SAN YSIDRO, Calif. (KGTV) -- Four juveniles were taken into custody early Wednesday morning after police said they sprayed a 7-Eleven clerk with a fire extinguisher and then proceeded to steal several items from the store.San Diego police said the incident happened at around 3:30 a.m. at a store on Cottonwood Road, near San Ysidro Boulevard, in San Ysidro.According to police, four juveniles entered the store and sprayed the clerk with a fire extinguisher before grabbing items such as alcohol and food.Officers responding to the incident spotted the group and pursued them on foot. The juveniles were eventually caught and taken into custody.Officers recovered the fire extinguisher and some of the items that were taken down the street from the store. 764

SAN ONOFRE, Calif. (KGTV) - On Tuesday, two Southern California congressmen toured the shuttered San Onofre Nuclear Generating Station, or SONGS. There was an announcement made to the press about new legislation, amid environmental and safety concerns at the facility.Representative Harley Rouda (D-CA-48) told reporters, “We both recognize that we have an issue here.” He and Representative Mike Levin (D-CA-49) got a firsthand look at the controversial conditions inside SONGS. The two representatives serve districts that cover north coastal San Diego into Orange County, where SONGS is located. “Today, I’m pleased to announce that when I return to Washington, I’ll be introducing new legislation to ensure the spent fuel here at SONGS receives top priority from the federal government for disposal,” said Rep. Levin. His newest effort will be called the Spent Fuel Prioritization bill. To decommission the power plant, crews have been transferring spent nuclear fuel into square vaults on the beach until the government figures out what to do with them, next, which will likely involve transferring them to a remote, out-of-state location. The congressmen are calling for more federal oversight after safety concerns were raised about the integrity of the fuel storage canisters. Additionally, last summer a loaded canister was nearly dropped several feet. “I think there's dispute and well-intentioned dispute about what the outcome would have been had that 18-foot drop occurred,” adds Rep. Levin.SONGS’ operator, Southern California Edison, sent 10News the following statement: “Southern California Edison welcomes the congressmen’s efforts to develop solutions to the issues of transportation and long-term storage of spent nuclear fuel. SCE has been safely storing spent nuclear fuel on site at SONGS for nearly 50 years. We will continue to store spent nuclear fuel here safely until it is moved off site to a federally licensed facility.”“It should be important to you and certainly to your children and grandchildren,” said Rep. (KGTV) - A Caltrans project to expand an SR-78 ramp in North San Diego County has some residents concerned about their safety.Crews have been working on the Woodland Parkway on-ramp to improve the flow of traffic to the freeway. Eventually, there will be an additional lane at the Woodland and Barham on-ramps.Residents told 10News the construction set-up is too dangerous for drivers.“I'm saying a prayer before I get on the ramp cause you really need it,” said Jacqueline Duron.She also said the ramp set-up doesn’t give drivers enough time to speed up and merge onto the freeway safely.“A lot of the times all the lanes are packed - so there's nowhere for anybody to go - and drivers going up the ramp getting smashed on the cement wall,” said Duron.Neighbors also posted concerns on the NextDoor app, calling the situation a ‘death trap’.Crash statistics for the Woodland Parkway ramp to westbound SR-78 show a slight uptick from last year, with seven crashes to the previous year’s five.Even though the number of accidents were slightly higher this year compared to 2017, the CHP says the numbers do not support the existence of an issue.10News talked with Caltrans about neigbors' concerns. SAVANNAH, Tenn. — A Tennessee mother and her boyfriend have been accused of force-feeding batteries to a small child.A grand jury indicted the two adults – 21-year-old Kristina Thompson and 19-year-old Lucas Todd – in the case. They’re accused of forcing a child under the age of 8 to eat several AA and AAA batteries with the intention of causing serious bodily harm. The child also suffered several bruises and fractured bones. The split ruling found that government’s emergency powers override what in normal times would be fundamental constitutional rights.
