SAN DIEGO (KGTV) - A patient at a North Park dental office got upset after she got hit with surprise fee.Two Thursdays ago, Linda Morrow - donning a mask and gloves - went to Pristine Dental Group for a root canal and bone grafting. After the procedure, Morrow, who doesn't have dental insurance, paid cash for the bill. It was in line with the estimate."The total bill was 0. I didn't have change, so I gave them 0 because I only had bills," said Morrow.Morrow says when no one in the office could make change, the receptionist spoke up."She commented, 'Oh, PPE.'" said Morrow.Morrow says her new bill was for 0 dollars, including a charge for personal protective equipment used by the dental staff."That shut my mouth. I was stunned," said Morrow.Confused, Morrow paid the full amount and left."My concept was that it was definitely an afterthought. If I had exactly 0 or my debit card, I would not have had to pay the charge," said Morrow.Morrow posted details of the charge of the Nextdoor app. Quickly, several neighbors responded that they also have paid similar charges at their dentist offices, ranging from to . In an email sent out to patients one of the dentists attributed it to the "inflated cost of PPE.""If I had to buy my own personal protective equipment for me and my family, they should have to buy it for themselves," said Morrow.Morrow points out no other businesses has charged her for their PPE. On its website, the California Dental Association cautions dental offices who apply the fee to charge the same amount of everyone.As for Morrow's bill, her dentist calls it an oversight, saying the fee should have been added to the estimate, because everyone is charged the same fee. The owner of Pristine Dental says all patients with an email on file are sent an explanation of the new fee before the appointment. Morrow says she get email updates but says she never received such an email.Some insurers do cover the PPE fee. 1981

SAN DIEGO (KGTV) – A local marijuana testing lab is releasing vape test results that are alarming. Almost 80% of the cannabis vape cartridges were tested and deemed "unfit for consumption."Tucked away in a quiet San Diego business park, Platinum Vape manufacturing company produces high-potency, pesticide-free cannabis products that go through rigorous testing. Co-founder George Sadler is on a mission to spread awareness about the serious potential health risks of using products from unlicensed vape makers and sellers."It's horrible," he tells 10News, adding, "It's doing so much harm to people, versus walking into a licensed store."Platinum Vape recently teamed up with nearby licensed cannabis dispensary Mankind to buy back cartridges that ranged from home-made concentrates to counterfeits of popular legal brands.In exchange, customers got discounted Platinum Vape cartridges that are tested and regulated.Mankind Chief Operating Officer Vera Levitt tells 10News, "We wanted to encourage them to replace something that could make them sick with something that was safe."The cartridges were sent to Infinite Chemical Analysis Labs, or InfiniteCAL. It's a local cannabis testing lab that then analyzed the cartridges for potency, pesticides, and heavy metals.The lab found that 79% of the cartridges were deemed "unfit for consumption". Additionally, 62% of them failed for pesticides. Almost 40% of the cartridges failed for lead."[Were there] toxic levels of lead?" 10News asks InfiniteCAL co-founder David Marelius. "One of the vape pens had almost a hundred times the legal limit," he explains.The lab also discovered that half of the products had less than 50% THC in them. Some of the cartridges were cut with excessive levels of vitamin E acetate; the additive may be linked to numerous vape-related deaths and illnesses. Marelius adds, "20% of them had a significant amount.""It's sad for me. SAN DIEGO (KGTV) -- A new apartment complex in Pacific Beach is gearing up for its opening, but residents can expect to pay top dollar for all the bells and whistles offered by the complex. The Jefferson, a 3 million complex, is located just off I-5. According to its website, studio apartments range from ,478 to ,617. The largest apartments in the complex with three bedrooms and 2.5 bathrooms range from ,987 to ,103. Those prices are much higher than the typical apartment in Pacific Beach, according to Zillow. Zillow’s rental map shows prices in Pacific Beach ranging from ,425 for a studio to more than ,850 for a three bedroom. Between those two price points, Zillow shows 152 apartments available for rent. One rental manager who spoke with 10News says The Jefferson may have a difficult time finding tenants at those prices. “Tenants, prospective tenants, they're educated. They educate themselves and they do comparative shopping. So if it's too high, you're going to sit empty,” said Jim Vosacek, who runs Western Hills Real Estate Management. JPI released a statement to 10News:“Jefferson Pacific Beach is the first multifamily development of its kind in Pacific Beach. While there are currently no other new, luxury developments like this in the area, this development will offer residents a quality, high-end lifestyle that has not previously been available. Before development, the team took a detailed, analytic dive into the surrounding area to ensure accurate determinations regarding cost of living. Although state development restrictions have impacted the cost at Jefferson Pacific Beach, a portion of total units will be reserved for affordable housing.” 1700

  

SAN DIEGO (KGTV) - A possible theft ring may be 'fishing' for checks at local post offices.Kevin, who owns a small business, mailed out several checks to vendors at the post office in Poway on a Friday night. On the next Tuesday morning last month, he got a call from his bank, Wells Fargo. A woman had tried to cash a fake check at a bank in Los Angeles, a typed check for nearly ,500 written out to a woman's name from Kevin's business. The bank rejected it. The bank representative then asked him about two other checks that had just been deposited at other branches. The two fake checks - written out to a different woman for some 0 each - had been deposited for cash in the Los Angeles area."There's definitely anxiety. You don't know how much money has been compromised," said Kevin.Kevin is not alone. In April, 10news featured the story of Barbara Reynolds and her state tax check, stolen and altered after she dropped it off at post office in Mira Mesa. Her check was likely 'fished' out by thieves using a rodent glue trap, before being washed. A chemical solution dissolves away the ink, allowing a thief to fill in the blanks.Another theft victim told 10news the Postal Inspection Service supervisor described to him a possible theft ring that has hit post offices in Encinitas, Poway and Mira Mesa in recent months. 10news has also tracked down reports of similar thefts in Sorrento Valley and Rancho Bernardo."It's frustrating. Never crossed my mind that something dropped off at post office could be compromised," said Kevin. Kevin's bank did cover the loss of the fake checks. 10news reached to the Postal Inspection Service but haven't heard back.Experts say use the slots inside the post office and if you do use an outside collection box, drop off your mail before the final collection time. 1823
