TOKYO, April 17 (Xinhua) -- Chinese Foreign Minister Yang Jiechi, who is on an official visit to Japan, held talks with his Japanese counterpart Masahiko Komura here Thursday.     The two sides spoke positively of the China-Japan relations, and agreed to make joint efforts to ensure the upcoming state visit of Chinese President Hu Jintao to Japan a complete success. CHENGDU, June 21 (Xinhua) -- Jiang Xiaojuan, a policewoman who was well-known to the Chinese public for feeding infants with breast milk after the May 12 quake, has been officially promoted to a ranking post at a local police bureau, despite a nationwide controversy about the promotion.     Jiang was appointed a member of the Communist Party of China (CPC) Committee of the Jiangyou Public Security Bureau and the bureau's vice commissar on Thursday, an official surnamed Su from the organization department of the Jiangyou CPC Committee, Sichuan Province, told Xinhua on Saturday.     Jiang was currently on a speaking tour and would assume office as soon as she returned to Jiangyou, said the official.     Su denied media reports that the promotion had been suspended because of controversy. Jiang Xiaojuan, a policewoman, is feeding an infant with breast milk after the May 12 quake    Many people voiced objections when the Jiangyou government sought public opinion after making the promotion. They said an official position should not be used to promote a moral model.     "Such a promotion would fuel speculation activities," wrote a netizen dubbed "West Line" at the leading online forum forum.xinhuanet.com, while another netizen said promotion should depend on one's competence.     There were also many supporters of Jiang's promotion, saying that what she did showed she is a good public servant.     Su, the Jiangyou official, applauded the debate, saying "it shows the public are concerned on promotions of government officials and their enthusiasm for politics."     However, he said "we have gone through due procedures and believe she is qualified for her new post."     Jiang, 30, a mother of a six-month old, left her own baby with her parents and took part in the disaster relief work after the Sichuan quake.     Moved by the plight of babies separated from their mothers, she ended up breast-feeding nine of them. The pictures of her breast feeding spread across the country, which earned her a nickname "the police mum."     She has since been awarded laudatory titles of "hero and model police officer" and "excellent member of the Communist Party" by the Ministry of Public Security and the Organization Department of the CPC Central Committee.

XIAMEN, Sept. 7 (Xinhua) -- China's southwestern province of Sichuan needs 1.67 trillion yuan (about 245.6 billion U.S. dollars) for reconstruction after the devastating earthquake on May 12, Huang Xiaoxiang, the province's vice governor, said on Sunday.     "Sichuan is still in need of a large amount of fund despite the efforts of the central government, local governments and other social sectors," Huang told a conference held in Xiamen City, in eastern Fujian Province.     The total funds, including those the central and other provincial governments raised, overseas donations, and lottery earnings, accounted for less than 25 percent of what the reconstruction work demanded. Quake-sufferers carry the re-found living necessities from the shattered houses at the quake-hit area of Huili County, southwest China's Sichuan Province Sept. 3, 2008    Huang said the province would rebuild 4.5 million urban and rural homes, 51,000 km of highways, 5,500 km of railways, 11,700 schools and 9,700 medical institutions.     Apart from that, 2,000 reservoirs, 810 power stations and more than 100,000 hectares of farmland needed to be restored.     The reconstruction work was expected to consume 37 million tonnes of steel, 370 million tonnes of cement, 210 billion bricks and 20 million cubic meters of timer.

BEIJING, May 13 (Xinhua) -- The death toll from a major earthquake in southwest China's Sichuan Province has climbed to 9,219, the Ministry of Civil Affairs said here Tuesday morning.     The 7.8-magnitude quake has killed 9,219 people in eight affected provinces and municipality of Sichuan, Gansu, Shaanxi, Yunnan, Shanxi, Guizhou, Hubei and Chongqing, the ministry said in a release issued at 7 a.m.. A major eathquake measuring 7.8 on Richter scale jolted Wenchuan County of Sichuan Province at 2:28 p.m. on Monday.Of the killed, 8,993 were in Sichuan, 132 in Gansu, 85 in Shaanxi, eight in Chongqing and one in Yunnan, the ministry said.     The quake jolted Wenchuan County of Sichuan at 2:28 p.m. Monday, which also leveled some 500,000 rooms in the affected areas.     To cope with the catastrophe, the State Disaster Relief Commission and the Civil Affairs Ministry immediately initiated a "Level II emergency response plan" on Monday afternoon, and upgraded it to level I in the evening, the ministry said.     According to China's regulations, natural disasters in the country are classified into four categories based on their severity. The Level I emergency plan covers the most serious class of natural disasters.     A disaster relief work group of the State Council, China's Cabinet, rushed to the quake-hit county of Wenchuan on Monday evening to coordinate the rescue and relief work.     Meanwhile, the ministry said strong winds and hailstorms lashed Hubei, Hebei and Jiangsu provinces from Sunday evening to early Monday morning, affecting more than 630,000 people.     In central China's Hubei Province, the hailstorms attacked 10 counties, affecting 515,000 people, collapsing 85 rooms of 33 households and damaging another 4,761 rooms as of 11 a.m. Monday. The direct economic loss was estimated at 385 million yuan (55 million U.S. dollars).     Hailstorms also lashed three counties of north China's Hebei Province on Sunday, affecting 92,100 locals and resulting in a direct economic loss of 7.65 million yuan.     In east China's Jiangsu Province, 24,000 people also suffered from strong winds and hails Sunday evening. All these show Russian people's love for the Chinese. And it once again proves that we two countries are real good neighbors and friends," said Hu.     The death toll from the May 12 earthquake in Sichuan Province, southwest China, stood at 69,197 as of Wednesday noon, and a total of 18,238 people were still missing.
