(KGTV) - Legislation needed to advance the Chula Vista Bayfront Project was signed Friday by Governor Jerry Brown.Assembly Bill 2646 authorizes the transfer of a 97-acre parcel of land in Chula Vista to the San Diego Unified Port District. CHULA VISTA, Calif., (KGTV) -- Following in the footsteps of neighboring San Diego, the City of Chula Vista launched a one-year e-scooter pilot program Sunday. Lime representatives held a "first ride" event at Discovery Park, introducing Chula Vista residents to the scooters. The event included safety training and an obstacle course where participants could practice using the scooters to get a free helmet.The city says the pilot program will allow Lime to stage 500 e-scooters at popular locations across Chula Vista for the first month. If all goes well, Lime can add 200 e-scooters every month after that.Some love the convenience. Others say they have seen too many problems in San Diego to support them. "They need to have parking areas for these things and designated legislation for helmets if they're going to have these things out there," said Daryll Coleman, a 12-year resident of Chula Vista. "That's my opinion. Should they be out here? I don't think so." This comes just two months after the City of San Diego notified Lime that it was revoking the scooter company's operating permit. (KGTV) -- Police arrested a 33-year-old transient in connection with a series of fires set in a river bottom area of Chula Vista since early summer.Chula Vista police said Alejandro Gonzalez was taken into custody Sunday after officers responded to a reported brush fire near the 1700 block of Fourth Avenue.According to police, Gonzalez was spotted by officers “walking quickly away from the scene of the fire.” Officers made contact with him and during questioning they found Gonzalez “in possession of several lighters.”Gonzalez was described as a transient known to frequent Chula Vista’s river bottom area.In a news release, police said: “During questioning by officers, Gonzalez admitted to intentionally setting several brush fires in the river bottom area over the past 5 months. Gonzalez claimed he was setting the fires due to hearing voices. CHULA VISTA (KGTV) – A Chula Vista man says he could have been seriously hurt by a razor blade attached to the handlebar of a shopping cart.Jason Rodriguez says he was with his wife and young daughter, shopping at the Walmart on Eastlake Parkway Wednesday morning.“Normally we put her in the shopping cart, but I’m glad we didn’t this time,” Rodriguez said.Rodriguez discovered the blade when he went to wipe down the cart handle.  It was attached by magnets to the bottom of the handlebar.“I could have been cut. I could have caught a disease of some sort,” Rodriguez said. “There are crazy people out there who do dumb things for who knows what reason.”Rodriguez says he alerted store management to the incident. He added that he doesn’t blame Walmart because whoever hid the blade could have just as easily put it on other store’s carts.However, he hopes that stores and people will be more vigilant going forward.Walmart gave 10News the following statement: 979
