SAN DIEGO (KGTV) — Education experts say it’s a reality we need to accept: distance learning will not be as academically successful for many students as classroom-based learning, particularly for disadvantaged students.Governor Gavin Newsom’s announcement Friday that school reopenings will be directly tied to pandemic data means both public and private schools throughout San Diego County will most likely start fall classes virtually.Three experts told ABC 10News that virtual learning will likely be the hardest on young students who require the most adult direction.“Early grade elementary family environments right now, they’re probably the most challenged and in need of the most amount of help,” said Dr. James Rivet, an educational consultant at SD Kids First.Younger elementary school students require more focus and attention from a parent, who may be distracted by other responsibilities like a full-time job, according to Dr. Deborah Pontillo, a pediatric psychologist and the owner of SD Kids First.With young learners, “their independence isn't really developed. SAN DIEGO (KGTV) -- Derek Swenningsen isn't the typical for trainer for puppies who go to become service animals but right now, volunteers like him are all Tender Loving Canines had. "We're making arrangements and trying to recruit new volunteers to take those puppies until volunteer programs inside prisons can pick back up again," said Victoria Cavaliere with TLC. TLC's 8-week-old puppies started out in prisons where inmates train them before they went to helping those in need. "We teach incarcerated individuals who are in the program how to train dogs to become service dogs using only positive reinforcement."But since COVID-19, they had to switch gears. "We’re looking for someone who is just passionate about the mission and has the time to open up their homes to having a puppy in their home," allowing those like Swenningsen to take their place as trainers."I feel obligated to do my best and make sure Fiji gets the best he can to make it through the program and help a fellow veteran out."Veterans and those who have disabilities or other medical conditions relied on service animals, putting TLC's dogs in demand, even amid a pandemic."To take a dog from a little puppy and mold it into what you want it to be which is this amazing superhero for someone with a disability and help give them independence and get them out of their homes and be part of the world."TLC partnered with Guide Dogs of America and has been in service for 20 years. SAN DIEGO (KGTV) - Filipino World War II veterans who fought under the American flag were honored at a luncheon in Lincoln Park on Sunday. The event took place at the Jacobs Center for Neighborhood Innovation on Euclid Avenue.More than 260,000 Filipino and Filipino American soldiers served the United States during the war, but their service was unrecognized for decades.That changed when the Filipino Veterans of World War II Congressional Gold Medal Act of 2015 was passed and then signed into law by President Obama in 2016.The veterans were honored with a bronze replica of the Congressional Gold Medal (CGM) for their service and sacrifice during World War II. A CGM is the highest civilian honor that Congress can bestow.A total of 61 veterans were honored, with many family members accepting the honor for vets who have passed away. Ten living veterans were present to receive their medals.10News reporter Melissa Mecija emceed the event.  1020

SAN DIEGO (KGTV) - Flooding from a fire service line threatened Wednesday to buckle a portion of a North Park street, blocks from the sites of several significant pipe breaks.The rupture was reported about 4:30 a.m. at the intersection of Polk Avenue and Kansas Street. The road buckled about 12 inches and water spilled onto half the roadway.Within an hour, the water department reached the scene to evaluate the situation. A city spokesperson tells 10News the break was on a fire service line, the pipe connecting a fire hydrant to a water main. They also said no one is without water, and that the break would be repaired the same day.
