MILWAUKEE -- Six cars were damaged Friday when light poles fell across traffic lanes on I-43 near Milwaukee.According to the Milwaukee County Sheriff's Office, the driver of a red pick-up truck heading northbound hit both of the light poles in the median just before 3:30 p.m. A witness at a law firm off Hampton Avenue said she saw the truck drive up onto the median and hit one pole, before continuing on to hit a second. "Unfortunately one of them kind of struck the side of the car, put a hole in the door, took a mirror out," said Jim Lovering, whose daughter called him after swerving to avoid the two poles.Lovering's 7-month-old grandson was also in the car. "Just missed the windshield, which was a blessing," said Lovering. The camera caught deputies taking away the driver of the red truck in handcuffs. Authorities have not yet released any information confirming an arrest, or possible charges. The accident caused backups for miles during rush hour, as crews worked to remove the poles from the roadway. No one in any of the cars was injured. "It was just nice that she had the space to maneuver and without hitting anybody else or causing any further damage," said Lovering. "It could be potentially you know a serious accident. Thank God it didn't happen."  1341

Millions of small businesses that received Paycheck Protection Program loans have been waiting for answers on how and when their loans would be forgiven. Now, the Small Business Administration has announced a plan that would forgive almost 70% of all the loans it gave out.“The new guidance that has come out from treasury department and the SBA aim to ease the process for applying for forgiveness of loans under ,000,” said Molly Day with the National Small Business Association.The new guidance forgives PPP loans that were ,000 or less, but also comes with a new rule. The rule allows businesses with no employees or businesses where the owner is the only employee, can now have most or all of their loan forgiven.Initially, most of the forgivable portion of a PPP loan was that which was used toward paying employees. The new rule also relaxes the scrutiny requirements on lenders to review documentation from small businesses proving how the money was spent.“A lot of small businesses don’t have employees, or they have one employee and that is themselves, adjusting that really makes it a lot more workable for the sole proprietors that are small businesses [and] are doing great work and deserve some assistance as well,” said Day.The forgiveness process laid out by the Small Business Administration does not have the usual red tape that comes with most government forgiveness processes. Business owners who received loans of ,000 or less have to fill out a one-page document, just released by the SBA, and have their lender process it.“I do think making the forgiveness process easier and more streamlined could help many small businesses,” added Day.With the loan debt hanging over their heads, many small businesses have been reluctant to take on additional debt or put more of their saving into their businesses. Relieving them of the loan burden could now allow them to do so and may result in saving some businesses that were on the brink.However, the SBA points out there’s no guarantee and is still pushing for continued support from Congress in the next stimulus bill. The program was created in March to help small business and their employees survive the financial impact of the pandemic. The program lent businesses money at a low-interest rate, with the potential for the loans to be forgiven or turned into a grant if the company retained and paid their workers for a given time.Watchdog groups, like U.S. PIRG, were among many groups and elected leaders that called for transparency with PPP. After initially resisting, in May, the U.S. Department of Treasury and the Small Business Administration announced they would release the names of all businesses that received a PPP loan in the amount of 0,000 or more.Earlier this month, that list was released. What has come to light is that millionaire, billionaires, and even some celebrities received the federal aid intended to help struggling small businesses. For example, rapper and fashion designer Kanye West, with an estimated net worth of .3 billion, received a PPP loan for his company Yeezy.“From the very outset, the public, watchdogs, and elected officials had a very good reason to want data to see where this money was going,” said R.J. Cross with U.S. PIRG. “As we just learned, we had good reason to be questioning is this program going to do what it was intended to do?”Cross is calling for the federal government to take steps to find out how much money went to small businesses and how much went to larger companies that may have had access to other sources of cash to get them through the financial hardship.“A big improvement on the program would be true audits on all of the loan amounts,” said Cross. “That, say, if we find that you could’ve probably gotten money somewhere else we are going to take those taxpayers dollars back.”Currently, only loans over million will be audited, but most of the loans taken out, including some by millionaires and billionaires, were just below that threshold.“We don’t have any proof to say that they picked that amount strategically, but it certainly raises questions,” Cross added.Watchdog groups say the only way to answer those questions for the American people is continued transparency and expanded audits.“Fraud and corruption are a real concern anytime the government is spending and giving money to companies, and especially, the pace in which it is happening right now,” Cross said. “There is reason to keep a very close eye on what is happening next. The biggest bailout in U.S. history deserves the most transparency in U.S. history.”The SBA and treasury department have not given an indication that they will expand audits.
