VISTA (CNS) - A homeless man accused of killing a 77-year-old retiree during a burglary at the victim's Oceanside beach house plead not guilty Wednesday at the courthouse in Vista.Carey Lamont Reid Jr., 21, was arrested last Sunday in connection with the slaying of John Roth on Aug. 14.DNA evidence obtained from the crime scene led homicide detectives to identify Reid as the perpetrator, Oceanside Police spokesman Tom Bussey said. WASHINGTON (AP) — Federal officials are outlining new rules that will let operators fly small drones over people and at night. Most drones will need to be equipped with remote identification that can be tracked by law enforcement officials. The final rules announced Monday by the Federal Aviation Administration could boost the commercial use of drones, which has been slowed by regulatory hurdles. UPS, Amazon.com, and Google parent Alphabet are among many companies exploring the potential for making deliveries to consumers with drones.“These final rules carefully address safety, security and privacy concerns while advancing opportunities for innovation and utilization of drone technology,” said U.S. Secretary of Transportation Elaine L. Chao.The FAA issued the following three operational requirements:1. Operate a standard Remote ID drone that broadcasts identification and location information of the drone and control station;2. Operate a drone with a Remote ID broadcast module (may be a separate device attached to the drone), which broadcasts identification, location, and take-off information; or3. Operate a drone without Remote ID but at specific FAA-recognized identification areas.According to the FAA, the Remote ID will help mitigate risks associated with expanded drone operations, such as flights over people and at night, and both rules support technological and operational innovation and advancements. 1436

(KGTV) - The driver responsible for a hit-and-run crash in Encinitas that left a mother with severe injuries was sentenced Monday to one year in jail.Justin Parker hit Ashley Lane on Encinitas Blvd. in September 2017. She suffered multiple broken bones, strokes, and partial paralysis.Parker turned himself in two weeks after the hit and run, as investigators were closing in on tips from the community. Investigators say Parker had been drinking prior to the incident.Investigators said Parker drove his truck to a repair shop in Riverside county to repair the damage. Lane made a victim impact statement in Vista court Monday, calling Parker 'selfish' and 'cowardly'."The only reason you turned yourself in was because of the tips from the community of Encinitas and the hard work from my father. Yale denies the allegation, calling it “meritless” and “hasty.” The findings were detailed in a letter to the college’s attorneys Thursday. The letter was obtained by the Associated Press. It marks the latest action by the Trump administration aimed at rooting out discrimination in the college application process. The Justice Department says the two-year investigation concluded that Yale “rejects scores of Asian American and white applicants each year based on their race, whom it otherwise would admit.” 711
