This is also the second-highest average temperature since 1951 and only 0.3 degrees lower than last August's average of 21.9 C, said Zhu Qiwen, deputy chief of the disaster forecasting and relief department of the CMA.Northwest China's Qinghai Province was hit by its worst heatwave since 1951, with high temperatures also roasting Beijing, Gansu, Tibet and Inner Mongolia.CMA head Zheng Guoguang said the country has been more frequently hit by extreme weather conditions this year.The conditions match predictions in a weather forecast report jointly published by the CMA, the Ministry of Science and Technology and the Chinese Academy of Sciences.It says that China's average temperature rose by 0.5 to 0.8 degrees in the 20th century. And the extreme weather's frequency and intensity are all under dramatic change.The CMA's list of extreme weather events includes heavy rains and floods in East China's Shandong Province and Northwest China's Xinjiang Uygur Autonomous Region where rainfall increased 50 per cent. The severe flooding also triggered landslides, which resulted in 89 deaths in Southwest China's Yunnan Province.Further north and west, Inner Mongolia Autonomous Region, Shaanxi Province and Chongqing Municipality suffered from ongoing droughts.Other events include lightning strikes that killed 109 and wounded another 43 last month. More than 588,000 people were forced to evacuate their homes in Central China's Hunan Province in the wake of Typhoon Sepat, which has left two people dead and seven missing in the province. 

The China Meteorological Ad-ministration (CMA) Tuesday announced the completion of a national climate observation network to help mitigate global warming.CMA director Zheng Guo-guang said the network would collect accurate information about climate change."Climate change is threatening the environment, state security and economic development," Zheng said.Responding to a UN plan, China's first climate observation network was set up in 1997. Seven departments - meteorology, water affairs, agriculture, environmental protection, forestry, ocean and scientific research - joined the network.The network set up 16 key observation areas, Zhang Renhe, director of the Chinese Academy of Meteorological Sciences Director, said.These are: Atmosphere and land systems in the Qinghai-Tibetan plateau, glacier; water and ecological systems in the Tianshan Mountain area; Xilingol pastures in the Inner Mongolia Autonomous Region; Dunhuang desert in Gansu Province; forests in Northeast China; water circulation systems in Sichuan and Yunnan provinces; agriculture in the Yellow and Huaihe river basins; the lakes of Dongting and Poyang; the atmosphere around Mount Waliguan in Qinghai Province; ecological systems in source regions of the Yangtze, Yellow and Lancang rivers; the economic belt around Beijing; economic development zones in the Yangtze and Pearl river deltas; Sichuan Basin; the land-ocean-atmosphere system around Bohai Sea; air-sea interaction in the South China Sea; and comprehensive oceanic observations.By observation and data processing, the network should provide data about temperatures, glaciers, frozen soil, accumulated snow, aerosoles, greenhouse gases, ozone, plant and soil."This data can help China predict natural disasters, strengthen forecasts of extreme weather events and be more adaptable when it comes to industrial projects," Zheng said.A National Climate Change Program was released in June, which pledged to cut greenhouse gas emissions, but with no specific goals.

Five needy college students in Central China's Hubei Province are being denied further financial aid because they never expressed their thanks to the benefactors who helped them pay their bills last year.The beneficiaries, in Xiangfan, were said to have been indifferent to their sponsors because they never called, wrote or even thanked them for the financial support they had received, local media reported.Sina.com asked more than 200,000 people what they thought of the subject Wednesday, and more than 83 percent of respondents said they thought it was right to cut off the financial aid to the students. The first national-level association of Taiwan-funded enterprises held its inaugural ceremony in Beijing yesterday - a move which experts say will help boost cross-Straits economic integration and peace. According to conservative estimates, there are at least 1 million Taiwan business people on the mainland. The national-level association, comprising heads of Taiwan enterprise associations and representatives of Taiwan enterprises on the mainland, aims to serve the island's enterprises, protect their legal rights, boost relations with the ministries in Beijing and strengthen communication with mainland firms. Chen Yunlin, head of the Taiwan Affairs Office of the State Council, said the island has chalked up a huge trade surplus with the mainland and its trade with the mainland has become an indispensable driving force of Taiwan's economy. "The mainland market provides huge potential for the expansion and industrial upgrading of Taiwan enterprises," he said. Xu Shiquan, vice-chairman of the National Society of Taiwan Studies, said that the establishment of the association coincides with the mushrooming of Taiwan-funded enterprises on the mainland. "Besides their number and scale, more and more Taiwan enterprises are keen to upgrade their industrial structure into the hi-tech sector," he said. "Though they usually forge local associations, faster expansion and a larger scale require a higher level of coordination," he said. Feng Bangyan, director of the Institute of Taiwan Economy at Jinan University in Guangzhou, said the association, which brings together many business heavyweights, would definitely pressure Taiwan authorities to grant more freedom for economic growth. Viruses wreaked havoc on at least 1 million personal computers during the weeklong National Day holiday, according to Jiangmin Co, a leading Chinese antivirus company.The company's monitoring system detected that more than 118,000 computers crashed on October 6 alone."Viruses have been extremely active during the long vacation because more people chose to stay at home and surf the Internet, shopping online or playing online games," He Gongdao, an antivirus expert at Jiangmin, said on Monday."More than 24,000 types of viruses were detected during the week," he said.He said computer users should be more aware of viruses that could be passed on through movable disks.Another antivirus company, Kingsoft, alerted the online community to a new virus it dubbed the "ultimate killer to antivirus software".The virus, a kind of Trojan, is capable of hijacking all kinds of antivirus software when it successfully attacks a computer."It will also automatically search the keywords, including 'antivirus, Kingsoft and Kaspersky', and coercively close the programs, Li Tiejun, an antivirus software engineer of Kingsoft, said."The virus has been supported and spread by a group of people who have developed a systematic and standardized business operation to make profit," Li said.
