SAN DIEGO -- A group of Allied Gardens residents say they are receiving outrageously high water bills from the city of San Diego.It's the latest flare up in an issue that has already caused major changes at City Hall. A 2018 audit found that nearly 3,000 families were sent incorrect bills, largely due to human error reading the meters. The city says it is working to create more meter-reader oversight and improve the customer service experience. Jim Montana got a nearly 0 water bill in December, which was triple the norm. "I'm not wealthy, and I know a lot of people in San Diego have it worse than I do, and I don't know how they're making it in with these water bills," he said. Multiple neighbors are posting on Nextdoor.com saying they've also been getting outrageously high bills. Montana says he has complained for years about a lack of accessibility and transparency when it comes to raising issues with the city's billing. "They never give you a good answer for what the problem is," he said. The city is working to change that. This time, Montana called the city and the representative asked him to read his own meter, which was covered by dirt and condensation. He relayed the numbers, and the city adjusted his bill from nearly 0 to less than 0.Last month, the City Council voted to spend million to add transmitters to 250,000 meters across San Diego. SAN DIEGO (CNS) - A 22-year-old man was wounded in a shooting outside an El Cerrito smoke shop, police said Monday.The shooting happened shortly before 5:30 p.m. Sunday outside Aztec Smoke Shop, in a strip mall near the corner of 60th Street and El Cajon Boulevard, San Diego police Officer John Buttle said.The victim, a 22-year-old man, was confronted by two men as he was getting into his car after exiting the smoke shop, Buttle said.The two men shot the victim four times, then fled the scene eastbound on El Cajon Boulevard in a gray VW Jetta, the officer said.The victim was taken to a hospital for treatment of gunshot wounds to his chest and leg, Buttle said, adding that the injuries were not believed to be life-threatening.Both suspects were described as 5-foot-11 Black men in their early 20s with thin builds. SAN BERNARDINO (KGTV) - With their backs to the wall, facing elimination, an unforgiving heat, and trying to stave off fatigue from a rigorous schedule, the Park View Little League all-stars survived to play another game at the West Regional tournament in San Bernardino.Keyed by slugger Jose Mendoza and stellar pitching by Kainoa Baptista, the Green Monsters kept their postseason run alive while ending the Arizona Sunnyside Little League's hopes of advancing.  The squad from Chula Vista defeated Sunnyside 9-5 in an elimination game Tuesday afternoon.PVLL, which suffered its first loss of the postseason on Monday, took an early 3-0 lead on a first-inning three-run blast to right center by Mendoza.The Southern California champs broke the game open in the third inning.  Down two outs with runners on first and second, Aiden Skinner punched a deep single to right field scoring Jordan Bleisch.The long inning and blistering 108-degree heat seemed to wear down Arizona starting pitcher Cristobal Lorta.  Lorta started struggling with his form allowing Park View to extend their lead 7-0 on two wild pitches with runners on third and an RBI single to Conner Alonzo.Sunnyside's decision to keep Lorta on the mound in the fourth inning backfired when the leadoff batter, Ivan Rodriguez Jr., ripped the first pitch down the left field line for a double. Lorta then hit Mendoza and Makai Corpuz with a pitch leading to two more runs later in the inning.Arizona's last-gasp effort in their final turn at-bat shrunk Park View's lead 9-5 on a two-run homer by Jovanni Toledo but PVLL closer Atticus Gates to force a pop fly to left field for the final out.The Green Monsters won't get much time to enjoy their victory.  After playing three consecutive days in triple-digit heat, PVLL will return Wednesday night at 7 p.m. to face either Tri-City Little League of Northern California or Dixie Little League of St. George, Utah, in another elimination matchup.Park View may be favoring a match up against Tri-City.  The Green Monsters defeated the Northern California champs in a 16-8 rout that saw a grand slam and a pair of back-to-back homers from Rodriguez and Mendoza.  The winner of the West Regional advances to Williamsport, Pa., for the Little League World Series, which runs Aug. 16-26.10News' Jermaine Ong contributed to this report.-------------------------------------------NOTES  2477

  

SAN DIEGO (AP) -- The Trump administration fully restored the Obama-era Deferred Action for Childhood Arrivals (DACA) program for immigrants brought to the U.S. as young people, complying with a federal judge's order.The announcement is a major victory for people who have been unable to apply since Trump ended DACA in September 2017.
