SAN DIEGO (KGTV) — The Comic-Con Museum plans to open to the public next summer, revealing a new look at the museum space designed to provide a year-round SDCC experience.The former San Diego Hall of Champions is still undergoing work to transform its interior into a dedicated space for art, pop culture, and interactive experiences. When finished, the museum plans to have a 25,000-square-feet of space for exhibits, more than 6,000-square-feet of classroom space for hands-on enrichment, and a 4K video theater and presentation space.The museum says it will also host a year-round schedule of programs and exhibits, like Comic-Con panels, creator meet-and-greets, experiential cinema, watch parties, eSports, cosplay shows, and more.A cafe featuring items themed off of current exhibits and programs is also planned. SAN DIEGO (KGTV) - The eight-legged population is overrunning parts of Balboa Park a bit earlier than usual this year.Spider season is in full bloom in San Diego. From Rancho Penasquitos to downtown, people say they are finding webs just about everywhere including hiking trailsOne person wrote on a local Reddit thread they stopped hiking because there were so many webs.Chris Conlan works with San Diego County Vector Control and says there's nothing on usual with what folks are seeing.“They hatch out in the spring and they’re small and make very small webs,” said Conlan. "But as they begin to grow over the course of the summer and beginning of fall where we are right now, they’re much larger they tend to spin bigger webs and those are they kind of webs people walk into freak out and do the spider dance."Conlan says the webs people are bumping into on trails are likely orb weavers’. They are poisonous, but their venom is not toxic to humans like other spiders.“It’s really just the black and the brown widow that people need to worry about and they tend to spin more out of the way webs in corners and dark places," said Conlan. "They’re not the type of web you’re just going to go walking through."Conlan’s advice for folks’ encountering spider’s homes is as good anyone’s.“Carry a stick in front of you,” said Conlan with a laugh. SAN DIEGO (KGTV) - The City of San Diego said Friday Lime Bike, Bird, Skip Scooters and Lyft had violated its terms of operation in regards to geofencing and other scooter operating restrictions. Geofencing forces riders to slow down to 8 miles per hour in busy areas “like Balboa Park and our boardwalks,” San Diego Mayor Kevin Faulconer wrote on Twitter. Bird had violations in nine different San Diego locations on July 13 and 14. Lyft and Lime Bike had violations in seven areas during that time, city officials said. SAN DIEGO (KGTV) - Tempers flared at a meeting of the Community Review Board On Police Practices Tuesday night. Dozens spoke out against the San Diego Police Department’s chokehold policy. Members of the Racial Justice Coalition wants to ban the practice, saying it’s excessive force and potentially deadly.  San Diego’s new police Chief David Nisleit called the comments at the meeting “passionate.” He said he heard them loud and clear but had questions about the doing away with the chokehold as some law enforcement agencies around the country have done.“Anytime you take a use of force tactic away from an officer, they generally have to go a higher level,” Nisleit said. “So my concern on that, and why I’m hitting pause to take a hard look at this, is I want to make sure that if we continue or discontinue, it's for the very right reasons. I want to look at the LAPD and the Chicago Police Department and their information on what has happened prior to and more importantly, what has happened afterward to see if more higher level of force had to be used.”The chokehold is expected to come to the review board again at their May meeting. 1163

James "Stew" Stewart's comments went viral June 2 and drew a firestorm of calls for his resignation and threats of protests. Stewart made the racist remark in a reply to a constituent "concerned about our police officers and their sensitivity training.""As you know the City of Temecula does not have its own Police Department," Stewart said in his email. "We contract with Riverside County Sheriff's Department.""And I don't believe there's ever been a good person of color killed by a police officer," said Stewart.Stewart posted a copy of the email on his own Facebook page explaining that he is dyslexic and uses voice text, and that he published the note without proofreading what was recorded."I may not be the best writer and I sometimes misspeak, but I am not racist. I deeply regret this mistake and I own it, entirely. I am truly sorry," Stewart said in his resignation letter posted on Facebook late Thursday night.Stewart's comments brought tension to the small tourist destination city during a time in which the nation is seeing daily demonstrations and protests against police killings and racism. A Change.Org petition has started circulating demanding that city officials acknowledge that "systemic racism and police brutality exist in Temecula and the need for reform and consequence."Temecula, a city of about 115,000 residents in Riverside County, is located about 85 miles north of San Diego.
