SAN DIEGO (KGTV) - Family grieved the loss of a father, mother and daughter after a raging fire at their Logan Heights home in October.Thursday evening Aunt Rosa Cortes explained how the two surviving children, Wendy, 23, and Angel, 16, were faring. She described areas of Wendy's back and shoulder healing from the burns, saying her skin is getting it's color back.She said her niece and nephew are having a hard time sleeping, saying in Spanish, "every noise, every sound scares them."The fire ignited October 13th, around 4:30 a.m.. Neighbors woke up to screams. Ultimately the father, Jose Antonio Romero Mayo, 44, Daughter Iris, 21, and mother, Nicolasa Mayo-Cortes, 46, died from their injuries.Aunt Rosa said Jose was her favorite brother. She called him her protector.Now she's protecting his two surviving children, saying they can continue staying with her as long as they need.Thursday the family reunited inside Faith on 54th in Oak Park.Cortes said the caskets remained closed and she didn't want to remember them the way they died.Her nephew, Wilber Romero, 26, was arrested on Arson and Homicide charges.She said Wendy and Angel haven't been told about their brother's possible involvement, instead waiting for them to heal before asking questions.Cortes said they need help, psychologically and monetarily to move forward. The family has set up a GoFundMe page.Friday a funeral will be held for the victims in National City. 1449

SAN DIEGO (KGTV) — Despite a concerted effort to repair San Diego's crumbling sidewalks, a new report by city staff details the vast number of areas in desperate need of repair, as well as the skyrocketing cost to get them fixed."We're repairing more now than we ever have, but it continues to be a source of frustration," City Council member Mark Kersey told 10News in an interview Wednesday ahead of a City Council meeting on the matter.The new data shows that crews have repaired or replaced more than 27,000 sidewalks since the last major assessment was completed in 2015. However, more than 81,000 sidewalks still need attention. And while an estimate in 2016 put the costs to complete the work at million, that number has now jumped to to 100 million."The way it's set up right now is the sidewalk is the property owner's responsibility," Kersey explained. "They own it and they're supposed to maintain it. But because it's in the public's right of way, if someone trips and falls and hurts themselves, the city is the first one to get sued."Kersey says the repair process is far more complex and time-consuming than simply seeing a problem area and fixing it. Much of this stems from trying to prod property owners into making the repairs. However, Kersey says the costs of getting the right permits can be prohibitive, even sometimes matching the actual cost of the work. There is a city program which offers to bypass permitting and have the city do the work for half of the cost, though only a few dozen repairs are processed through the program each year.Another concern is mounting legal costs. On top of the cost of the actual repairs, the city has spent millions of dollars settling lawsuits stemming from dangerous sidewalks. "I would much rather put those millions of dollars into fixing the problem than paying out legal bills," said Kersey. 1874

  

SAN DIEGO (KGTV) - For months San Diego bee removal companies have been swarmed with calls to remove hives, but where is best to relocate them?One Encinitas company has a solution, hooking up property owners who want bees with beekeepers."When your house gets invaded by bees, instead of spraying them with poison we take them out alive and chemical-free and find good homes for them," said James Mcdonald, founder of the Encinitas Bee Company.Mcdonald will relocate hives to homes or businesses interested in hosting a hive; then a local beekeeper will tend to them."Hundreds of potential beekeepers living in apartments would love to keep bees, but they have no land," said Mcdonald. The Host a Hive program is free for property owners, and they get to keep any honey produced. Mcdonald said he shared a post on Nextdoor about the program and was flooded with messages from people wanting to host a hive. He currently has several bee hives at home that he'd like to relocate. "I'm bursting at the seam and really need people and beekeepers that are willing to help me," said Mcdonald. SAN DIEGO (KGTV) — For the first time Tuesday, 12-year-old Kiera Latulippe faced the man who killed her entire family in a drunk driving crash. The Valley Center girl was in the car with her family headed to the Austin, Texas, airport after vacation when the drunk driver hit their car head-on. Her father, Scott; mother, Nancy, and 14-year-old brother, Jackson, all died. Kiera was the only one to survive. On Friday, Guy Brasted was sentenced to 18 years in prison. After the sentencing, Kiera and her uncle and legal guardian, Mark Latulippe, took the stand with an emotional message for Brasted. "It made me miss out on so much, like daddy daughter dances," Kiera said, listing the things she can't do now that her family has been ripped away from her. RELATED: Valley Center remembers family killed in DUI crashOn Tuesday, after the pair returned from the sentencing in Texas, Latulippe told 10News, "it was extremely emotional for her having to look at this again and place herself in that car again." Brasted had a blood alcohol level more than double the legal limit at the time of the crash."My brother, Jackson, and I had something I can never have with someone else, and it kills me to know I will never have that feeling with anyone else. Everyday I think about him," Kiera said.Since the accident happened two years ago, Latulippe has taken his niece into his own care."I can't replace, I'm a fill-in parent for someone who has tragically had everything robbed from her in one moment," Latulippe says.Latulippe is a CHP officer for California Highway Patrol. He says he now shares his story to prevent drunk drivers from getting behind the wheel, not only as an officer but now, as a victim. 1713
