SAN DIEGO (KGTV) -- More than 24,000 people were left without power due to an unplanned outage in San Diego Tuesday afternoon. The power outage was reported around noon and affected 24,067 people throughout San Diego. As of 7 p.m., the San Diego Gas and Electric outage map showed 3,352 customers without power. Neighborhoods affected include: City Heights, Chollas Creek, Oak Park, Kensington, Talmadge, W State College, Rolando, E State College and La Mesa. SAN DIEGO (KGTV) - Most school districts in San Diego County are still figuring out how to reopen classrooms in the fall. On Wednesday, the Office of Education released new guidance on how districts and charter schools can do that safely. They put out comprehensive guidance that includes recommendations to alter many aspects of everyday life for parents, students, and teachers. It includes symptom screening, altering classroom layouts to support physical distancing. They also recommend frequently cleaning common areas, wearing face coverings, and restricting visitor access. "Recommendations about not using water fountains because of the multiple touches there, or about spacing desks as far apart as practicable so that you can have distancing," said Watson, Chief of Staff with the Office of Education. On Tuesday, the San Diego Unified District approved their reopening plan. It would allow parents to decide whether or not to send their kids back to campus or continue online learning at home. The Grossmont Union High School District says they're currently conducting input sessions with focus groups. They tell ABC 10News they hope to have a plan in place for board approval by early to mid-July. The Poway Unified School District says they'll have a plan by June 25. Their superintendent released survey results with parents, showing 59% of families want students to return to campus full-time. Meanwhile, 41% say they would prefer a blended or virtual learning option to continue. The Sweetwater Union High School District is hosting a virtual town hall on June 18 where parents can give input on what changes they hope to see. For 42 districts and more than 100 charter schools in San Diego County, the next school year will look very different. "Have a way of keeping records so that if someone ends up testing positive you can do the contact tracing to be able to go back and figure out with whom they've had contact," said Watson. "We really wanted to plan for every eventually, every possibility so that schools can be prepared."The Office of Education also recommends all schools keep the option of distance learning for families who prefer it. 2630

SAN DIEGO (KGTV) - One driver was arrested after video of a road rage incident in Oceanside made its way into CHP's hands.Two drivers, one in a gray Ford Explorer and the other in a gray BMW convertible, were involved in the February 15 incident on eastbound State Route 78 in Oceanside, according to California Highway Patrol officers.Officers responded to a report of a non-injury, hit-and-run collision just before 4:30 p.m. near the College Blvd. exit. Officers arrived and found the Explorer on its side on the center median while the BMW reportedly fled.RELATED: Road Rage Crisis: Violence on the RiseWhile investigating, officers were made aware of a video recorded by a witness.The video showed the driver of the BMW, identified as 33-year-old Kevin McCall, left his vehicle to berate the driver of the Explorer, identified as 23-year-old Andrew Branch, who was still inside his vehicle, according to CHP.Officers said McCall spit at Branch before returning to his BMW. Branch is then seen driving into the center median and accelerating into the BMW, narrowly missing McCall.Sideswiping the BMW caused the Explorer to overturn onto its side. McCall then drove away, officers said."It was pretty shocking. It was pretty shocking," said CHP Officer Mark Latulippe. SAN DIEGO (KGTV) -- Police are searching for a woman suspected of shooting a woman in the Southcrest area Monday morning.San Diego police said officers were called to the 900 block of South 39th Street just after 7 a.m. in response to a person injured in a shooting.Officers arrived to find a woman with a gunshot wound to her chest. She was taken to UC San Diego Medical Center, but her condition is unknown as of 10 a.m.Witnesses told police the suspected shooter, a woman, fled the scene in a silver sedan.Moments after the shooting, the California Highway Patrol received a report of a crash on Interstate 805 near state Route 54 involving the vehicle believed to be driven by the suspected shooter.CHP officials believes the suspected shooter may have been injured in the crash but left the scene.Police are checking to see if the woman sought treatment at any area hospitals. 889

SAN DIEGO (KGTV) -- Police are investigating after a body was found in Balboa Park Wednesday afternoon. According to officers, the body was found on the 2100 block of Balboa Drive near Juniper Road and the San Diego Chess Club. The cause of death is unclear at this time.
