SAN DIEGO (KGTV) — San Diego County started the rainfall season in October bone dry, but now the region is getting ready for another storm in time for Thanksgiving.San Diego's weekend will be great, cooling down on Monday before the storm arrives. Winds will pick up on Tuesday. Then, the surf will increase along the coast before the Thanksgiving storm arrives.The atmospheric river will potentially set up the stage for heavy rain, flash flooding, and thunderstorms during the major winter storm. Rainfall totals could average from 3-5 inches for the coast and valleys and 4-8 inches in the mountains. Snow levels will start out high around 8,000 feet. That means snow could fall in Julian, Palomar, Mt. Laguna, and even Descanso. The best chance for snow will be Thursday and Friday.The chance of rain will begin late Tuesday, lasting through Thanksgiving Day and Black Friday. Often times San Diego is the envy of the nation, especially during the holiday. The region's warmest Thanksgiving happened in 2017, hitting 87 degrees. Last year the holiday took a chilly turn, plunging down to 58 degrees — just 4 degrees shy of San Diego's coldest Thanksgiving in 1919. Last year, San Diego also picked up 0.04 inches of light rain. The wettest Thanksgiving in San Diego's history received 1.26 inches in 2008, but the expected winter system this week could challenge that record.Traveling this ThanksgivingThe expected wet weather is especially important to consider, as this holiday expects to see the highest Thanksgiving volume on record for California travelers. The holiday will also be the second-highest travel volume nationally since 2000, according to the Automobile Club of Southern California.AAA says about 7 million Americans will be traveling 50 miles or more this Thanksgiving. SAN DIEGO (KGTV) - San Diego Mayor Kevin Faulconer met with leaders from the Marine Corps on Thursday to officially strengthen their partnership. They signed a Memorandum of Understanding between their organizations to work together on "Smart City" technologies such as unmanned aircraft systems (UAS), smart streetlights, renewable energy, and the City's "Get it Done" app. Last year the City of San Diego was selected for a pilot program by the U.S. Department of Transportation to advance the testing of UAS, more commonly referred to as drones. They're already being used by police and fire in Chula Vista. "We will share our experiences, we'll share as we discover uses for data together, and share how advanced technology can benefit the people that we both serve," said Mayor Faulconer. SAN DIEGO (KGTV) - San Diego Police have located a woman who disappeared from a Hillcrest bar in October. Lindsey Snider separated from her friends at Urban Mo's on October 28 just after midnight, police said. Officers found her cell phone on November 6.Police said Tuesday in a report that Snider is from Michigan and is not familiar with the San Diego area.Police said Snider has a history of disappearing when she uses heavy amounts of alcohol. 460

Faulconer and SDPD police chief David Nisleit said they are looking to build on recent police policies on officer use of force.Faulconer, Nisleit, and other public officials made a formal announcement Wednesday afternoon."We hear what the community's concerns are,” San Diego Police Chief David Nisleit said. “The preservation of human life is our number one priority.”Nisleit said that de-escalation is a number one priority for the department.“De-escalation steps include things like creating a buffer zone between an officer and a subject to reduce tensions, or calling on specialized resources such as psychiatric emergency response team,” Mayor Kevin Faulconer said.“These policies are meant to protect the officer as much as the subject and prevent escalation as much as possible before force is used,” he added.“The officer must intervene,” Nisleit said when talking about officers stepping in when officers see excessive use of force.The announcement comes weeks since Nisleit said his department would stop the use of a hotly criticized carotid restraint procedure.SDPD, along with numerous other local agencies, stopped this technique in response to protests across the county after video surfaced showing a Minneapolis officer kneeling on Floyd's neck for nearly 10 minutes.
