ESCONDIDO, Calif. (KGTV) - A local driver is warning of an unusual encounter with a dark SUV Saturday night on a North County freeway.Dashcam video captured on Interstate 15 shows an SUV with a light bar across the top. The driver tells 10News she initially thought it was a police vehicle and then spotted the back windshield, which was lit up by blue lights that resembled audio levels.Not long after, she says she heard a siren noise coming from that same SUV, as it approached a red light.MAP: Track crime in your neighborhood10News showed the video to CHP officer Jim Bettencourt who said he believes the blue light, the light bar, and siren are all vehicle code violations."If they were utilizing that to get people to move out of the way or caused a crash that would be another slew of charges," said Bettencourt.Bettencourt said because the SUV didn't have a symbol representing law enforcement, the driver wouldn't face an impersonating an officer charge. 972

Federal prosecutors Friday requested that Donald Trump's former personal attorney Michael Cohen receive "a substantial term of imprisonment" for various finance-related crimes.In separate filings, prosecutors from special counsel Robert Mueller's office and the Southern District of New York outlined their cases for Cohen's future.In August, Cohen pleaded guilty to eight federal crimes after being charged by Manhattan federal prosecutors. Those included tax fraud, making false statements to a bank and campaign-finance violations tied to his work for Trump, including payments Cohen made or helped orchestrate that were designed to silence women who claimed affairs with the then-presidential candidate. ENCINITAS, Calif. (KGTV) -- A popular Encinitas cafe was destroyed and nearby residences were evacuated following a blaze early Monday morning.Crews were called around 12:15 a.m. to a commercial building fire at 698 N Coast Highway 101, about three blocks from the coastline.Witnesses reported hearing an explosion then seeing the building fully engulfed almost instantly. "I heard a really loud pop and then I heard some yelling," said Matt Prior, a nearby resident. He thought the noise was gunfire until he realized the popular Mozy Cafe was engulfed in flames."I went outside and saw like a really big orange glow," said Prior.Flames were still raging an hour after the first units arrived. More firefighting units were called to the scene and crews evacuated nearby residential buildings.No injuries were reported.In total, Mozy Cafe and three other businesses resided in the destroyed commercial building. Firefighters remained on the scene as of 6 a.m. to monitor hot spots. The cause of the fire is under investigation but officials say it does not seem suspicious.The owners of the four businesses say they want to rebuild and have created a GoFundMe to raise money. 1185

(KGTV) -- The San Diego Sheriff's Office is investigating an incident involving Phil Graham, a candidate to represent the 76th district in the California Assembly. Niki Burgan filed the battery case with the Sheriff's Office Sunday, May 20.  She accuses Graham of forcibly kissing her at an Encinitas Bar. Burgan told 10News that it happened at 1st Street Bar on S. Coast Hwy 101 on the evening of Sunday, May 13, into the early morning of Monday, May 14 as the bar was closing. She said that Graham had initially been flirting, even mentioning that he was running for office and asked whether she would vote for him. After finding out that he was a Republican candidate she said, no she was a Democrat. At some point, she says his talk turned into aggression and Graham grabbed her hair, pulled her in, and started to kiss her. She said she had to push him off. Burgan also said she remembers that Graham had so much to drink that night that she had to help him sign his tab. The next morning Burgan says she learned that he was related to former Governor Pete Wilson and she was worried about repercussions. That's why she didn't file right charges right away.  1259

FALLBROOK (CNS) - A 14-year-old Fallbrook High School student was arrested today for allegedly making an online threat to carry out a shooting at the northern San Diego County campus, authorities reported.The teen was taken into custody early Wednesday afternoon in connection with the menacing social media post, which came to light Monday evening and included a photograph of a gun, according to sheriff's officials.``No weapons were found at the juvenile's residence, and it is believed the suspect had no intention of actually following through with a shooting,'' Sgt. Patrick Yates said.The threat prompted a heightened law enforcement presence at and around the South Stage Coach Lane school Wednesday morning and afternoon, Yates said.The suspect's name was withheld.``It is the policy of the Sheriff's Department not to release identifying information about juvenile arrestees,'' the sergeant said. 924
