Four Michigan teens who pleaded guilty to throwing a rock off a highway overpass that killed a man were sentenced as adults in a Michigan courtroom on Tuesday.They were ages 15 to 17 when they threw rocks onto I-75 in October 2017 in Genesee County. They called it "overpassing." A six-pound rock went through the windshield of 32-year-old Kenneth White's car as he was driving, killing him. The teens were initially charged with charged with second-degree murder but pleaded guilty to a reduced charge of manslaughter. Their defense attorneys outside of court called the sentence emotional and political.The mother of the victim, Teresa Simpson, applauded the sentence in court and later said her son, “gets the justice he deserves. He’s happy now. He can rest.”The case pointed to the fifth teen, Kyle Anger, who was 18 at the time of the incident, as the one who planned the prank. He loaded up his pickup with rocks and threw the rock that killed White. He pleaded guilty to second-degree murder and faces several more years in prison when he is sentenced at a later date.Leyton said he didn't think the boys intended to kill anyone when they threw the rocks."I don't think they said, 'OK, we're going to kill Kenneth White when he comes hurtling down the road," Leyton said. "But I do think they said, 'We are going to throw a rock down at the next car that goes by and try to hit it.'"The four teens sentenced Tuesday could be out of prison sometime in 2020. Getting from here to there is becoming increasingly more sustainable, in part, by electric cars.“All the cars are getting electrified,” Don Hillebrand, with the Advanced Powertrain Research Facility at Argonne National Labs in Illinois, said. “The minivan and the middle of the road sort of cars and the trucks.”By 2040, more than half of new car sales and a third of all cars on the road across the world are projected to be electric, according to Bloomberg.com.But it raises an important question.“What do you do with these batteries at the end of their life?” Linda Gaines said. Gaines is the chief scientist for Recell Center of Advanced Battery Recycling.“For a long time a lot of us looked at electrification sort of as hype,” Hillebrand explained.Hillebrand works at Argonne National Labs in the energy systems division, focusing on optimizing how energy is used. He sees one big problem in the creation of electric car batteries. “There are not enough fundamental elements that go into batteries for us to make all the batteries we need forever and throw them away when we’re done,” he said.Meaning these elements need to be reused. “The early batteries from 10 years ago are hitting the end of their life,” he said.The global stockpile of these batteries is expected to exceed 3.4 million by 2035, compared to 55,000 in 3018, according to the Institute for Energy Research. Once the battery loses 20 to 30 percent of its capacity, the available driving range gets shorter, so some companies are using them for other purposes.Florida Power and Light is using them for power storage, and Nissan is reusing old Leaf batteries to power Japanese street lights.These companies are repurposing, but researchers think another fix could come in the development stage.“After 10, 15 years, those batteries are going to reach the end of life and we have to do something with them,” Venkat Srinivasan, a battery scientist at Argonne National Labs, said. “We think there are ways in which we can make these batteries last more than 20 years.”And that’s exactly what’s being done inside this facility. The lab he works in is looking into ways to make batteries last longer. But for now, the main focus is on giving them a second life by recycling.“The biggest challenge today in recycling batteries is they’re not economic,” Venkat said.That's where the Recell Battery recycling center and other recycling businesses come into play.“If you can recover the materials in the battery in a usable form,” Linda Gaines explained. “You can actually recover valuable product.” This includes cobalt and other elements. In the generation 1 Chevy Volt there are 288 pouch cells in one battery.Cars have become the biggest user of lithium ion batteries -- even more than consumer electronics, the Institute for Energy Research said.While Recell is looking into ways to make the recycling process more beneficial and profitable, Larry Reaugh with American Manganese, Inc. is doing something similar. “That’s where we come in, we want the battery packs,” Reaugh said. In pieces, mostly, according to Towson University associate clinical professor Dana Kollmann: Fragments of bone and enamel, rusted buttons and zippers, the rubber sole of a rotten shoe. Kollmann, a group of her criminal justice students and dozens of other volunteers spent the afternoon waving metal detectors and sifting through the topsoil at Kincaid Lake Park in search of these small tokens of 17-year-old Randy Sellers’s existence. Some were fresh off conversations with his family, where his parents passed around a picture of the smiling, dark-haired teenager and cried.“Not one of these students out here is getting a college credit,” Kollmann said. “They’re getting nothing but experience for this. They’re out here because they want to be here. They want to find Randy Sellers.”Sellers disappeared Aug. 16, 1980, according to police. Officers found him drinking at the Kenton County Fairgrounds that day and gave him a ride most of the way home. He vanished between there and the front door. Jack Isles, who identified himself Monday as a friend of Sellers's and claimed to have also been at the fairgrounds that day, said he often thought back to that night and regretted not driving Sellers home himself."I wish I could have told him to come on home," he said. "Let him go with me. I wish he was here, God-honest truth with you."Fourteen years later, serial murderer Donald Evans would confess to killing Sellers and burying his body at Kincaid Lake State Park — a killing in line with his self-described modus operandi, which involved preying on people at rest areas and parks. He drew a map leading investigators to the burial site.When they arrived and dug, however, they found nothing. The map was a lie or the work of a bad memory.It would take another three decades, Kenton County police Capt. Alan Johnson said Monday, for them to realize they might have misinterpreted Evans's drawing. “The park ranger here reviewed the case not too long ago,” he said. “They determined there was a possibility that the suspect may have held the map upside down.”Monday’s search was based on a new interpretation of the map, which Johnson hopes will finally unearth Sellers’s remains and allow his parents the relief for which they’ve waited most of their lives.“Any lead we get, it’s our obligation to investigate it to the fullest to bring closure to the family,” he said, adding later: “We’ve stayed in close contact (with his parents) through the whole process. For U.S. Border Patrol agents who guard the area between the U.S. and the part of Mexico just south of San Diego, seeing people trying to cross the border illegally isn't uncommon."That's a daily occurrence," says Jeff Stephenson, a patrol agent. Border Patrol agents like Stephenson are tasked with protecting 60 linear miles between the two countries and 930 miles of coastline. This year, the U.S. government added 14 miles of a primary wall that stands 18-feet high. Next year, Stephenson says a 30-foot-tall secondary wall that will stand behind the primary wall it will be completed. "It gives our agents more time, because it's a much more significant challenge," Stephenson says. "This can’t be scaled the way the old primary fence could."The new bollard walls replace a system Stephenson says was easy for people to climb over. The primary wall used to be an 8 to 10-foot steel wall made from Vietnam War-era landing mats. The secondary fence was made of steel mesh. "That worked pretty well for a while," Stephenson says. "With the development of power tools and cordless power tools, smugglers could come over the primary fence and hit the secondary fence and cut through it and be gone in two minutes or less."Starting in 2015, Stephenson says agents in San Diego started to see an increase in people crossing the border illegally coming from places other than Mexico."That presents a significant challenge, because the processing of those people and as far as a government wide approach is a much more significant challenge with more time involved and more work that goes into managing someone from another country," Stephenson says. "If someone is from Mexico, it's a lot easier to bring them back to Mexico." Stephenson says the situation along this border is a crisis."When we see the large influx of people crossing the border illegally and as Border Patrol, we have no choice but to manage and deal with that," Stephenson says. He says managing the number of people attempting to come into the U.S. is overwhelming. "We simply don't have and haven't had the resources to manage that sheer number of people, not to mention we're tasked with protecting a border, enforcing the immigration laws between the ports of entry, but then we have all these sorts of people," Stephenson says. "We're supposed to house them, feed them, and continue them down the train and set them up for their cases and process them, and we've struggled to deal with the sheer number of people, so it's absolutely a crisis."As immigration continues to be a huge topic nationwide, Stephenson says people should know how important it is to protect the hundreds of miles that separate Mexico and the United States. "When you don't have border security, you're leaving yourself exposed,” he says. “You're open to anybody and anything that may want to enter the country that may do harm do us harm.”As crews continue to build miles of border fencing, Stephenson says it's only a piece to helping agents do their job. "Putting something as ‘the answer,’ that's not a realistic thing. You're going to face different challenges as time goes on, but this helps us on the front lines for Border Patrol agents and the work we do,” he says. “When you're talking about larger immigration and everything, that's for the politicians to decide. That's for them to figure out it. Our job is to secure the border and to enforce immigration laws and that’s what this helps us do, plain and simple." 3482
