SAN DIEGO (KGTV) — As COVID-19 cases surge, Governor Gavin Newsom says he’s considering the possibility of a statewide curfew that could draw on examples from Europe and the Middle East.The restrictions could also be informed by policies in San Diego County. The state has asked San Diego County to provide information about its 10 pm mandated closure policy for restaurants, a county spokesman said.Starting Friday, Los Angeles County will enact a similar measure it’s calling a “business curfew” that will require restaurants and other non-essential businesses to close at 10 pm.“We have a lot of questions about what [a statewide curfew] looks like,” Newsom said in a press conference Monday. “Who does it impact? Who doesn’t it impact? What does a real curfew mean in terms of certain kinds of industry and business activities? That’s what we’re referring to in this space.”Newsom seemed to suggest a statewide curfew isn’t a foregone conclusion, but said he is reviewing studies on curfews in France, Germany and Saudi Arabia. He later cited Portugal as another potential example.The decision on how to craft a curfew policy will be based on data from those studies, he said.In all four countries, restrictions have changed over time and it is not clear which iterations California is reviewing. The California Department of Health declined to provide more information when contacted Tuesday.“If we have additional details, we'll let you know,” a spokesperson said via email.Under France’s old rules, restaurants and bars had to close from 9 pm to 6 am. In Germany, restaurants previously closed at 10 pm. However, many European countries announced more strict lockdown measures in October amid surging rates of transmission that include limits on movement and travel.“Where there are areas that are very high risk, do you close them off in some way to not allow the spread to the areas with lower risk? We’ve seen that across the world,” said San Diego State University epidemiologist Dr. Eyal Oren.Under France’s new month-long lockdown, police ticket people who do not carry written permission justifying their need to leave home for a valid reason. Valid reasons include going to work, buying groceries, getting medical help or taking a child to schoolFrench citizens are allowed outside to exercise for one hour a day.In most of Portugal, shops close at 10 pm, restaurants close at 10:30 pm and people have to be in their homes by 11 pm with limited exceptions.On Saturdays and Sundays, the restrictions take effect even earlier: people have to stay home starting at 1 pm. There are also police checkpoints limiting travel between cities.Restrictions in Saudi Arabia have eased as the country prepares to host the G20 summit, but from March until late June the kingdom imposed a series of curfews that significantly limited movement.At times, police enforced a so-called “24-hour nationwide curfew.” Under this policy, people were only allowed outside their homes from 6 am until 3 pm for essential purposes like getting medicine, food or supplies. Individuals who left home were required to stay within their specific neighborhood; they were prohibited from traveling to other parts of a city.“Areas can be cordoned off to restrict transmission and that can work,” Dr. Oren said. “The degree to which people want to have the government do that is a whole different kind of question.”Dr. Oren said studies have shown links between curfews and lower case rates, but he says compliance and enforcement of those policies can be challenging.Many European countries paired their restrictions with big financial assistance programs to make them more popular. In Saudi Arabia, the kingdom covered 60 percent of employee salaries in the private sector and made healthcare free for everyone in the country.If the upcoming restrictions in Los Angeles County are any indicator, California’s statewide curfew could be very similar to restrictions already in place in San Diego County. But Dr. Oren said there would still be one significant difference: messaging.“I do think some of the words we’ve been using have become kind of stale,” he said, referring to phrases like stay-at-home orders.Simply labeling a policy as a “curfew” might help change the public’s perception of the dangers of the pandemic, he said. 4319

SAN DIEGO (KGTV) - As the Valley Fire raged across parts of eastern San Diego County, emergency assistance workers put into action plans they'd been working on for months to handle the dual disaster of a wildfire during a pandemic."It completely changed our approach," says Red Cross Regional CEO Sean Mahoney.The Red Cross has been planning and training for months, knowing this situation would likely arise this fall.Mahoney says their plan included Temporary Evacuation Points instead of group shelters, hotel rooms for people who needed somewhere to stay, grab and go or delivery meals, and an emphasis on sanitation and health screenings to keep volunteers and evacuees safe."We planned for this as much as we possibly could, but exercise is just an exercise. Doing the real thing is where you have those real lessons learned," Mahoney says.During the Valley Fire, the Red Cross assisted 440 people in 174 families. They served around 9,000 meals and snacks.Mahoney says his staff's dedication, along with 107 volunteers who worked 12-hour shifts, helped things go smoothly.But not everything went according to plan. On the first night of evacuations, the Red Cross ran out of hotel rooms, especially for people who had pets. Some evacuees without RVs had to sleep in their cars.Mahoney says the busy Labor Day Weekend, combined with hotel capacity restrictions because of the coronavirus, leads to fewer available rooms.To make sure it doesn't happen again, Mahoney says the Red Cross is already working on backup plans to open limited group shelters, with social distancing put in place to keep people apart. He told 10News they've already scouted hundreds of locations around San Diego.Meanwhile, the San Diego Humane Society also put in new protocols for safety during the pandemic. They helped hundreds of animals during the Valley Fire, and say the most significant challenges were limiting contact with owners and making sure their field teams followed the rules about distancing and wearing masks."The more people you interact with, the more likely you are to come in contact with somebody who is transmitting coronavirus," says Lt. John Peaveler. "So, we've had our biggest safety precautions on that side."Both groups say they'll take all the Valley Fire experience and put it to use in the next disaster. Since wildfire season is just beginning, they're sure it will come in handy. 2405

During the CalFresh Challenge, participants must spend no more than .35 for five days on all meals, drinks, and snacks. During the week, participants must not accept free food. SAN DIEGO (KGTV) — Cities are rushing to adapt to the ever-changing State mandates on indoor facilities caused by the coronavirus pandemic. City governments are coming up with different ways to help local businesses stay afloat.Rediscovering the great outdoors has been a roller coaster ride for city tacos owner, Gerald Torres."We kind of did a 180 and closed it all down, and now we're doing a 180 again and opening up for patios," Torres said about his La Mesa location. This comes after the city of La Mesa enacted an Executive Order on Thursday, which allows businesses to use outdoor spaces for dining, displaying products, and other services.Meanwhile, Coronado waived its alcohol prohibition in city parks, just ahead of this weekend's Spreckels Park Outdoor Dining Room event. This is a move to get people to buy local take-out, and picnic outdoors.Coronado also approved gyms to hold classes at Spreckels Park, Bradley Field, and the beach."We feel fortunate that we live in a town where we can just jump out into the park and do yoga," Stephanie Anderson with Island Yoga Coronado said.Tuesday, San Diego Mayor Kevin Faulconer signed an Executive Order waiving permitting requirements for sidewalks and parking lots for restaurants expanding outdoors.On the same day, Chula Vista approved plans to block off car traffic on Third Avenue on weekend evenings. This will help diners expand their businesses onto the entire street, not just on sidewalks and parking lots. The Third Avenue Village Association will discuss details and the start date at a special meeting next Wednesday.On Wednesday, Poway approved its Shared Outside Spaces (SOS) program, which lets houses of worship and gyms to hold activities at city parks. The city began accepting applications Friday morning. The city says we could be seeing yoga classes at parks as early as Monday.Both local governments and businesses must stay nimble to fight through the pandemic."There is no quit in my team," Torres said. "Everyone has stepped up to the plate. We find out what the rules of the game are now, and operate within those rules."All local governments say in order to operate outdoors, businesses must still follow all health guidelines set by the county and state. 2252

  

SAN DIEGO (KGTV) — Call them the ghosts of summer vacations past: two mostly empty cruise ships remain anchored off the coast of San Diego, waiting for the green light to resume operations as the nation grapples with the COVID-19 pandemic.Celebrity’s Millennium and Eclipse cruise ships have been anchored in San Diego since March, when the CDC suspended cruise ship sailings around the country March 14. That order has been extended to at least July 24.Several cruise ship companies have announced voluntary delays until September.After thousands of passengers disembarked from the Eclipse in late March, test results came back showing several passengers were COVID-19 positive.More than a month later, in May, 63 passengers remained quarantined on the Eclipse with hundreds of crew members.A third ship, the Disney Wonder, was anchored in San Diego for the first few months of the pandemic, but departed May 30, said Brianne Page, a public information officer for the Port of San Diego.For now, the Millennium and Eclipse are ghosts of their former selves. All the passengers have now disembarked, along with the vast majority of the crew.Both ships are down to minimal staffing levels of about 80 crew members to maintain the vessels and keep them operational, said Royal Caribbean Cruises spokesman Jonathon Fishman.“As of now, they expect to stay in this position through the summer until our return to service plans are finalized,” Fishman said via email.The ships occasionally pull into port to refuel, but otherwise stay anchored off the coast to avoid port fees that can exceed ,000 a day.When cruise ships pull into port with passengers, companies pay significantly higher fees, ranging from ,000 to ,000 per call, Page said.There were 28 canceled calls due to the pandemic, resulting in roughly million in lost revenue for the Port of San Diego, Page said, plus a staggering ripple effect for the region’s economy.The Port of San Diego estimates that each time a cruise ship visits San Diego as a midpoint in its journey, known in the industry as a “visitation,” the call generates 0,000 in regional economic impact as travelers visit local shops, restaurants and other businesses.Each time a cruise ship starts and ends its journey in San Diego, known as a “homeport,” the regional economic loss is about million, Page said.Using those estimates, the 28 canceled calls resulted in as much as million in regional economic impact.Cruise ships are working with the CDC and other medical professionals to establish safety standards once sailing is allowed to resume, and industry insiders expect the new guidelines may mirror ones recently adopted in Europe.“The European Union has issued guidelines for cruises operating in Europe, which include things like onboard separation by age group, reduced capacity, and COVID testing of all passengers,” said Doug Shupe, a spokesman for the Auto Club of Southern California.Shupe said interest in cruising remains high among Triple-A members, but members are mostly booking cruises for 2021.“We’ve seen that our bookings for 2021, for cruises, are actually higher than what they were this time last year,” he said.He said many cruise lines offered passengers with canceled bookings credits worth up to 125% of their original value. 3313
