was moved to Colinga State Hospital years ago to get treatment for sexually violent predators. SAN DIEGO (KGTV) - Too many people are on the waiting list for a second chance at life.San Diego's organ donation group, Lifesharing, says the city and country are facing an organ shortage. In San Diego alone more than 2,000 people are on the waiting list. "There's never going to be enough organs but more people need to talk about organ donation so there can be more organs," said Lisa Stocks, Lifesharing Executive Director.On Friday, transplant recipients gathered to raise awareness about the issue and celebrate their new birthdays made possible because of organ donation.People can register to become donors on the Lifesharing website or at the DMV.You can also become a living donor by giving someone one of your kidneys. 742

SAN DIEGO (KGTV) - Winter weather swept through San Diego Sunday, making a dent in fire danger, according to a National Oceanic and Atmospheric Administration Meteorologist."This is very good timing," NOAA Meteorologist Alex Tardy said, referencing the heavy rain across the county and even some snow that fell in places like Santa Ysabel in east county.Tardy said this year's heat broke records, "we exited a summer... is all time hottest for places like Escondido, Campo, Borrego Springs, Palomar Mountain. That whole corridor, which is most of San Diego except the immediate coast, the hottest period from June through October on record so that's made our fuels drier than they've ever been."The heat leaving San Diego vulnerable to a devastating fire season."We had the Valley fire in September, it could have been a lot worse, so this rain doesn't end our fire season but it puts a huge dent in it," Tardy saidThe winter forecast is fairly dry. SAN DIEGO (KGTV) — With California's theme parks and other family activities closed or restricted because of the pandemic, pumpkin patches have become an even more popular source of seasonal joy.The patches are able to operate under certain restrictions, though some operating rides may be at odds with public health orders.Cell phone video taken this week at The Pumpkin Station on Camino del Rio South in Mission Valley shows lots of visitors, some wearing masks and others not, and some small rides operating.The owner of the patch told ABC 10News they have a capacity limit of 250 people and require employees to undergo temperature checks and wear face masks. The owner said the location can't make customers wear face masks if they don't want to. As for the rides, the owner said calls to the San Diego County Health Department about whether rides are allowed were not returned. The owner said the rides are sanitized between each use as well.The county referred ABC 10News to California's guidelines for amusement and theme parks, which says all operations must be closed in the red and purple reopening tiers. San Diego County is currently in the red tier.As for other spots, like the Strawberry Fields in Carlsbad, there are no rides but there are inflatables.The owner of Carlsbad Lagoon tells ABC 10News that they've been working with the county ever since they reopened and that there are no specific guidelines for inflatables. The county says that as long as they are not completely closed, things like inflatables, slides, and obstacle courses are allowed.Carlsbad Lagoon added that they sanitize frequently and restrict admission to adhere to social distancing guidance. 1694

SAN DIEGO (KGTV) — University of San Diego is sidelining its plans to return to some form of on-campus classes this fall unless given approval by state and local officials.A statement from USD President James Harris read that due to the rising number of cases locally and in California, as well as the lack of reopening guidance for colleges, they will offer remote learning for all fall undergraduate and graduate courses.The undergraduate semester is still set to begin on Aug. 17, according to the school."At the time of my original announcement, the number of daily cases of COVID-19 in San Diego County was approximately 100, and given the shut-down order then in place, we were optimistic the situation would be much improved by the Fall," Harris' statement read. "Instead, the number of daily cases skyrocketed, and San Diego is now averaging more than 400 cases per day."With less than a month to go before we begin Fall classes for undergraduates, we have reached the point where a final decision has to be made."Originally, the campus planned to offer in-person courses as part of a hybrid approach to the academic year. USD says it can still pivot to the planned hybrid model if conditions improve. The school added that the campus will also continue to offer students options for remote or in-person classes when they receive permission to move forward with the plan."The good news is that all of the great work of the task forces preparing for the Fall will benefit us as we move forward. Due to their continuing efforts, we are prepared to pivot to our planned hybrid approach of both in-person and remote instruction when conditions improve and allow us to do so," according to USD.
