(KGTV) — Residents of East County's 50th Congressional District woke up to a new reality Monday: They no longer have representation in Congress. Congressman Duncan Hunter resigned after pleading guilty to a felony count of campaign fraud in December. "For two years now, we've had a member of Congress who didn't serve on any committees, and that's really where you help your district," said John Dadian, a political analyst who lives in Hunter's district. A 10News-Union-Tribune scientific poll released Monday is shedding light on who may have the best chance of taking over the seat. The SurveyUSA poll shows Democrat Ammar Campa-Najjar leading a crowded field with 26 percent of the vote. Three Republicans come next: Former Congressman Darrell Issa is in second at 21 percent, former City Councilman Carl DeMaio is at 20 percent, and State Sen. Brian Jones is in third with 12 percent. The margin of error for the question was 5.7 percent. RELATED: TIMELINE: Campaign spending probe against HunterThe top two vote-getters, regardless of party, advance from the March 3 primary to the November runoff. "This is a strongly Republican district with a good number of Democrats," said Thad Kousser, who chairs the political science department at UC San Diego. "Ammar Campa-Najjar looks very likely that he'll advance to November, but there are even more votes out there for Republicans."In 2018, Campa-Najjar narrowly lost to Hunter, who was indicted about three months before the election. Dadian said the poll is a snapshot in time, which could change quickly now that the holidays are over and the March primary is approaching. RELATED: Rep. The poll surveyed 618 district residents registered to vote in California. Of those, 512 were likely voters. When it came to choosing a candidate to replace hunter, respondents said their top issues were character of the candidate, border security, and holding the president accountable. 2414

There is concern he could head back to the brig before his May 28th trial, even after the President intervened. Representative Duncan Hunter’s team was under the impression that his March 31 meeting with Chief Eddie Gallagher would have major consequences. "I am going to see why they are going to put him back in the brig if my staff goes and talks to Eddie Gallagher,” Representative Hunter said in a Twitter video. He told his followers he was going to meet with the Navy Liaison to get answers. Since then, the Navy immediately moved Gallagher from a single cell brig at Miramar to what they call a hotel-like barrack style building, where other sailors reside. Navy Commander Tamara Lawrence told 10News Gallagher now lives in another San Diego base, which they cannot disclose. She said his current pre-trial restrictions allow for "significant freedom of movement." Gallagher is allowed to walk anywhere inside the building and around the sidewalk. For anything outside that immediate area, he must be with an escort. She said Gallagher has unlimited access to his legal team and medical care. While he cannot have a cellphone or computer, he is allowed visitors and to make calls from a community phone. A 2,000 foot-long floating pipe nicknamed Wilson is about to start its mission to collect all the plastic in the middle of the Pacific Ocean.Last month, the Ocean Cleanup foundation launched the world's first ocean cleanup system out of San Francisco to take on the notorious "Great Pacific Garbage Patch," a giant floating trash pile between San Francisco and Hawaii that is twice the size of Texas. It's the largest of five ocean trash piles on Earth.The pipe is set to arrive at its destination in the ocean on Tuesday and begin the cleanup process soon after, according to a company spokesperson.The pipe, which is in the shape of a U, features a 3-meter deep net underneath it to trap floating plastic under the water's surface. A boat will return to the spot every couple of months to remove the debris -- like a garbage truck for the ocean -- and return it to shore. A "miracle drug" aimed at helping offenders in Arizona jails and prisons beat an Opioid addiction is having limited success, roughly nine months after two separate programs launched.Both the Arizona Department of Corrections and Maricopa County Correctional?Health Services launched separate but similar Vivitrol programs in the summer of 2017.Vivitrol is an injectable form of Naltrexone and designed to block the brain's opioid receptors. Essentially, the monthly shot is designed to prevent an opioid user from getting high.However, experts warn counseling must come along with the medication. Eligible inmates receive a shot of Vivitrol before their release, with counseling and services set up to try and ensure success once back in the community. According to the Arizona Department of Corrections, 13 eligible inmates enrolled in the program since August, with just two making it to their third shot after leaving prison.In Maricopa County, nine eligible county inmates have opted for Vivitrol. Of those nine, county officials only know of three who continued seeking treatment after leaving jail. "I can say that I would have hoped for a better success rate," said Dr. Grant Phillips, the Medical Director for Maricopa County Correctional Health Services.  He also noted the number of people who become eligible for the treatment program is intentionally kept low, to ensure they are providing proper education and services, such as counseling, for when the inmate leaves jail. Essentially, it's a small sample size, but Vivitrol will continue as an option as a part of their larger substance abuse program. "The drug itself is effective when used in combination with counseling and strong social support," Phillips said. "Let's face it, someone leaving jail is lacking in a lot of those things."Phillips says while only nine patients have opted for Vivitrol, they have more than 100 methadone patients just in 2018. "There may be a lack of interest," Phillips said, noting inmates in the substance abuse program regularly discuss various treatment methods.  "Some will have had good experiences, some will not have good experiences, they'll talk about it and they'll kind of share these ideas."The goal is to help inmates better their lives while reducing the rate at which offenders wind up back behind bars. Vivitrol programs take many different shapes across the country. For example, in Madison County, Indiana, Vivitrol is sometimes tied to a condition of probation.The Chief Probation Officer there said roughly 55 percent of participants either successfully completed, or are still a part of, their Vivitrol program. They count that as a success. Perhaps it's too early to evaluate the programs here in Arizona. "The anecdotal success is a reason to be optimistic about it," Phillips said. "Offering choice of all the options that are out there and realizing that Vivitrol is going to work for some individuals, we want to make sure it is available to them." 3177

  

A 14-year-old girl is missing a week of school at Omaha North High School in Nebraska after suffering from a concussion during a student fight last week. Lizthy Lopez was hit and punched several times at school when a fight between several boys took place during school hours on Feb. 9. Video of the fight, caught on students' cellphones, show dozens of students around the group of students fighting. Lopez is shown holding onto a male classmate, trying to escape, as several boys pushed and hit her. "I blacked out. Sort of. I thought like what am I supposed to do? Fight back? I don't know. All I thought about was, Liz get out of there," said Lopez. Lopez said she has several bruises on her upper body, including her arms, head, and chest. She says her doctor told her she suffered a concussion and is dealing with frequent headaches as a result of her injuries. Lopez and her 16-year-old cousin Nellis Abrego, who was also shown in the video say the tension between the boys started on Thursday when a boy allegedly touched Lopez's other cousin inappropriately in class. They added the fight between two groups broke out in the hallway on Friday morning and was eventually stopped by a school police officer. The Omaha Police Department was also called on scene.Keni Abrego, Lopez's mom said she didn't realize the severity of the fight until she saw the videos circulating social media. Abrego said she spoke to school officials on Wednesday to address the physical damages her daughter suffered from at school and was told her daughter's safety was a priority.In a statement, Omaha Public Schools said, "We are aware of the incident. School administration continues to work with the families of the students who were involved in the incident and the appropriate disciplinary action is being taken. We are also cooperating with the Omaha Police Department in their investigation of the incident. Due to student privacy laws, we cannot share additional details."Abrego said four of the boys who hit her daughter were expelled and ticketed for assault on school property. Several other boys were suspended for fighting. Abrego also plans to press assault charges against the four boys. "The fighting isn't worth it. It's just not. People are just going to get in trouble," said Lopez. "I do know that any boy or man hitting any woman is not okay. And I still can't believe they hit me because I'm a girl and I knew a lot of those guys."Lopez and her cousin said they're scared of other female students from the school fighting them as a result of several boys' expulsions.Abrego said she plans to keep Lopez at the school for the remainder of the school year but will transfer her daughter schools in the fall.  2799
