NPC International, which operates 1,136 Pizza Hut restaurants and 386 Wendy’s locations announced Wednesday it is filing for Chapter 11 bankruptcy.The company said that it plans to keep its combined nearly 1,500 restaurants open during bankruptcy proceedings. NPC International has a total of approximately 7,500 full-time employees and approximately 28,500 part-time employees spread through 30 states and Washington, DC.NPC International said that labor costs, increased expenses for supplies and the uncertainty due to the COVID-19 outbreak contributed to the company’s downturn.“These challenges have been magnified recently by the impact and uncertainty of COVID-19, and we believe it is necessary to take proactive steps to strengthen our capital structure, so we have the financial flexibility to continue to adapt to current industry trends,” said Jon Weber, CEO & President of NPC’s Pizza Hut division. “We also intend to use this process to continue to evaluate and optimize our restaurant portfolio so that we are best positioned to meet the needs of consumers across the country.”The restaurant industry has faced turbulence over the last few months.Just last month, the NPC International added 140 Wendy’s locations to its portfolio of restaurants.NPC International is the largest franchisee of Pizza Hut locations. 1341

On their surface, a lot polls got the 2016 election wrong. As late as October 23, 2016, an ABC News poll had Hillary Clinton leading Donald Trump by 12%.But pollsters say that polls like the one conducted by ABC News do not even tell the whole story.“National polls are very helpful in giving us a sense of who might win the popular vote. In that regard, 2016 polls were relatively accurate,” said Emily Goodman is a principal at EMC Research, a nationwide polling firm.Hilary Clinton won the popular vote by about 2.8 million votes or 2%. In the last week of the election, many polls had tightened to have Clinton winning by about 2 to 5 percent. Goodman says a lot of people don’t understand polls.“One of the most important things to know about polls is that, they’re just a point in time, it’s a snapshot,” she said. There are a few key things you should look for when it comes to polling, the first being you don’t win the presidency by winning the popular vote.“The path to the presidency is by winning 270 Electoral College votes and that is why the state by state polling is incredibly important,” said Goodman. So nationwide polling won’t tell you who will win. Instead, state by state polling is more helpful.There’s also a few other things you should look for if you see a poll on the news, social media or other places.“The first is timeline, when was it conducted? Are you looking at a poll that was very recent, or a poll that was conducted months ago? Who the poll is conducted among. So are you looking at a poll of adults, are you looking at a poll of registered voters, of likely voters, or some other subset of the population? The sample size, that is, how many people were actually included in the poll? That ultimately tells you what the margin of error is. How the poll was conducted, what was the methodology? Was it conducted on telephone and did those phones include landlines and cellphones? Was it conducted online, over text?” Goodman explains. Cellphones, but beyond just having someone just call up a voter on your cellphone, we’re also now including texting, emailing, that includes a link to take a survey online and using a mix of those methodologies really helps get a representative sample of likely voters,”Both pollsters do agree on one thing however, this election will come down to turn out.“A lot of this is really going to come down to turn out,” said Goodman. “This thing has never been a persuasion election, I’ve said that from the beginning, it’s a motivational election. Officer Aja Ellis has patrolled the streets of Illinois for nine years. From Chicago to the suburbs, she decided to settle in a community called Harvey, just south of the city.With every call, she has one mission. "There’s not a lot of trust," said Officer Ellis. "My goal was to try to change the perception."It’s a challenge across the country, but in the city of Harvey, especially, trust between an officer and the community they serve is hard to build."A couple years ago, the department was raided by the FBI. The department was raided by the state police. There’s a history here that we can’t ignore, and we want to show them we aren’t the same old Harvey," said Police Chief Robert M. Collins, Jr. of the City of Harvey Police Department.With the department’s new direction, comes new technology. It's an effort, "to weed the bad ones out so that we’re able to have a police department full of officers that are here willing to come to work for the citizens," said Officer Ellis.The department now has an early-intervention system for officer behavior run by Chicago company Benchmark Analytics. "We’re going to be able to help police departments understand that pattern of behavior and intervene long before you have very problematic incidents," said the company's CEO Ron Huberman, a former officer himself.The program collects all kinds of data on officers. It tracks things like arrests, traffic stops, citizen complaints and training. It also goes beyond those data points; the app also tracks officer overtime, vacation time, officer awards and positive comments, and promotions, in an effort to not only flag the negative, but to track potential for recognition as well.Once this information is compiled, it flags officers who may be at-risk for more serious misconduct in the future."This system will identify if this officer needs to be re-trained, if there needs to be discipline, and unfortunately if that officer needs to be terminated," said Chief Collins.Officer Ellis sees this intervention not only as a chance to change the culture for police, she believes it will help in the community too. "Sometimes, you may get that coworker that you don’t want to work with because maybe their attitude or maybe how they handle things, and you’ll get to a scene and they just blow it up, and I think to look at it from that aspect, it gives us better coworkers," Officer Ellis said.She is hoping community trust will be the biggest gain. "Once they see one bad officer, it's war from there. But if they’re seeing that something’s being done about this bad officer they’ve been complaining about, they’ll say, 'Maybe we can trust them a little bit more,'" said Officer Ellis.The Harvey Police Department has only had the technology for a couple of months, so they have not collected enough data yet to see how their officers are doing. But a police department in North Carolina created their own similar early intervention system several years ago, and the chief there said it's been a big help for officer morale and mental health."A lot of times, they may be going through something others don’t see, but through our early intervention system, we might identify characteristics that allow them to open up to speak about things that are bothering them or they’re going through," said Johnny Jennings, chief of the Charlotte-Mecklenberg Police Department.But experts warn, with all the improvements technology like this can bring, comes limitations."The supervisors—they have to be inclined to use the information because they can ignore it on the system just like if it’s sitting in the drawer," said John Rappaport, a University of Chicago professor of law. "It relies on the people to use the technology correctly and honestly and to want to move the department in the right direction."For Officer Ellis, she knows in the end, it will take more than just the data to reform a department."I think it’s going to take a good while, but I'm willing to stand in the fight to see the change," she said.
