SAN DIEGO (KGTV) - Aldofo Otanez was diagnosed with schizophrenia when he was 17-years-old."When he's medicated correctly he's very funny, he's always very caring very caring person," said his brother Tomas. Aldofo has been in and out of treatment centers his whole life. Most recently, a hospital assigned him to a home in Spring Valley called Mi Casa Es Su Casa. "Right away we said, 'no, he's never been in a place like this,"' said Tomas. "People don't fit in there. They don't, they're crumbled up, there's about 3 or 4 people per room."Tomas was planning a trip to visit his brother on February 16th. When he called the facility, he says they told him Aldofo had been missing for two days. "It's disturbing," said Tomas. "I mean, it shouldn't happen, a simple phone call, 'your brother isn't here, it's been a day or two'. Give us a call..nothing."It's been more than two weeks now with no sign of Adolfo. "It's very sad, I'm taking it as calm as I can so I can think about what to do next." The family is passing out flyers and posting pictures to Instagram with hopes that someone knows where he is. "The family is pretty sad, I've got a lot of siblings and they're all very worried.""He has no money, no ID, no social security on him," said Tomas. "So he's just stranded out there somewhere."10News spoke to the manager of Mi Casa Es Su Casa who says he didn't call the family right away because he claims to have lost their contact info. He also says he didn't file a missing persons report because police would not let him. San Diego Police checked their records and said they never spoke to the facility that day. The family is holding a search party on March 3rd in the Starbucks parking lot at 8626 Jamacha Boulevard. SAN DIEGO (KGTV) — An SDG&E outage knocked out power to hundreds of South Bay customers Friday, including a money exchange operator whose backup generator may have contributed to a health crisis.According to SDG&E, about 703 customers in the areas of San Ysidro and Otay Mesa were affected by the outage that began at about 6:40 a.m. Service was supposed to be restored by 10:30 a.m., but that was pushed back to 12 p.m.Two people became ill and were taken to the hospital from a money exchange business using a power generator.According to SDG&E, a substation experienced a technical issue in which a capacitator failed. Crews had to go in a repair the substation before power could be restored. 716

SAN DIEGO (KGTV) -- A San Diego police officer shot a man during a response to an emergency call in a Rancho Penasquitos neighborhood Wednesday night, police officials said.SDPD officials said the incident happened around 7:30 p.m. in the 8500 block of Celtic Court, near Donaker Street. Officials confirmed officers were called to the area after a 911 call was made regarding a domestic violence incident.An SDPD official at the scene said, "The dispatcher could overhear the reporting party and the male on the radio call. She could hear the male talking about wanting to be shot by police officers and there was indication there was firearms inside of the house.”Police said when officers arrived, they found a 61-year-old man and his wife in front their home. When officers approached, the man “produced a revolver from his waistband” and started to draw the weapon towards officers. Officials said one officer fired a single round from his service weapon, striking the man in the torso.The injured man, identified on Friday as Richard Young, was breathing and talking while being taken to a local hospital, police said. Young underwent emergency surgery early Thursday morning, and police said Friday that Young "remains in a local hospital under guard."According to the department, officers recovered the man’s gun at the scene.The officers involved in the incident were placed on administrative leave in light of the investigation, which is being conducted by SDPD’s Homicide Unit.Officials identified the officer involved as Timothy Breck, a five-year veteran of the Department assigned to Northeastern Division.SDPD officials said: “When the Homicide Unit completes their investigation, it will be reviewed by the San Diego County District Attorney’s Office to determine if the officers bear any criminal liability for their actions.The Internal Affairs Unit will conduct an investigation to determine if there were any policy violations, and the Shooting Review Board will evaluate the tactics used by the officers.The Community Review Board on Police Practices will conduct a review of the incident and provide any appropriate recommendations.The Federal Bureau of Investigations and the United States Attorney’s Office will also be monitoring the investigation.” 2282
