MUMBAI, July 9 (Xinhua) -- Chinese telecom device vendors expressed their anxiety and confusion while waiting for the release of official telecom security norms with Indian government to re-gain access to the emerging market, according sources from Chinese telecom gear makers."We're now in a position of waiting and perplexity and keep active change of ideas with India telecom operators and governmental departments with the hope of swift resolution of delayed orders," said a source with China-based telecom device producer ZET Corporation on Thursday.Chinese telecom gear manufactures are worried to get a lower hand in competition with western rivals if Indian government couldn't allow their access in the first around of 3G telecom device purchase.Indian telecom operators are expected to roll out their 3G services prior to September with the auction of 3G spectrum ended on May 19."The documents on Indian telecom security norms have swelled from several pages to more than 40 pages in the process of negotiation among stakeholders,"said an official with Huawei Technologies.It's reported earlier that Indian high-level officials have allowed the access of Chinese telecom gear vendors if they obtain certificate from the third-party organization in addition to about 11 million U.S. dollars of deposit by Indian telecom operators with the government.

BEIJING,Aug 9(Xinhuanet) -- China's high savings rate is expected to fall substantially in coming years as its workforce shrinks, the population ages and social security spending increases, a BIS report shows.In research published by the Bank for International Settlements (BIS) on the “myth and reality” of China’s savings rate, Ma Guonan and Wang Yi found that the Asian giant needs its population to spend more in order to sustain rapid economic growth in coming years.The researchers, who were writing in their personal capacity, also reject claims that Chinese State firms have been benefiting from high savings thanks to exchange rate distortions and subsidies designed to drive economic growth.They point out that “less advantaged” and more efficient firms have been the ones posting the greatest gains in earnings in recent years rather than State-owned companies.China’s gross national savings soared from 39.2 percent of output in 1990 to 53.2 percent in 2008, far higher than the United States, which saved only 12.2 percent in 2008.Even compared to other Asian giants — Japan with 27 percent in 2007 and India with 33.6 percent in 2008 — China’s share of savings as a percentage of gross domestic product (GDP) is significantly larger.Nonetheless, the population and social trends that have underpinned China’s growth and savings rates are likely tail off significantly over the next decade, the two Chinese researchers argued.In the wake of the global slump, world leaders and economists have been asking China to spend more, rather than pin its economic growth on exports to the West, in order to help address world trade imbalances.Ma, a BIS economist and Wang, who is from the Chinese central bank, said however that the current savings trend by Chinese households will not last.The swelling working population in recent years has boosted savings in recent years, they said.In addition, large-scale corporate restructuring between 1995 and 2005 increased job uncertainty, forcing workers to set aside more money in case they were fired. HUZHONG, Heilongjiang, July 1 (Xinhua) -- More than 20,000 firemen are battling lighting-triggered forest fires in northeast China as continuous hot weather undermines their efforts, forest fire prevention authorities said.The fire, spotted Saturday, continued to spread Wednesday due to high temperatures after having weakened overnight, said Sun Zhagen, deputy director of China's National Forest Fire Prevention Headquarters.The forest fire first occurred in a part of the Greater Hinggan Mountains in Inner Mongolia Autonomous Region and then extended to the neighboring Heilongjiang Province.Rescuers were still struggling to put out the fire at more than 30 sites in the two regions, said a spokesman with the fire fighting headquarters at Huzhong, a major fire site.Further, another 6,000 fire fighters and additional equipment would be sent to control the fire in Heilongjiang, said the spokesman."As it is too hot to get close to the scene to put out the fire, we have to build fire barriers during the day and battle the blaze at night," said Pang Zhiqiang, a forest policeman.Sparks are being buried under the burnt debris of wood, often as deep as 30 cm and easily set on fire again by wind, said rescuers at Huzhong District."We felt thirsty, dizzy and had trouble breathing after staying in the burnt forest for just 10 minutes", one fireman said.Each of the rescuers, carrying about 25 kg of equipment on his back, could only carry four bottles of drinking water, a rescuer with the Heilongjiang forestry police force told a Xinhua reporter. "If the bottle water is not enough, we drink the river water, though there are worms in it."Some thirsty fire fighters said they even dug into the ground and breathed in the moisture. Also, many rescuers have become exhausted after remaining awake and working for four days.Temperatures in the Greater Hinggan Mountains Region have been hovering over 37 degrees Celsius recently and seven counties and districts have witnessed record-high temperatures, said Na Jihai, chief of the Heilongjiang Provincial Meteorological Bureau.Temperatures in Huzhong District hit 39.7 degrees Celsius Saturday, Na said.Fire-control experts in Inner Mongolia also said such an extremely-hot weather was rarely seen over the past six decades.The two regions have dispatched three aircraft and 10 cloud seeding rockets to conduct artificial precipitation operations, according to local meteorological departments.The dry and hot weather will continue for the next three days, but a light rain is forecast for Thursday, according to the National Meteorological Center of China Meteorological Administration."This is a battle between human beings and nature. HARARE, June 15 (Xinhua) -- Common Market for Eastern and Southern Africa (COMESA) Secretary-General Sindiso Ngwenya on Tuesday urged China to enter into joint ventures with Africa's largest regional trading and economic grouping to capitalize on the customs union that was launched last year.The Common Market for Eastern and Southern Africa, boasting 19 member states and a population of more than 450 million, is endowed with vast natural and human resources that make it a fertile investment destination, Ngwenya said."With a combined population of 456 million and a combined Gross Domestic Product of 450 billion U.S. dollars, this region is very rich in natural resources, rich in human resources and land for agriculture."This region will therefore become the region of first choice for investment and has the potential to feed the whole world," Ngwenya told Xinhua in an interview.He said China should take COMESA as its preferred investment destination and increase trade with Africa's largest trading and economic grouping.Ngwenya has previously urged more Chinese investment in the manufacturing sector so that Africa can move up the value chain and increase the incomes of its people while ensuring that less wealth is exported abroad.Trade between COMESA countries and China has also been growing by between 50 percent and 100 percent depending on the country, but on average by more than 50 percent annually and by the end of 2008 China-Africa trade was approaching the 100 billion U.S. dollars, according to Ngwenya.Ngwenya said the COMESA Customs Union presented immense opportunities for the Asian giant to deepen and consolidate economic cooperation with member states, most of whom it had strong bilateral, economic and political ties with.
