SAN DIEGO, Calif. (KGTV) - A third gender option will be available for California drivers licenses and ID’s starting in 2019. The law, SB 179, was signed by Governor Jerry Brown in October. It will allow people to apply for a ‘non-binary’ gender marker if they do not identify as either male or female. “For me, it was surprising to see this change,” said Al Johnson, a transgender activist and member of Trans Family Support Services. Johnson is non-binary and uses pronouns they/them. But with that surprise, came excitement. “Not only does it mean we’re being recognized by society and the people around us but were also being recognized by government entities as valid and real people,” they said. Johnson says they know people who plan on changing their gender to non-binary, but so far, they have not decided to do it on their own license. “I’ve definitely considered it, but in the end I don’t think I’m going to,” they said. “I just came out to my parents and in my personal life I’m trying to navigate that.” The DMV’s website is encouraging those who want to apply for the change to schedule an appointment as early as January 2, 2019. 1154

San Diego State University's planned Mission Valley campus will generate more than 45,000 daily vehicle trips once its built out, according to a new draft environmental impact report.In November, San Diego voters approved a plan for SDSU to turn the SDCCU Stadium site into a Mission Valley campus. It will allow the university to grow from its current enrollment of 36,000 to more than 50,000. "It's great, it's allowing more students to come in and get their education started," said Tyler Ollison, who just transferred to SDSU. The university is planning more than just a campus in Mission Valley. It also is proposing a 35,000 seat stadium, 4,600 residential units, 400 hotel rooms, and 95,000 square-feet of retail, restaurants, and a grocery story. Plus, the university plans to build 1.4 million square feet of campus office and lab space, and 100 thousand square feet of medical office space.Its new draft environmental impact report says the project will ultimately generate 45,174 new daily trips to and from the campus, in already bustling Mission Valley. "Our project proposes a number of signal re-timings, and expansions of turn lanes, and a number of entrances and exits throughout the site," said Gina Jacobs, SDSU's vice president for the development. Jacobs added the project calls for a new road from Fenton Parkway into the campus. The draft EIR also studies alternate forms of transportation, including how the on-site trolley stop can figure in. The project completion is expected in 2037. Meanwhile, the new stadium is expected to open in 2022. SDSU is now taking feedback on its draft EIR, which can be viewed here. SAN DIEGO, Calif (KGTV) - New recommendations aim to help the thousands of teenagers living with depression who are suffering in silence. The American Academy of Pediatrics released new guidelines for primary care doctors to screen young people. They say 2 out of 3 depressed teens are not being identified by their doctors and not getting the care they need. One survey doctors can give to patients is just two questions, another is nine. The purpose is not to establish a final diagnosis but rather screen for depression in a "first step" approach. San Diego Pediatrician Jaime Friedman believes it's a positive step to help young people and that it will be fairly easy to incorporate into visits. She will soon be using tablets on which parents and teens can answer questions related to their visit, they'll also be able to conduct the depression screening on them. Doctors are also being advised to talk to families about safety plans, removing lethal medications or guns from the home to prevent suicide. The AAP recommends young people get screened at least once a year starting at age 12.  1144

(KGTV) -- If there’s a dangerous situation unfolding in San Diego the odds are crews with the San Diego Fire-Rescue Department are on-scene.Team 10 discovered the number of responses crews make across the City of San Diego are up by tens of thousands from just a few years ago."What used to be a busy station, looking at nine to 10 calls a day, now that's an average station,” said Chris Webber assistant chief over emergency operations. “A busy station is 15, 17, or more calls in a day.”Webber’s been with the department for more than two decades."The things that have changed, the complexity of the calls the quantity of calls and the technical expertise that it takes to manage the calls,” he said.With San Diego's booming downtown area, Team 10 wanted to know just how busy emergency crews are.Team 10 looked at the number of San Diego Fire-Rescue department's responses dating back to 2014.Across the city, responses are up by thousands.In 2014 the numbers showed 153,110 responses across the city. In 2018 that number was up to 175,147. Total responses are down from 2017, but still show a significant increase from just a few years ago.According to the numbers, the stations with the most responses are in the downtown, Lincoln Park and Valencia Park areas. Although, fire crew members say you can’t discount the number of responses made in the South Bay and Center City areas.“EMS calls are the biggest load,” Webber said. “We're running 82 to 85 percent of the calls are EMS."Here's the proof, station four which serves the East Village and its surrounding areas had more than 6,000 responses for medical calls last year. 1657

SAN FRANCISCO (AP) — Google is restarting a practice in which human contractors listen to and transcribe some voice commands people give to the company's artificial intelligence system, Assistant. But this time Google is taking steps to make sure people know what they are agreeing to.The company suspended its transcription practices after more than 1,000 Dutch-language recordings were leaked to the media in Belgium this summer. Google required users to opt-in to the service before audio transcriptions were recorded, but critics have said people didn't fully understand they were agreeing to allow human transcribers to listen in because the company's language was unclear.Amazon, Microsoft, Apple and Facebook have all used similar practices. The companies say it helps make their AI systems more accurate.Now Google will require users to agree again to voice transcription and make it clear human transcribers might listen to recordings. People don't have to opt-in to the service, but certain Assistant features won't be available if they don't.The company also said it will delete most recordings after a few months, and people can review their recordings and delete them manually at any time. 1210
