SAN DIEGO (KGTV) — At age 41, Ryan Bartell had already achieved so much: He was a two-time all-state runner, served in the Coast Guard, and was helping autistic children alongside his wife. He also had a son of his own. “Ryan called me on March 1 of last year to say that he had been diagnosed with stage IV pancreatic cancer," remembers Jim Bartell, Ryan's father. The cancer was aggressive and chemotherapy wasn't working, Ryan was in a lot of pain. “They had him on morphine and fentanyl, two very serious opioids, and because of those two drugs he was asleep most of the time to deal with the pain," said Jim. Jim says that lasted for about four weeks until Ryan asked for cannabis. “He went from being asleep most of the time with fentanyl and morphine to being alert and being able to communicate, text, talk to friends, have visitors, while he was on the cannabis medicines."Jim says the cannabis gave Ryan a decent quality of life in his final weeks; he passed away seven weeks after the initial diagnosis. “While medical cannabis has been proven to help with reducing nausea, vomiting, and pain, hospitals in our state are expressly prohibited from providing it to patients," said State Senator Ben Hueso.Because of the Federal Drug-Free Workforce Act, hospitals have adopted policies prohibiting cannabis in their facilities. Hueso wants to change that with SB 305 or Ryan’s Law: Compassionate Access to Medical Cannabis in Healthcare Facilities Act.Healthcare facilities which treat terminally ill patients would be required to allow the use of medical cannabis, meaning patients could bring their product inside the hospital.The patient would be required to provide the facility with a copy of their medical marijuana card or recommendation by a physician.The bill excludes vaping or smoking but edibles, oils, topicals, etc. would be allowed. New York already has a similar law. “I felt something had to be done so that that didn’t happen to other people who wanted a higher quality of life near the end of their life," said Jim, who initiated the legislation. 2082

SAN DIEGO (KGTV) - Computers have become a lifeline to San Diegans during the pandemic and a new partnership between the city and non-profit San Diego Futures Foundation could make it easier for people in need to get connected.Executive Director of San Diego Futures Foundation Gary Knight said the need skyrocketed the first three weeks of the shut down in March, "we distributed over half our annual inventory in that three weeks."That's more than 1,500 computers. The non profit partners with companies like Qualcomm, General Atomics and San Diego County to take on their old computers, refurbish them and connect them with people in need.City of San Diego Digital Strategy Manager Jen Lebron said 30,000 households don't have a computer, just within the city limits.Right now that means limited connection to healthcare, education and job seeking material."San Diego Futures Foundation has an incredibly broad reach, that way we can get these computers in the hands of students, seniors, veterans, foster families and non profits that really need the help," Lebron said.Michelle Sanudo recieved a computer from SDFF this month and said it's made her feel independent and successful. She's a single mom who relied on the library to entertain her four and one-year-old children while she worked."Really it was kind of like a sanctuary, I would get to do my paperwork for school, also apply for jobs," Sanudo said."When they closed the libraries that's when it hit me." She said the computer allows her to order groceries so she can keep her family safe during the pandemic and pursue her dream of becoming a medical assistant.As the need for computers continues in San Diego and SDFF's inventory wanes, they need more donations. That's where the city is stepping in. For the past year the city has been vetting the non profit. Wednesday the City Council Economic Development and Intergovernmental Relations Committee unanimously approved the partnership. Now it must go before the full council to receive approval. The item is on the docket for Tuesday, the 21st."We are ready with nearly 2,300 computers that we can give to San Diego Futures Foundation." SAN DIEGO (KGTV) - At least two people suffered major burns in a boat fire off the coast of San Diego late Saturday night, according to Coast Guard officials.Two patients were critically injured and were flown from the boat by helicopter and have been transported to the hospital. The total number of patients at this time is unknown. SAN DIEGO (KGTV) - County officials created a Dia de los Muertos altar to honor the lives of 891 San Diegans who died from the coronavirus, and put a face and heart into the fight.Supervisor Nathan Fletcher and Assemblywoman Lorena Gonzalez championed the altar as a way to send a message."We wanted to honor those families and honor those lives lived and acknowledge the tremendous impact it's had, but also pay particular tribute to the impact that covid has had on the Latino community," Fletcher said.Saying more than half of those who died in the county are Latinos. This is extremely disproportionate considering only 30% of the population is Hispanic, according to the 2019 Census."When we start looking at the actual human toll and our relatives who have moved on now as a result of this virus it becomes more real and reminds us why it's so important to stay so vigilant," Gonzalez said.Vigilance is what Treasure Felder said would have saved her mom Ronda."She was our angel on earth and is now our angel in heaven, that's how we like to refer to her," said Felder. Felder says her mom was a social worker with the county, caring for foster youth and a strong woman in her 60s."She was never really ill, in the hospital, or hurt. Even if she had a little pain she'd always push through. So to see her in a place where she could barely stand up and also having to be put in a chemically induced coma was something that none of us prepared for." she said.She said she walked into her mother's room on July 4th and found she couldn't stand and was breathing heavily. She called an ambulance, even though her mother didn't want to go to the hospital, and never saw her again.Felder said her mother always had her hand out to help others and is so incredibly proud of how her mother led her life. She hopes sharing her story of pain and emptiness, now that her mother is gone, will stir others to take steps like wearing a mask and social distancing to stop the spread of the coronavirus.The altar will stay up through Tuesday morning. 2048
