Contra Costa Fire Department personnel on site told the worker they were looking at the transformer as a potential ignition source, a company official wrote.Separately, the company told regulators that it failed to notify 23,000 customers, including 500 with medical conditions, before shutting off their power earlier this month during windy weather.Before a planned blackout, power companies are required to notify customers and take extra care to get in touch with those with medical problems who may not be able to handle extended periods without air conditioning or may need power to run medical devices.PG&E said some customers had no contact information on file. Chamorro is the native culture of the Mariana Islands region, including Guam.“All the recipes are authentic and passed down through generations,” says owner Christian Graham.The 24-year-old owner says opening the restaurant was a way to showcase his culture, which is not highly represented in San Diego.“I wanted to highlight what my grandmother, what my family has brought to the Chamorro food, the Chamorro community,” says Graham.When the pandemic hit, the newly opened SMACK'N Guamanian Grill had just opened six months prior.“Sales have dropped quite a bit between 30 to 50 percent,” says Graham. “We ended up losing about 20 percent of our staff members due to the pandemic because of their reduced hours.”As a young owner, Graham decided he needed a new, creative way to bring in business. He created a music video for the Guamanian Grill.“Just something different that restaurants haven’t done in the past.”The video, which launched a little over a week ago, already has hundreds of views on YouTube. SAN DIEGO (KGTV)-- Reports show some people are so desperate to get the new COVID-19 vaccine that they are offering boutique physicians thousands of dollars to jump the line — but doctors say that is not an option.Money can certainly get you perks: personalized care, treatment, even at-home COVID tests."Concierge clients definitely get privileges," Dr. Donna Ni said. "They really don't want to go to the doctor's office. They want to be seen at home. So a lot of the outpatient services are actually delivered at the patient's home."Dr. Ni owns San Diego Concierge Medicine, a boutique private practice offering medical and aesthetic services. With another surge in COVID-19 cases and the new vaccine roll-out, she says her clients are getting curious."They ask, 'How can I make sure I have plasma antibodies? How can I make sure I get Remdesivir? Do I qualify for Regeneron?'" Dr. Ni said.Some reports show the rich and famous in Los Angeles are getting antsy, asking their concierge doctors to administer the vaccine now. Some are even offering thousands of dollars in donations to jump the line. But Dr. Ni says that is not possible."It is only to the hospitals, to the front lines, and none of my members are going to be able to get that," Ni said. "Pfizer is highly controlled by the government right now, so we just tell the clients to wait a little."What they are doing now is preparing and connecting clients who fall in the second tier to hospitals with the vaccine."We want to make sure that our clients are one of the first in the second tiers," Ni said.While there are no jumping tiers or skipping the line, Dr. Ni says concierge clients do get perks, a doctor personally advocating on their behalf to get care quickly."We are not trying to get them to a different priority group," Ni said. SAN DIEGO (KGTV) -The extended patio seating in the Gaslamp Quarter is here to stay for now, according to the Gaslamp Quarter Association.Thanks to a special events permit, as long as social distancing is required, restaurants will overflow into the streets with patio dining Thursday through Saturday each weekend through the end of the year.Manager at The Field Phil Nestor was thrilled to see how busy it was Saturday, saying the patios made a "100%, a million times over," difference to recuperating after being shut down during the pandemic.He said people feel more comfortable sitting outside, and diners said they enjoyed the atmosphere."I think it's actually a pretty good idea, it reminds me of my time in Europe so I think it's pretty cool," Luis Morales said.Fifth Avenue shut down between G and L Streets Thursday through Saturday to make way for the patios, and was slow to start."I think the first day everyone was finding their feet I guess, they were seeing how many tables they could put in their area," Nestor said.By Saturday nearly a dozen restaurants expanded into the streets.Morales said they enjoyed themselves, "we came out to get together with the boys and just finally get a sense of normalcy."Right now normalcy comes with hand sanitizing stations at each table and masks while you're waiting to be seated."I always take my precautions," one diner said. SAN DIEGO, Calif. (KGTV) - A large San Diego Church is continuing to hold in person, indoor services despite orders from San Diego County to hold services in outdoor settings only. Awaken Church has gotten three cease and desist orders at different locations and also had an outbreak at one of those locations, according to San Diego County.County Supervisor Nathan Fletcher said the church is not cooperating with the county in regards to the outbreak at their Balboa location, so the county had to publicly announce the community outbreak and ask anyone impacted to quarantine. Typically, the specifics of community outbreaks would not be publicized, but he said the lack of cooperation from the church led to the public notice.“The Awaken Church in general has continued to be very defiant and continue to put the members of their church at a great risk and continue to not cooperate as we seek to investigate positive cases, which led us to the unique situation of publicly reporting that they did have a public outbreak at the Awaken Church,” said Supervisor Fletcher.Anyone who went to the location at 7620 Balboa Ave. between Nov. 15 and Nov. 22 is asked to quarantine for two weeks.Related: County asks Kearny Mesa church attendees to quarantine after COVID-19 outbreakSupervisor Fletcher said the county is trying to find a balance between respecting freedom of religion and also keeping the community safe.“We do recognize the first amendment role and I recognize the important role faith plays in our lives and in our community, particularly in a time of difficulty, which is why we work so hard to try and make sure that it is available, it just has to be available in a safe way,” he said.Glenn Smith is a Professor of Constitutional Law at California Western School of Law and also teaches at UC San Diego, and said there’s a chance churches could fight restrictions in court, but it depends on the circumstances. A church would have to prove that they were treated differently.“If religions are being treated in a nondiscriminatory fashion, in other words if there’s a general law that establishes how many people can be in a room or what are the conditions, and it happens to have an incidentally impact on religion, that’s not a special problem as long as government has a rational reason for doing that, that’s alright. It’s only when government discriminates against religion that a special level of review called strict scrutiny is required and government has to have a really really good reason for discrimination,” said Smith.He added that the makeup of a court will also impact any future decisions on religious freedom, saying when Justice Ruth Bader Ginsburg was alive, cases regarding religious freedom during the pandemic were found to not be discriminatory, however with the newly appointed Justice Barrett, it’s more likely the Supreme Court would rule in favor of a church. 3009
