LOS ANGELES, March 4 (Xinhua) -- The California Department of Public Health on Friday announced a recall of hazelnuts which might be contaminated by E. coli bacteria.The department said it ordered the recall after seven people fell sick with E. coli bacteria from eating tainted hazelnuts.The seven illnesses include one in Michigan, three in Minnesota and three in Wisconsin, said Dr. Howard Backer, interim director of the department.The hazelnuts were distributed by DeFranco & Sons, a Los Angeles company, said the department.After being notified of the contamination, the company is voluntarily recalling the nuts, the department said.The hazelnuts affected by the recall were sold under the brand names Sunripe, George Packing, Firestone Farms and Northwest Hazelnut and were distributed nationwide from Nov. 2 to Dec. 22, according to the department.The 50-pound bags of hazelnuts and mixed nuts with hazelnuts may have been repacked or sold from bulk containers, the department said, adding people who had bought the hazelnuts should not eat them.Consumers should check with retailers to determine if their nuts are subject to the recall, and if they are, should discard them, the department added.People who develop symptoms after consuming hazelnuts should seek immediate medical attention, the department suggested.E. coli may cause symptoms that include bloody diarrhea, stomach cramps and dehydration. In extreme cases, patients can suffer potentially life-threatening complication known as hemolytic uremic syndrome, which includes kidney failure.Young children and the elderly are the most vulnerable to the risk.

LOS ANGELES, March 5 (Xinhua) -- Law enforcement agencies are now using smart phones to track and arrest graffiti vandals in Los Angeles, a newspaper report said on Saturday.The graffiti-tracking program, spearheaded by the Tracking and Automated Graffiti Removal System, or TAGRS, allows graffiti- cleaning crews equipped with smart phones to photograph the markings and upload them to a Los Angeles Police Department (LAPD) database, the Los Angeles Times said.The photos are used to gather evidence for prosecution and restitution, the paper quoted city officials as saying.Once the graffiti suspects' identities are discovered, the information is added to the TAGRS database and may eventually uncover incidents involving the same suspects, the paper said.The LAPD launched a pilot project in 2009 in Van Nuys near Los Angeles, modeling its version on one run by the Orange County Sheriff's Department, according to the report.The program is now anchored at four LAPD stations, Van Nuys, Hollenbeck, Central and Harbor, said Mayor Antonio Villaraigosa's spokeswoman Casey Hernandez.Los Angeles spends about 10 million dollars a year cleaning up graffiti, Hernandez said.

BEIJING, May 21 (Xinhua) -- China may see increased planting acre of early rice this year, though drought has not been relieved in some areas, said a statement on the website of the Ministry of Agriculture on Saturday.China is expected to plant 88.5 million Mu (5.87 million hectares) of early rice this year, about 1.6 million Mu more than the previous year, thanks to soaring rice prices and policy incentives, the statement said.However, drought continues in Hubei Province, Poyang Lake areas in Jiangxi Province, Dongting Lake areas in Hunan Province and Leizhou Peninsular in Guangdong Province, the statement said.The drought has affected about 3 million Mu of paddies in Hubei in the middle reaches of the Yangtze River, the statement said.The statement urged local agricultural departments to help facilitate paddy management, as strong rains were forecast for southern China from Friday to next Tuesday.The middle and lower reaches of the Yangtze River received about 40 to 60 percent less rain this year than in previous years -- this year being the least amount of rain in the past 50 years, said the State Flood Control and Drought Relief Headquarters.

Addressing an open debate of the UN Security Council on the interdependence between security and development, Li Baodong, China's permanent representative to the UN said the inter-linkages between peace and development are most pronounced in Africa. There will be no world prosperity and stability without peace and development in the region. He called on the international community to provide greater support and more assistance to regional countries, AU and other regional and subregional organizations to maintain African peace and security. Li stressed that security and development are mutually linked and reinforcing. To safeguard peace and promote development, the international community should increase development input and eradicate root causes of conflicts. "Poverty and underdevelopment are the major causes for triggering conflicts and breeding terrorism. The developed countries should further increase its development aid, provide debts relief to developing countries, open up markets, transfer technology and help the developing countries to achieve the Millennium Development Goals as soon as possible." Li said development can be anchored only in an environment free from war and turbulence. The UN and Security Council should vigorously promote peaceful culture, encourage and support peaceful resolutions to disputes through dialogue, consultations and good offices. In addition, greater emphasis should be given to peacebuilding so as to prevent relapse into conflicts. "In post-conflict countries and regions, simultaneous progress should be made in the fields of politics, security and development throughout development and reconstruction process, " said Li.
