SAN DIEGO (KGTV) - One man is dead and another injured after a shooting in City Heights Saturday night. 31-year old Dionte Floyd was killed and 38-year old Dashe Wallace was seriously injured, police said. Wallace's condition was unknown as of Sunday afternoon.According to police, the shooting happened around 6 p.m. on the corner of El Cajon Boulevard and 52nd Street. Police said two groups were involved in a fight when someone started shooting. Two of the men were shot several times before the suspects left the area. Police are reviewing surveillance footage to try to figure out what happened and find the suspects involved. 641

SAN DIEGO (KGTV) -- More than a dozen migrants were apprehended after 150 migrants tried to climb the border fence in San Diego, according to U.S. Customs and Border Protection. The incident happened New Year’s Eve at an unspecified time. According to the agency, 45 migrants turned back due to CBP’s increased presence at the border before another group of migrants started throwing rocks at agents. Border Patrol agents added that the group tried to lift toddler-sized children over the concertina wire, but agents were unable to help the children because too many rocks were being thrown. Agents used pepper spray upwind and tear gas of the migrants to try and deter them from throwing rocks. CBP says the measures weren’t aimed at the migrants and “successfully suppressed the rock throwers causing them to flee the area.”Most of the migrants returned to Mexico through a hole under the fence and by climbing back over the fence. A total of 25 migrants were apprehended. Under CHP’s use of force policy, the incident is being reviewed. The incident comes on the heels of another recent event at the border in which hundreds of migrants tried to rush the border, forcing the hours-long closure of the San Ysidro Port of Entry. SAN DIEGO (KGTV) — Naval Medical Center San Diego has been selected as one of a handful of sites to participate in a coronavirus vaccine trial.The medical center will participate in phase III trials for vaccine candidate "AZD1222" developed by AstraZeneca, according to the Department of Defense. SAN DIEGO (KGTV) - Nearly a year after the city opened a facility for the homeless to store their belonging in, residents say they are still being impacted.“There’s human feces all over the alleys,” said one community member during the public comment.At the meeting, a Lieutenant with the San Diego Police Department’s homeless outreach team announced they would be adding a foot patrol in the area starting next week.For the first time, representatives from the County of San Diego said they will also be diverting resources to the area to help with mental health issues.Meantime, the city is searching for another location to open a storage facility in District 9.While the exact location has not yet been announced, officials said two sites are currently being considered, at least one of them is in City Heights. 824

SAN DIEGO (KGTV) - On Friday, San Diego Police Chief David Nisleit held a press conference to address the controversy surrounding the recent “awards for arrests” program email. It was the chief’s first press conference on a department matter since taking the seat two weeks ago. He announced that a formal investigation had been launched to figure out how the program details were sent out to officers without getting prior approval from supervisors. 10News broke the story earlier this week, after a San Diego police officer approached Team 10 to share information about a program email he found “unethical”. The email was sent last Friday from a sergeant to more than 90 officers in SDPD’s Southern Division. It outlined a new voluntary program offering points to officers who make more drug arrests and give out more drug citations. The highest point-earners would have the opportunity to work in specialized units for up to a month. “Let me make this very clear. San Diego Police Department doesn't have a quota system,” said Nisleit on Friday. “I can tell you right now [that] this program was never authorized, nor was it ever implemented and nor did anybody ever receive any rewards for making arrest,” he added, along with, “This program was never intended to target anyone from a specific group, race or socio-economic class.” However, the timeline would suggest that the program was briefly implemented. The email was released last Friday morning. The chief says he stopped the program last Saturday. An official retraction email was sent Monday afternoon.  Chief Nisleit told reporters he reviewed the number of arrests in the Southern Division and they have not spiked, suggesting officers were not participating in any incentive program. The original email sent by the sergeant reads in part, “there are similar programs going on in other divisions.” The chief told reporters he has no knowledge of any other point system program taking place anywhere else in the department. Any disciplinary action for the email and program are contingent upon the results of the investigation. 2156
