SAN DIEGO (KGTV) - A World War II veteran is being honored not only for his service to our country but to the San Diego community.With the help of former students, current students, and staff at Hilltop High School in Chula Vista, the library was dedicated to World War II veteran Tom Rice. The lifelong Coronado resident was an Army paratrooper in the 101st Airborne Division on D-Day. He was the first to jump out of his C-47 after it crossed the English Channel.RELATED: Retired Chula Vista teacher grateful for war hero's inspirationRice taught U.S. government in the Sweetwater Union High School District for more than 30 years, mostly at Hilltop High.The surprise was unveiled to Rice on Thursday. "Everyone has given me their grace, and I have nothing to return but just my presence, and that was it. The two women say Rice didn't talk about the war when he was a teacher; it wasn't until years later they learned of his bravery. "We are honored to know him and honored by what he did for us as students and what he did for our country," said Cappos Hardy.Rice is well known for returning to Normandy to reenact his D-Day jump in honor of those who never made it home. SAN DIEGO (KGTV) - A Tesla owner got a road-rage surprise after a quick shopping trip at a Best Buy store in Carmel Mountain Ranch.Cory Janney bought his 2018 Model 3 in December. On Saturday, just past 1 p.m., he and his wife drove through the entrance of The Courtyard shopping center."As we were coming in, a car drove straight through a stop sign. I honked my horn for a millisecond," said Janney.The gray BMW drove off while Janney and his wife parked and went into Best Buy. After about six minutes, they came back to the car."We were both pretty shocked," said Janney.Along the front door on the passenger side was a deep scratch. A look at their dashcam video revealed the culprit. Soon after they parked and went inside, a gray BMW pulls into the parking spot next to their Tesla. A man with a green shirt gets out and looks around. In his hand is something sharp, like a key."He had stiff arm and proceeded to scratch the passenger side of the door, before getting back into the vehicle," said Janney.The "scratch" deep went all the way through, past the clear coat and the paint. Janney hasn't got an estimate yet, but one expert told 10news it could run upwards of several thousand dollars."It's disturbing something so small could lead to so much rage. SAN DIEGO (KGTV) - Amid rising health care costs, some San Diegans are turning to telehealth appointments. On a Monday afternoon, young Josephine sits in an exam room. She's come down with cold-like symptoms after recovering from enlarged tonsils. So her mom, Josie Ruiz, brought her to their neighborhood clinic, La Maestra Community Health Center in City Heights. For this appointment, one doctor is waiting in the exam room, and another is on a computer screen.Dr. Anthony Magit is an Ear, Nose and Throat specialist and pediatrician at Rady Children's Hospital. As he watches from his office, the clinic's Chief Medical Officer, Dr. Javier Rodriguez, conducts an exam. Cameras and camera-equipped scopes feed real-time data to the specialist, who then asks questions. The exam is part of La Maestra's telehealth program, which offers virtual appointments to underserved patients."Before telehealth, my previous appointments ... some of them I had to cancel or reschedule," said Ruiz.Ruiz is a single mom who works full time."This is great because in my case I don't have to request a day off to take her to the hospital, which I can't afford to do," said Ruiz.Most of the patients at this clinic don't own cars. For them, getting to Rady Children's Hospital means hours on buses, which can lead to major issues related to work and child care.Six years ago, doctors at the clinic discovered many referrals to Rady Children's Hospital weren't showing up. That has changed. No-show rates went from about 50% to 13% within two years. Across the county, other hospitals are tuning in to telemedicine, from home appointments for rural patients to consultations with specialists across the country. SAN DIEGO (KGTV) — An elderly Army veteran is warning others after he was brutally attacked while riding his mobility scooter in North Park.Around 3:30 p.m. Tuesday, 81-year-old Phil Severns was headed to a grocery store on the scooter when it happened."I just felt a sharp blow on the right side of my head. It almost knocked me out ... My glasses came off and were broken,  and my head hurt terribly," said Severns.Severns says he turned around and saw two concerned women who described his attacker. He looked and saw a man on the run a block away, described as a black man in his mid-20s with long hair, a lean build, and blue shirt and shorts.MAP: Track crime happening in your neighborhoodAt that moment, Severns says he kept thinking that he had to find out who did it. Severns decided to go after him, following him into a nearby CVS Pharmacy parking lot, where he found the man swinging a sock that appeared to be filled with rocks."Confronted him and asked him why he hit me," said Severns.The answer? A claim that Severns had hit him first, which Severns calls untrue. Before the man took off, there was more odd behavior.    "Just walking in circles and waving that sock," said Severns.It appears he wasn't done. Across the street at Walgreens, managers tell 10News they believe the same homeless man punched a clerk an hour later, the second such altercation with the man in the past year. It's a revelation that makes Severns more fearful."He's dangerous and acting crazy. SAN DIEGO (KGTV) - A similar Observation Wheel to those in England and Paris could come to Balboa Park for a short term stay.The Cohn Restaurant Group and Sky Views of America presented the idea of the Balboa Park Star to the Balboa Park Committee Meeting on October 1.They hope the wheel would attract more visitors and re-energize the park."We have operated these observation wheels during the pandemic," Vice President of Sky Views of America Ben Pickett said.The gondolas are enclosed and climate controlled. According to the presentation, they are sanitized after each ride and safety protocols comply with state, local and CDC guidelines. Masks would be required for passengers and staff. The presentation was met with excitement by the committee."I love the fact it is innovative and outside the box," Committee Member Victoria Curran said. "This is a terrific idea, I love it!" Committee Member Johanna Schiavoni added."Sometimes it's the craziest ideas that are the best ones," Committee Member Micah Parzen said.
