A court has upheld the life imprisonment sentence handed down to the former secretary of Shanghai's sacked Party chief Chen Liangyu, Caijing magazine said on its website on Friday.The Jilin Provincial High People's Court rejected the appeal of 43-year-old Qin Yu despite his insistence he deserved a lesser sentence.Qin argued that as well as freely confessing his involvement in the 3.7 billion yuan (2 million) social security fund embezzlement scandal, he provided a lot of information to aid the investigation, which toppled his boss Chen Liangyu.The high court, however, was unconvinced, and on Thursday upheld the life sentence verdict reached by the Changchun Intermediate People' Court on September 25 this year, the report said.Before becoming Chen's secretary in 1995, Qin worked as a university professor.He was made head of the Baoshan district government shortly before the investigation into the social security fund scandal officially began in July 2006.At his first trial, Qin was found guilty of taking bribes totaling 6.8 million yuan from Zhang Rongkun, the former chairman of the Feidian Investment Company.Zhang was the first person to be arrested in the scandal, which was exposed more than a year ago.It later brought down several high-ranking officials including the former Shanghai Party chief, Chen.He is the highest-ranking Party official to be axed in more than a decade.Zhang's case is still pending.Meanwhile, in an unrelated case, on Thursday, Wang Chengming, the former chairman of Shanghai Electric Group Co and former president of Shanghai SVA (Group) Co Ltd, was given the death penalty with a reprieve for his involvement in collective embezzlement and taking bribes.While he was president of Shanghai SVA, Wang and two other senior business executives, Yan Jinbao and Lu Tianming, pocketed more than 300 million yuan from illegal land transfer deals in Shanghai, a statement by the Changchun Intermediate People's Court said.Yan was sentenced to life imprisonment and Lu was given 15 years, the Caijing website said.Xinhua contributed to the story

SHENZHEN: Companies in the Pearl River Delta area, the country's manufacturing powerhouse, are raising wages to attract migrant workers amid fears of a worsening labor shortage, a survey has shown.The survey was conducted by the service center of Guangzhou human resources markets, which looked at 252 companies with at least 200 employees each.The poll found out that the average monthly salary offered to new staff was up 13 percent from last year at 1,160 yuan (2).The survey also showed that nearly 70 percent of the companies said they will hire new employees this year, up 20 percent from the same period of last year.Still, the number of job-hunters has decreased and are said to be more picky, the Guangzhou Daily reported.The first job fair in Guangzhou after the Spring Festival break on Friday reportedly offered about 7,000 vacancies, but attracted only 4,000 job-seekers.Figures from the Guangzhou labor authority showed that sectors such as the textile, toy-making, construction, catering, electronics and service industries were top of the list for workers.It was particularly difficult for the textile and toy-making industries to hire workers since such companies could offer an average monthly salary of just 960 yuan, far below what is available across the board, the labor authority said.The situation was said to be similar in other cities in the Pearl River Delta region, such as Shenzhen and Dongguan, which has seen industrial restructuring and experienced the impact of the new labor law, researchers said.However, research by the Asian Footwear Association showed that close to 1,000 shoemaking factories closed or moved out of the Pearl River Delta region last year, with 25 percent setting up in Southeast Asian countries, 50 percent in other mainland cities and about 25 percent adopting a wait-and-see approach."The industrial repositioning of the Pearl River Delta region has forced some of the companies in the region, especially those with less competitive edge in the market, to close or move out," Ding Li, a researcher with Guangdong Academy of Social Sciences, said."The flow of migrant labor has been a clear indication of that."The appreciation of the yuan, raw material price hikes and adjustment of export policies have also seen many private firms and companies funded by businesses from Hong Kong, Macao and Taiwan slowing down demand for migrant workers, the Guangdong labor authority said.

"China has become an active participant and constructor of the organization."The increase in China's financial contribution and its fulfilment of the promises show that it's willing to shoulder more international responsibility, he said.The UN's financial condition has deteriorated this year because of the rise in unpaid contributions."A sound financial condition is most important for the UN to perform its functions as the most important world body," Wu said, urging all member states to honor their financial obligations in time.

This is also the second-highest average temperature since 1951 and only 0.3 degrees lower than last August's average of 21.9 C, said Zhu Qiwen, deputy chief of the disaster forecasting and relief department of the CMA.Northwest China's Qinghai Province was hit by its worst heatwave since 1951, with high temperatures also roasting Beijing, Gansu, Tibet and Inner Mongolia.CMA head Zheng Guoguang said the country has been more frequently hit by extreme weather conditions this year.The conditions match predictions in a weather forecast report jointly published by the CMA, the Ministry of Science and Technology and the Chinese Academy of Sciences.It says that China's average temperature rose by 0.5 to 0.8 degrees in the 20th century. And the extreme weather's frequency and intensity are all under dramatic change.The CMA's list of extreme weather events includes heavy rains and floods in East China's Shandong Province and Northwest China's Xinjiang Uygur Autonomous Region where rainfall increased 50 per cent. The severe flooding also triggered landslides, which resulted in 89 deaths in Southwest China's Yunnan Province.Further north and west, Inner Mongolia Autonomous Region, Shaanxi Province and Chongqing Municipality suffered from ongoing droughts.Other events include lightning strikes that killed 109 and wounded another 43 last month. More than 588,000 people were forced to evacuate their homes in Central China's Hunan Province in the wake of Typhoon Sepat, which has left two people dead and seven missing in the province. 

  

HANGZHOU - Nineteen people are missing with only one rescued after a Liberian ship collided with a fishing boat in the East China Sea on Saturday night, said the Zhejiang Maritime Affairs Bureau on Sunday.A spokesman with the bureau said that the Liberian ship, "Formosa 10", collided with the fishing boat about 11:40 pm in the sea off the eastern Zhejiang Province, on its way from Taiwan to the Republic of Korea.The fishing boat, with 20 people on board, capsized."Most of the missing people are local fishermen and the others are from the neighboring provinces," said the spokesman.The provincial search and rescue center sent more than ten searching boats to the scene immediately and a helicopter arrived to assist in the operation around 6:45 am on Sunday.More than 20 fishing boats also participated in the rescue work."The visibility at the sea is favorable but the temperature of the sea water is very low. Usually, it's hard for people to survive more than 12 hours in such cold water," rescuers said.
