SAN DIEGO (KGTV) - Some professors at the University of San Diego are using the impeachment inquiry public hearings as a teaching tool.Instead of listening to their professor lecture about constitutional law, students at USD watched history unfold.Sophomore Bryson Patterson says, “Although we are studying war powers now that this has come up, we get to see the constitution in action. So, we get to live it, going on which is pretty cool.”Casey Dominguez, a Political Science Professor, is allowing students to watch the impeachment inquiry hearings during class as part of today’s lesson plan, hoping to help them understand what’s happening.Dominguez adds she hopes her students, “walk away from our class feeling they are competent to figure out what’s going on. And come up with informed opinions about it.”A lesson some of her students say has already left a lasting impression on them. Charlie Young, a Junior adds, “it’s the perfect opportunity to happen in college. Where we have professors to walk us step by step through the process to understand what’s happening and help guide us through the process deeper than what the political ends would tell us.” 1173

SAN DIEGO (KGTV) -- San Diego State University Saturday ordered all on-campus residents to stay at home over Labor Day Weekend amid an increase of coronavirus cases tied to the university.The university sent an email to students who live on campus, advising them to stay “in their current residences except for essential needs.”The “Stay at Home” order is in effect from 10 p.m. Saturday, September 5, through Tuesday, September 8 at 6 a.m.RELATED: San Diego State University reports 120 more COVID-19 cases since fall start“At that time, this order will be revisited and updated as necessary,” the university said of the order’s expected expiration.“Violations of this order may result in disciplinary consequences,” the school continued, although no specificities were given as to the consequences for violating the order.The announcement comes as the university has, so far, experienced 184 confirmed and probable COVID-19 cases since the start of the fall semester. 978

SAN DIEGO (KGTV) - Serious concerns being raised about a COVID-19 outbreak at a federal detention center in downtown San Diego this week after dozens of detainees and employees tested positive.According to the Federal Defenders of San Diego there are 86 detainees currently COVID-19 positive at the Western Region Detention Facility. The Federal Defenders say those numbers came from the U.S. Marshals Service (USMS) later Monday afternoon.Earlier Monday a spokesperson for the Marshals told ABC 10News, “As of Nov. 2, we have received reports of 74 USMS prisoners being held at the Western Region Detention Facility having tested positive for COVID-19 at any point during the pandemic. Of these, 22 have since recovered. The USMS prisoner population at the facility is 520.”The spokesperson did say data on prisoner health comes to USMS through established reporting mechanisms that may vary from jurisdiction to jurisdiction; the data is not real-time and may not reflect the most current information.It’s not just inmates testing positive.According to the Geo Group, the company that runs the facility, 64 GEO employees at the Western Region Detention Facility have tested positive for COVID-19.A spokesperson for GEO said 54 employees who previously tested positive have fully recovered and returned to work.Nine of the employees who tested positive are currently at home on self-quarantine, and one employee is receiving treatment at a local hospital.In a statement a spokesperson wrote in part, “While the COVID-19 pandemic has presented unprecedented challenges, from the very beginning we have taken extensive measures to ensure the health and safety of those in our care and our employees, who are on the front lines making daily sacrifices at the facility.”In October, Team 10 reported on claims that some people who are arrested, accused of federal crimes, and taken to the GEO facility are not getting to court within the required timeframe.At the time, Attorney Ryan Stitt said outbreaks at detention facilities endanger the broader community."The guards that are present, the healthcare professionals that go to the jail and then our hospitals generally that need to treat the inmates once they become ill are all impacted by the rising COVID-19 numbers in custody," Stitt said. 2300

  

SAN DIEGO (KGTV) -- San Diego State University reported at least 13 new cases of COVID-19 on Monday. The total of positive cases among students since the first day of school is now up to 20. The university says the most of the students that tested positive live off campus. Only three of the students were living on campus. Two of the students are in isolation on campus. The third student is isolating somewhere else. In a letter sent out to staff and students, school officials say the majority of the students didn't interact with any SDSU employees or go to any of the shared campus spaces. One student did briefly visit the school bookstore. San Diego State started the school year on Aug. 24, mostly with online classes. There are 2,600 students living on campus. County officials confirm they have started outbreak investigations and are working closely with the school. Over the weekend, SDSU announced they had hired security to patrol the campus from Thursday to Sunday, after hours, to monitor for any COVID-19 violations on campus. Students told ABC 10News they think the school is doing the best they can in response to COVID-19. They say they are more concerned about things in housing off campus. SAN DIEGO (KGTV) — Schools across San Diego County can reopen for in-person learning if they choose to on Tuesday, Sept. 1, as long as our COVID-19 case rate stays low enough through Sunday, Aug. 31.The county will be providing free testing for all school employees, which is strongly recommended by the California Department of Public Health.“What we’re going to be doing is making testing available at over 20 County-coordinated sites,” said Supervisor Nathan Fletcher. “In addition to that, we’re working with the San Diego Office of Education to open additional testing sites regionally that will be dedicated to school staff.”County officials say testing for asymptomatic children is discouraged, but if parents feel the need to have their children tested, they should consult with their pediatrician.Eight to ten school districts plan to reopen within the next two weeks to one month, according to Dr. Paul Gothold, San Diego County Office of Education Superintendent.“If there’s 5% of positive cases identified in one school, then the entire school would need to shut down,” said Gothold.More than 100 schools, mostly private, applied for waivers to reopen for in-person learning. The county stopped accepting the waivers this week since all schools can likely reopen soon.“I feel confident that we’re ready to reopen,” said Holly McClurg, Superintended of the Del Mar Union School District. The district’s waiver was approved, McClurg said district officials have been working with experts, physicians, and parents for months to develop a safe reopening plan.She said students and teachers at the district’s eight schools were split into two groups. Parents and teachers had the option of choosing virtual learning or in-person learning, said McClurg.Virtual learning started this week, and in-person learning will begin on Sept. 8.“We knew that we had prepared and done a very diligent job of making sure that all of the practices, protocols, PPE were in place. We’ve had expertise throughout this entire community that’s been instrumental in helping us make this decision,” she said. “I feel confident that we’re ready to reopen and can hardly wait to see everyone on Sept. 8.”Some of the larger districts have decided to stick with strictly distance learning for now, including San Diego Unified and the Chula Vista Elementary School District.A spokesperson for Sweetwater Union High School District tells ABC 10News that because COVID-19 continues to have a significant impact on communities in the Southbay, schools will continue with distance learning at least through Oct. 2. Any changes will be announced on Sept. 21.San Marcos Unified Started the school year remotely last week. Superintendent Dr. Carmen Garcia sent ABC 10News a statement saying in part, “Our Governing Board will be approving our return to in-person instruction at our upcoming September board meeting.”Poway Unified will also start virtually on Sept. 2, but parents received a letter from the superintendent which read in part, “Even with this shorter, revised reopening timeline, we have no way of knowing for certain whether San Diego County will be able go 14 straight days staying off the monitoring list. As a large school district, we cannot wait until the day before the first day of school to find out. We already know the constantly changing timelines and decisions have made planning extremely difficult and frustrating for District leadership, our staff, and our families. As a result, to avoid further uncertainty for our staff and families planning for Fall, the Board of Education reaffirmed our Sept. 2 fully virtual start at its last meeting. However, if San Diego County passes the 14-day window and schools are cleared to begin reopening, the Board would like to reassess when and how to physically reopen schools, instead of waiting until December.” 3863
