SAN DIEGO (KGTV) -- The state agency that protects California consumers by licensing and regulating the state’s construction industry received more than 30 complaints about a San Diego County-based business.A Team 10 investigation discovered some customers who said they signed a contract with American Pride Enterprises, paid thousands of dollars up front and were left with little or nothing. The Contractors State License Board revoked American Pride Enterprises' license for non-compliance with an arbitration award in July of 2018.An outdoor cover to block the sun was the final piece in what had been a total backyard transformation for the Zimmerman family.“We were just looking to put a patio cover over our east-facing patio,” said Jim Zimmerman.Zimmerman said in 2017 he hired American Pride Enterprises and its owner Stephen Hage to do the work.He said there were no red flags. The company was licensed, bonded and at the time there were no real complaints online.“We paid just under ,200,” Zimmerman said. “That was to cover materials, and he was supposed to come back in three weeks and complete the job. That was the last time we ever saw Stephen Hage.”Zimmerman told Team 10 Hage initially offered to pay the money back, but instead of getting a check Zimmerman got excuse after excuse about why the money hadn’t arrived.Eventually, Zimmerman said the evasion tactics were too much and he sued Hage in smalls claims court.Zimmerman says he got some of his money back.A Team 10 investigation discovered Zimmerman isn't alone.Team 10 was in court when several people who claim Hage swindled them reached an agreement with his bonding company, getting some of their money back.James Francois said he paid Hage more than ,000 for a patio.“He never showed up, never delivered any material, never did an hour of work,” Francois told 10News.Court documents show more than 20 names listed on the lawsuit filed by the bonding company, which seeks reimbursement from Hage.A spokesperson for AmTrust told us, “This is a claim filed under a contractor’s license bond issued to our principal, American Pride Enterprises, by Wesco. Due to the claims we have received exceeding the aggregate ,000 bond limit, we filed an interpleader (a way for a holder of property to initiate a suit between two or more claimants to the property) to pursue funds that would be distributed to the named consumers, assuming the principal does not resolve the claims that have been presented.”  Court documents show Hage filed for bankruptcy in July, and list his estimated liability around 0,000. In bankruptcy people trying to get money can’t access the assets until the bankruptcy is resolved.Team 10 tried to track down Hage, but no one answered the door at his listed address.The Contractors State License Board told Team 10 through a spokesperson:  2964

County spokesman Michael Workman said if the region does fall into the purple tier, the new restrictions would take effect 12:01 a.m. Saturday. This time, however, they would not be accompanied by an additional round of federal stimulus money to help small businesses make it through. "It's sustainable for a few months at time, but if you start talking about 12 to 18 months of this you're going to see hundreds and hundreds of restaurants and bars go out of business," said Steve Billings, owner of North Park's Original 40 Brewing Company. Ben Clevenger, President of the San Diego County chapter of the California Restaurant Association, says they are writing a letter asking local and state officials for a one-week extension in hopes the COVID-19 metrics improve.As for their members, he says it's up for each restaurant owner to decide what to do."We keep advising them to do safe social distancing, safe operation practices," Clevenger said. "But at the end of the day, it's up to them, the individual businesses, whether to they're going to stay open or close and follow the guidelines. I think right now, there's a lot of restaurants in survival mode, and they don't have a choice but to stay open and hope for the best."The purple tier also requires a case rate of 7.0 or more and testing positivity of 8% or more. The county's testing positivity has largely sat at 3% to 3.5% for the last four weeks, which falls within the positivity metric for the orange tier of reopening.If the county falls into the purple tier, it will have to meet red tier criteria for two consecutive weeks before it can move forward, according to the state. 3008

It was arguably at the height of King's most celebrated period, after giving his famous "I Have A Dream" speech and being named Time magazine's "Man of the Year" in 1963.The history center says King's visit also came as black San Diegans routinely saw discrimination. The city had earned the nickname "the Mississippi of the West," according to historians Seth Mallios and Breana Campbell. African Americans were denied loans from banks, housing outside of segregated neighborhoods, and refused entrance by some business owners, the authors wrote.Nonetheless, King's presence in town was well-regarded by those who watched him speak at San Diego State College (now San Diego State University) and California Western University (now Point Loma Nazarene University). One witness recalls King, “was very warm … very genuine [and] seemed to be very caring and sincere ... He spoke to me as though I was someone he was very familiar with.”In his CWU speech, King is quoted as saying:"And may I say to you, my friends, that I still have faith in the future. I know these are difficult moments and so many of us are faced with problems day in and day out. SAN DIEGO (KGTV) — The San Diego Padres took a dozen teens undergoing cancer treatment to Spring Training this week.After spending months in and out of Rady Children’s Hospital, the teens say they were excited to get to experience what it feels like to be a normal kid again. “I have osteosarcoma, it's a bone cancer, it was in my leg, and I recently got it is surgically removed,” says patient Nicholas Herrmann. But today, lab tests and screenings are the last things on his mind. “It sounds so fun. We get to go out with a great group of guys and a great group of girls here.”RELATED: San Diego Padres sell out Opening Day game with Manny MachadoThe teens signed their honorary contracts with the Padres and grabbed their jerseys before heading to Peoria, Arizona. For three days, they will get to meet players, attend batting practice and a game versus the Cincinnati Reds. This is the first year for the program. Parents say this trip is an excellent way for the teens to gain independence and form friendships with others. “It's so hard for them. My son is not in school, a lot of other kids aren’t in school either, so they’re not having that social interaction all the time,” says Nichole Elliott- Herrmann. “For us just to see them have fun and have a smile on their face, and not having to go into the hospital is amazing.”Parents will be staying behind for this trip. A group of caregivers, including doctors and nurses, accompanied the teens to make sure they are in good health. 1500

  

SAN DIEGO (KGTV) - The White House is expected to give US troops along the border new authorities to engage caravan member to protect Customs and Border Protection personnel. The White House will make the announcement Tuesday a U.S. official told ABC News. Troops don’t currently have the authority to engage with migrants, but the White House announcement will change that.CPB requested the authority directly from the White House, according to the U.S. official. 482
