OCEANSIDE, Calif. (KGTV) - A state-wide program to help community college students transfer to 4-year schools has found increased success at Mira Costa College. The Puente Program helps educationally disadvantaged students navigate the complicated process of applying to 4-year schools, while also bringing them up to speed with other students who start their college careers at universities."They would transfer, but they were not ready," says Mira Costa Puente Counseling Coordinator Sinar Lomeli. "They didn't have the reading or writing comprehension skills. So they couldn't compete with students who were already there."The Puente Program began in 1981 at Chabot College in Hayward. It's now in 64 community colleges around the state. The students take two semesters of English reading and writing classes, and also get mentoring and counseling to guide them towards a 4-year degree."When I got to school, I was like a dog chasing a car," says Mira Costa Sophomore Manny Ramirez. "Getting into the Puente program gave me a sense of belonging. I could say I belong at college, and I can do whatever I set my mind to."Mira Costa's Puente Program is celebrating its 30th anniversary in 2019. This year they're expanding to let current Puente students volunteer at elementary schools around Oceanside and Vista. That helps them get public service hours they can put on a college application. It also helps inspire the next generation to see college as a possibility."It gives us hope that we're leaving behind something for them to build on," says Ramirez. Results of the Puente Program have been well documented. Between 2013 and 2016, Puente student enrollment at UC schools has increased by 59%. And 52% of Puente students transfer to a four-year college, compared to just 39% of students in the general community college population. For more information on applying to the Puente program at Mira Costa, click here. 1925

Oklahoma legislators approved a measure including a ,100 pay raise for teachers, but the state teacher's union says the bill doesn't go far enough and plans to walk out Monday.House Bill 1010XX, which was described as "the largest teacher pay raise in the history of the state" passed both the state House and Senate this week. Gov. Mary Fallin signed the bill on Thursday."This is a very historic moment in Oklahoma's time," Fallin said of funding measures that included the pay boost. "It was not easy getting here."For weeks, Oklahoma teachers have been considering a walkout over what they say is their breaking point over pay and education funding. The state ranks 49th in the nation in teacher salaries, according to the National Education Association, in a list that includes Washington, D.C. Mississippi and South Dakota rank lower.Inspired by the West Virginia strike in which teachers demanded and got a pay raise from state leaders earlier this month, similar efforts have taken off in Oklahoma and Arizona. The Oklahoma Education Association, the state's largest teachers' union that represents nearly 40,000 members and school personnel, called the passage of the bill "a truly historic moment," but one that remains "incomplete," according to its president, Alicia Priest.Teachers and school staff will walk off their jobs on Monday and descend on the state Capitol, she said in video comments posted on Facebook.Oklahoma City Public Schools said all classes and activities are canceled for that day because of the walkout."While this is major progress, this investment alone will not undo a decade of neglect," Priest said. "Lawmakers have left funding on the table that could be used immediately to help Oklahoma students.""This package doesn't overcome shortfall caused by four-day weeks, overcrowded classrooms that deprive kids of the one-on-one attention they need. It's not enough," Priest said. "We must continue to push for more annual funding for our schools to reduce class size and restore more of the 28% of funds they cut from education over the last decade."The OEA had also called for ,000 pay raises for teachers over the next three years and ,000 pay raises for full-time support professionals such as custodians, secretaries, bus drivers and food service workers."We asked for ,000 over three years. This gets us part of the way there, and so we need to have the Legislature guarantee that we are still working to get to that," Priest had?told CNN affiliate KFOR.Oklahoma has faced a teacher's shortage this year, and some districts have been forced to hire people without a background in education to fill voids in the classroom.  2711

OCEANSIDE, Calif. (KGTV) - A sales tax increase approved by voters in November took effect Monday in the City of Oceanside. The city put Measure X on the ballot last fall to raise the tax rate from 7.75 to 8.25 percent. Voters passed the measure, 55 percent to 44 percent. The estimated revenues are expected to bring in million annually, according to city officials.New tax revenues, minus a state administrative fee, will go to the city. The half-cent sales tax was designed to provide money for first responders, pothole maintenance, graffiti clean-up, and public infrastructure projects. The tentative spending plan for the revenues includes an additional Homeless Outreach team, Crime Suppression team, road repairs, and a new police station at the beach."We are grateful to the Citizens of Oceanside for approving Measure X and are working to ensure that they receive tangible enhanced public safety services and infrastructure improvements," said Assistant City Manager Deanna Lorson in a statement to 10News.Measure X is set to expire in seven years. Any extension would require another vote, according to the city’s website. 1145

One person has died and 16 others have become ill from a salmonella outbreak linked to kosher chicken, the US Centers for Disease Control and Prevention said Wednesday.Eight people have been hospitalized, including the person who died.Illnesses were reported in Maryland, New York, Pennsylvania and Virginia. The death was reported in New York.According to the CDC, the agency began an outbreak investigation in June after several cases were reported in New York among people who said they had consumed kosher chicken."In interviews, ill people reported eating kosher chicken, and when asked about the specific brand eaten, several people reported Empire Kosher brand. The outbreak strain was also identified in samples of raw chicken collected from two facilities, including one facility that processes Empire Kosher brand chicken," the CDC said in its announcement. However, the agency is not telling consumers to avoid eating kosher chicken or Empire brand chicken. Rather, they should follow safe food preparation practices including washing hands before and after touching raw chicken and washing utensils, cutting boards and counters where raw chicken was prepared.Consumers should also cook chicken thoroughly, making sure the inside temperature reaches 165 degrees Fahrenheit. This is the temperature recommended to kill germs that cause illness such as salmonella.Salmonella illness usually begins between 12 and 72 hours after consuming the bacteria. Symptoms can include diarrhea, fever and stomach cramps and can last four to seven days. The earliest illness linked to this outbreak began September 25, and the most recent case began June 4.Severe illness may require hospitalization and treatment with antibiotics. Those most at risk for severe illness and complications are children younger than 5 and adults over 65, as well as people with compromised immune systems. The youngest patient in this outbreak is younger than 1 year old, and the oldest is 76.The US Department of Agriculture's Food Safety and Inspection Service issued a public health alert "out of an abundance of caution," the agency said."FSIS is concerned that some product may be frozen and in consumers' freezers. Consumers who have purchased these products are urged to properly handle, prepare, and cook these raw chicken products."The CDC and the USDA are working with state health officials on the investigation.Kosher food is prepared under supervision to ensure that the dietary laws followed by observant Jews are adhered to. This includes how kosher animals are slaughtered and processed. 2585
