(KGTV) - California representatives are calling on the government to fund the Storm Damage Reduction Project, hoping to stabilize cliffs along North San Diego County beaches.At Grandview Beach in Encinitas flowers surrounded the beach entrance sign Thursday. Down on the beach caution tape hung around the cliffs, serving as a somber reminder of the three women who died three weeks ago after a bluff collapse.Two days before the tragedy, Representative Mike Levin said he asked for federal funds to stabilize the cliffs from Encinitas to Solana Beach. "It's long past time for the federal government to uphold its responsibility here," he said.He championed the Storm Damage Reduction Project that was approved by Congress in 2016.The project would dredge tons of sand from the ocean and dump it on the beach to protect the cliffs from powerful, eroding waves.Environmentalists are concerned that would destroy tidal ecosystems. A study conducted by researchers at Scripps Institution of Oceanography at the University of California San Diego states invertebrate populations were negatively affected by tons of sand dumped on Imperial Beach.Surfrider Foundation sent 10News this statement:“We understand Solana Beach and Encinitas have been working with the federal government on the San Diego County Shore Protection Project for years and it was approved in 2016 by Congress. While we believe beach replenishment might help slow down wave action, we must also acknowledge our sand supply has been impacted by upland development that is blocking the natural flow of sand to the beaches. When the project was being considered in 2015, the Federal EPA encouraged the Army Corps. to think more deeply about future sea level rise and the efficacy of this project. We encourage the cities and the Army Corps to proactively and progressively analyze future sea level rise. Thorough monitoring is going to be of the utmost importance to see how this project impacts coastal ecosystems (including Marine Protected Areas) and impacts to recreation (such as surfing, snorkeling, etc.). Surfrider highly advocates against future seawalls and other coastal armoring. Even the Environmental Impact Report for this project acknowledges these kinds of structures exacerbate erosion.” "I'm an environmentalist myself; it's what I do for a living. Farmers are empowering America's future farmers through technology, as the agriculture industry becomes more dependent on modern equipment.Farmers are realizing the next generation needs to know how to use the latest and greatest tech tools.Andrew Nelson is a fifth-generation farmer in Eastern Washington who utilizes such as drones on his farm.“Me and my wife and two children live here on the farm in the exact same spot that my parents and grandparents lived,” Nelson said.“We had a few little homesteads that my grandparents set up for their children all within the same small area,” Nelson added.Even when he went off to college, he knew he'd one day come back. He then merged his love of technology with his love of family and farming.“I love to build things, (which) is my biggest draw to farming and software engineering,” Nelson said. “That’s why I wanted to combine the two to build digital and Ag. stuff together.”So now, he has two day jobs. He farms 8,500 acres of wheat, beans, peas and lentils. And, he's a software engineer. He is also a father, which also keeps him occupied. When asked if he'll be teaching his kids about farming and if he'd like them to have agriculture careers, he said, "If they want to. I don’t want to force them but living out here and having the exposure -- yesterday my son was on the combine with me for four hours so it’s likely they’ll want to.”Passing knowledge on to the next generation is another passion of his.“I like having the students in our high school be able to see the various opportunities in agriculture,” Nelson said. “If they’re thinking they’ll go to school for software engineering, that doesn’t mean you can’t be in agriculture as well.”The students, he says, like his drone technology. Nelson works with FarmBeats, a program within Microsoft that helps farmers use technology to drive their business. Drones give him a lot of data, and can even spray his crops. He even has sensors in his fields and grain storage.Megan Wilson, an agricultural education teacher and FFA advisor at a local high school, admits some of the tech that Nelson uses is out of this world.“I even get a little confused by some of the stuff Andrew does, so that is very complicated stuff but you know it used to be that we would plop a farmer in a tractor but now we have so many more options even from a driving aspect,” Wilson said.But she says the students who work with Nelson are intrigued.“They have been doing it since they are knee high and used to doing it the old fashioned way. When they see a computer, they’re mind blown; they don’t believe that’s how you can move into farming and we are moving in that direction,” Wilson said.She says FFA isn't what it once was and it's not just about farming.“It used to be cows, plows and sows and that’s what we did. We showed animals and played in the dirt and that’s what people thought of FFA,” Wilson said.They work with students in the agriculture world to incorporate science, technology, public speaking and interview skills. Wilson says they'd be doing them a disservice if they didn't teach all of that. ENCINITAS (CNS) - The city of Encinitas announced its intent Tuesday to join a countywide joint-powers authority that would provide energy service to residents and compete with private companies like San Diego Gas & Electric.The Encinitas City Council voted Aug. 21 to join the JPA, which will be headed by the city of San Diego, because it aligns with the city's Climate Action Plan. In February, the San Diego City Council voted to begin the process of establishing a so-called community choice energy program with the intention of inviting other cities into the fold as the program expands.The county of San Diego and the cities of Chula Vista and La Mesa have also expressed a willingness to join the CCE program in recent weeks. (KGTV) — Police are searching for the driver responsible for hitting and killing a woman on a North County freeway this week.A person lying on the right shoulder of westbound State route 78 under the Rock Springs Rd. overcrossing was reported to police just after 6 a.m. Wednesday, according to California Highway Patrol.Escondido Fire Department and CHP found a 26-year-old female from Escondido, who appeared to have been hit by a vehicle, dead on the right shoulder.No vehicle was found at the scene. CHP is investigating how and why the woman was on the freeway.The suspect vehicle is described as a 2017/2018 Mercedes Benz E-Class sedan and believed to be green. CHP said the vehicle should have damage to its right front fender and wheel well.Anyone with information on the collision is asked to call CHP at 858-637-3800. 853
