DEL MAR, Calif. (KGTV) -- Scott Eastwood was caught on video taking down signs as Del Mar residents protested a proposed luxury resort Sunday. A protestor, Spencer Gobar, who confronted Eastwood in the video, told 10News that the actor identified himself to the group as an official from the city.Eastwood reportedly told demonstrators to take down signs and banners at Del Mar Plaza. However, Gobar said she recognized Eastwood as soon as she saw his face, having seen him numerous times around the area. She asked him by name to stop trying to remove the sign. Eastwood then walked away as the protestors heckled him about his actions and about his famous father, Hollywood icon Clint Eastwood."It all happened so fast," Gobar told 10News. "The last thing I was expecting was for this D-list celebrity to show up and try to dismantle the sign."Eastwood owns at least one business in the North County, a clothing company based in Encinitas. However, it is not clear why he wanted the protest signs against Del Mar Measure G removed. (KGTV) - The COVID-19 pandemic-related shutdowns are impacting cities across San Diego, and the seaside village of Del Mar is no different.Alex and William Rhett opened a childrens' book store in Del Mar a year ago."The pandemic killed us as a business, but the community brought us back, and here we are," said Alex.The couple just opened Sandcastle Tales at its new location in the Del Mar Plaza."We feel overwhelmed, excited, happy what else very, very thankful," said Alex.The bookstore and the just-opened School of Rock are part of an effort to attract younger crowds to the plaza, located at 1555 Camino Del Mar"You just can't apply the same old formula that you had before, so you have to get a new mix of tenants, a new synergistic group of people that bring a variety of age groups to the plaza," said Patty Brutten.Patty and Marc Brutten spent roughly forty-million dollars buying the plaza in 2017."The successes have been very few and far between. It's been a long hard road," said Patty.Competition from One Paseo, Flower Hill Promenade, and online retail has made it tough to attract new tenants."I don't think anyone else would have stuck with it like we do just because we live here, we're community members," said Patty.Since the pandemic hit, some businesses have closed their doors. Lorna Jane, an athletic apparel recently closed. Prep Kitchen is closed just up the street, and a newly opened barbershop is no longer operating. But two new restaurants are moving into the plaza. Outdoor concerts on the deck continue to be popular. "We really hope everyone can really rediscover the plaza," said Patty.City leaders say retail and restaurants are struggling, but the most significant hit came when the San Diego County Fair was canceled, and the horse races went on without spectators. "Biggest loss is sales tax from the fairgrounds, and that's close to a million dollars," said Del Mar City Councilman Dave Druker. The city has benefited though from an increase in people at the beach."The beaches have been extremely busy. DEL MAR (CNS) - A 3-year-old filly suffered a fatal injury during a morning workout Saturday at the Del Mar.Lovely Lilia pulled up after the workout at about 5 a.m. and veterinarians said the horse could not be saved and was euthanized, according to Mac McBride, Del Mar's director of media.Lovely Lilia was eased in her final race, a mile turf race at Santa Anita Park June 12, which she led at the halfway point.Lovely Lilia made seven starts, winning twice and finishing second once, earning ,551.Del Mar made the safety of people and horses the leading theme of its 81st summer meet which began Friday with no fans in the stands for the first time because of the coronavirus pandemic.The meet's horse and rider safety initiatives amplified measures Del Mar introduced over the last several seasons of racing that led it to being recognized as one the nation's safest racetracks for 2018 and 2019, according to figures from The Jockey Club's Equine Injury Database provided by the track.Del Mar had a rate of 0.79 fatal injuries per 1,000 starts in 2018 and 0.62 in 2019. The national average for track's reporting was 1.68.While there were no racing deaths, there were four training deaths during last year's summer meet and three racing deaths and two in training during the fall meet.Del Mar is continuing its Entry Review Panel of regulatory veterinarians who will oversee the entries of all horses and provide an additional review of each of their medical, training and racing histories. The panel will recommend to the track's stewards that any horse it deems unfit for competition be barred from racing.Del Mar is furthering its adoption of reforms modeled after the International Federation Horseracing Association requirements. Rules surrounding nonsteroidal anti-inflammatories have been enhanced and extended, and additional rules regarding other equine medications have been clarified and codified.Random testing will continue for any horse at Del Mar, including ones readying for, or having just completed, morning workouts.Just as they were last summer, veterinarians are stationed at elevated observation points at the facility to oversee morning workouts and will have the ability -- through communication with outriders -- to remove horses from the racetrack and have them undergo a follow-up soundness examination.Exercise riders and jockeys again will be prohibited from using a riding crop to encourage their horses during morning workouts.The Del Mar Thoroughbred Club created a stakeholder advisory committee last summer represented by trainers, veterinarians, jockeys, racing surfaces maintenance personnel and management that met regularly to discuss safety practices, operations and track surfaces.
