The day began with an enlistment ceremony. A Japanese-American World War II veteran read the oath of enlistment to the Army’s newest recruits. The celebration marks the first event of its kind aboard the Midway. SAN DIEGO (KGTV) — The discovery of suspicious packages near a downtown San Diego building prompted evacuations, but the boxes were later determined to be harmless.Authorities were called an area near the intersection of 6th Avenue and B Street at around 8:30 a.m. after several white boxes were found and deemed suspicious.The WeWork building through the 13th floor was evacuated and traffic lanes were closed in a nearby area due to the investigation. San Diego Union-Tribune staff members, who occupy space in the building, were forced to evacuate, 10News learned."We’ve seen some different tragedies in newsrooms around the country so I don’t think this is 100% a surprise for any newsroom to face something like this. She said she noticed the packages at 6am when she opened her stand. She thought nothing of them until she was suddenly forced to close her shop.“I had some people in line. It was a really busy time, so it wasn’t a good time to leave," Otis said. At 8:15 am, a passerby had flagged down Lt. Kevin Wadham, saying this cannot be a coincidence. Hours earlier, news of the Secret Service intercepting suspicious packages addressed to Former First Lady Hillary Clinton, President Obama, and CNN broke. The boxes in San Diego were at the SanDiego Union-Tribune headquarters, Senator Kamala Harris’ office, and other businesses.“Out of an abundance of caution, this building at 6th and B was evacuated, and all the neighboring businesses," Lt. Kevin Wadhams said. San Diego Police immediately called their Bomb Unit. They X-Rayed the boxes and found they contained nothing suspicious. The contents were a shoe, a football, an empty bag of chips, two children’s books, and a hat. An hour later, and after a whirlwind of emotions, Otis was able to re-open her shop.“It was kind of scary. I’ve been here for 15 years. And nothing like that has ever happened," Otis said.Following an inspection by a bomb squad, evacuation order was lifted.None of the packages were addressed to anyone specific or implied a threat. The packages were not sealed and also had a mixture of writing on them. Surveillance video showed an unknown person placing the packages at the location at about 1:45 a.m., according to San Diego Police. Police added that the area is frequented by transients at night.SDPD, ATF, and FBI officials were all taking part in the investigation.10News spoke to Threat Assessment Professional, Wendy Patrick. She said the FBI investigators are now focusing on profiling the senders.“What do the targets have in common? This case appears to be political ideology. But is it more than that" Patrick said. These acts of terror can be inspired by a variety of things, Patrick said. It could be a stab at a political party, a news organizations, or a personal vendetta or grievance. While this morning’s incident at the San Diego Union-Tribune headquarters turned out to be non-threatening, Patrick said the heavy police presence and bomb squad response were appropriate."We want to make sure that we never let our guard down and we take every report as serious as we can," Patrick said. Unlike political figures, regular citizens do not have the luxury of having the secret service monitoring our mail. So Patrick said it is essential that we be extra vigilant, especially during the season of giving. “Even rudimentary bombs can explode in your face," Patrick said. "Unfamiliar packages should be treated with caution. Is there a return address and is it a name you don’t recognize? SAN DIEGO (KGTV) -- Surveillance video shows a couple at a Kearny Mesa home, targeting an American flag.John Dodds bought his flag two years ago and displayed it with a light outside his home on Atlas Street."My father was a Navy veteran, my brother was very patriotic and instilled it within me," Dodds said. "I want everyone to know how much I appreciate this country and what the veterans of this country do for us."A flag typically flies in front of Dodd's home 365 days a year. On Thursday morning, Dodds walked outside and saw the empty flag holder, before reviewing his surveillance video.Around 8:30 p.m. Wednesday night, two people with backpacks - bandanas on their faces -  walked by. One of them walked up to his porch and yanked out the flag before she took off. Dodds posted the video on the Nextdoor app in hopes of tracking down those thieves - and his flag.        "Maybe it was a big joke to them, but I don't think they know how seriously most of us take the flag of the United States of America," he said. Dodds plans on getting another flag but is still holding out hope for it to be returned. SAN DIEGO (KGTV) — The deadline to register to vote in the upcoming election is this Monday, Oct. 19, but unlike most states, California offers a backup option for people who miss the deadline.It’s called conditional voter registration or same-day voter registration, a process that allows California voters to register in person through the last day to vote on Nov. 3. Voters who register conditionally must cast a provisional ballot, which takes longer to verify and appear in the final tally.In the November 2018 midterm election, 2,353 voters used the conditional registration process, according to the San Diego County Registrar of Voters Office.Starting Oct. 20, voters in San Diego County can register conditionally by visiting the Registrar’s Office in Kearny Mesa at 5600 Overland Avenue.“They would register, and then go over and receive their ballot and vote that same day,” said Registrar Michael Vu.Beginning Oct. 31, polling places will open, and voters can register conditionally and cast a ballot there. However, you will want to go to the polling place assigned to your address, which you can find at sdvote.com.Voters who go to the wrong polling place will be allowed to vote for certain offices, like president, but they could have selections for local offices like city council invalidated if the polling place is located in a different district.California started allowing conditional or same-day registration in 2017. It is one of 21 states to allow the practice.Individuals seeking to register conditionally must provide their driver’s license number or the last four digits of their Social Security number to prove they’re eligible, along with their address and other information.Voters do not need to show ID or proof of residency, except in rare circumstances.Once conditionally registered, the voter will be given a provisional ballot. A provisional ballot is just a ballot that’s placed in an extra envelope with a little more information from the voter so election workers do an added layer of verification before the ballot is counted. That takes time.“Generally they are counted last,” Vu said.There are other instances when voters might have to cast a provisional ballot: like if you’re registered but go to the wrong polling place, or if you want to vote in person and forget to bring your mail-in ballot to surrender.
