SAN DIEGO (KGTV) -- A fire ripped through a Lakeside strip mall late Tuesday evening, but no injuries were reported.The fire broke out just after 11 p.m. in the 9700 block of Winter Gardens Blvd, near Woodside avenue.When firefighters arrived on scene the blaze spread to several businesses. Most of the damage was to the outside of the buildings but thick black smoke did get inside.By 11:30 p.m., the flames were knocked downNo injuries were immediately reported.The cause of the fire is under investigation. 518

SAN DIEGO (CNS) - The San Diego Unified School District has started voluntary COVID-19 testing for students and staff at several elementary schools, under a partnership with UC San Diego Health, it was announced today.The testing initiative is designed to help to keep students and staff safe while expanding in-person learning amid the pandemic. The reopening strategy was developed in collaboration with UCSD infectious disease experts, according to SDUSD Superintendent Cindy Marten.``The end of the COVID-19 crisis is now in sight with the development and delivery of a safe and effective vaccine, and that has given us all cause to hope,'' Marten said. ``In the meantime, we are doing everything we can to continue operating safely despite the worsening infection rates in our community. That is why testing is essential.''San Diego Unified's testing plan was announced in November, and the Board of Education voted then to authorize an initial million investment in the testing plan, which includes a joint laboratory services testing agreement with UCSD Medical Center. The board will consider ratifying that agreement Tuesday.Eventually, the testing program could be expanded to include all 100,000 students within the district and its more than 10,000 staff members. ``Scientific models from our colleagues at UC San Diego show we can prevent 90% of all transmissions on campus with effective testing every two weeks,'' Marten said. ``That level of protection will not only help us reopen schools; it will help us keep them open, and avoid the back-and-forth, open-and-shut problems that have plagued other school systems.''Free COVID-19 tests will be available to students and staff at 10 district campuses this week -- Rolando Park, Penn, Foster, Gage, Mason, Vista Grande, Dingman, Jerabek, Hearst and Benchley Weinberger elementary schools -- with additional testing to be offered from Jan. 4-15.The goal is to test every student and staff member every two weeks, starting with those on campus for the first phase of school reopening.``The implementation of COVID-19 testing is an important tool for district campuses in identifying and limiting the spread of the coronavirus,'' district physician Dr. Howard Taras said. ``Although voluntary, I strongly urge student and staff participation in the testing program for their health and the health of others.''The campuses were selected based on generally higher local case rates of community infections, combined with student and staff participation rates in appointment-based learning.The tests will be administered in campus auditoriums and multi-purpose rooms by medical professionals from UCSD Health in conjunction with staff members from the district's health office. The procedure, which takes about 15 seconds, involves swabbing both nostrils. The swab itself is inserted roughly the same distance as a common nasal spray applicator.``The science is clear when it comes to the importance of COVID-19 testing, even if a person has no symptoms,'' said Patty Maysent, CEO of UC San Diego Health. ``It is a critical component in slowing and containing the spread of COVID-19, along with measures like masking, social distancing and proper hand hygiene. Swabbing a mouth or a nose is quick and easy. And it can ultimately help save lives.''Test results will be available about 24 hours following the test. SAN DIEGO (KGTV) - A “rolling altercation” between two drivers in the Bonita area led to the stabbing death of one man and the detention of another. Chula Vista police Capt. Phil Collum told 10News the incident was reported just after 9 a.m. at the intersection of Sweetwater Road and Willow Street, near the Chula Vista Golf Course.Collum said officers that responded to the incident arrived to find an unidentified man lying on the ground with stab wounds. Life-saving measures were administered before he was taken to Scripps Mercy Hospital. The man died from his injuries upon arrival, according to Collum.The other man, 60-year-old Rickey Smith, remained at the scene. Officers said they found a folding-blade knife, believed to be the weapon, on Smith's belt. He surrendered without incident, police said.Collum said witnesses reported the drivers of a white Ford Ranger pickup and silver Nissan Quest minivan yelling at each other before colliding. Smith left his truck and stabbed the victim, who was still in his minivan, police said. No other parties were involved, Collum told 10News. SAN DIEGO (KGTV) — A California couple who operated a charity that claimed to provide goods to San Diegans in need has been sentenced to prison.Geraldine Hill and Clayton Hill pleaded guilty to the charges of conspiracy to commit mail fraud and tax evasion in June, according to the U.S. Attorney for the Southern District of California. Geraldine has been sentenced to 15 months in prison while Clayton was sentenced to 9 months in prison.The couple operated On Your Feet, also known as Family Resource Center. From 2011 to 2016, the pair obtained more than .35 million in donated clothing and other items and claimed the items would be given to the needy, according to prosecutors. The items were supposed to benefit low-income families in San Diego.“While fraud is always wrong, the theft of charitable donations that were to be used to help San Diego’s low income families is particularly disheartening,” said Acting FBI Special Agent in Charge Omer Meisel. “This type of fraud and deceit for personal gain simply cannot be tolerated. The FBI is committed to ensuring that white collar predators don’t prevent those less fortunate from receiving all the benefits that generous donors provide to seemingly legitimate non-profit organizations.”The Hills only donated about ,000 in charitable donations and sold the remaining items, using the proceeds to support themselves, their family, and lavish spending, prosecutors say. Between January 2011 and February 2017, the couple spent nearly 0,000 from personal and charity bank accounts on luxury retail, vacations, entertainment, and vehicles. They design their products in Carlsbad, but production happens overseas, mainly in China.The country shut down for Chinese New Year and with the outbreak of Coronavirus, everyone stayed in quarantine."We were at about 10 percent capacity 10 days ago, we're up to 20 percent capacity today and we expect to be up to 50 percent capacity by mid-March," CEO of JLab Win Cramer said factories were shut down for about two months.That translated to delayed deliveries, "some products were delayed by two to three months, some products were delayed by 15-20 days," Cramer said.Cramer said Spring is a critical season for production, "this is when retailers turn over the wares that they sell in favor of the new fashion, the new technology."Adding to the stress, the company has been hit for the past year and a half with tariffs from Chinese goods."We paid -M in tariff fees to the government this year," Cramer said.That led to cuts across the company, chopping everything they could without sacrificing their team or raising the price of their products.Cramer said they even looked at little things around the office, "we had to renegotiate with our coffee supplier, say, 'hey, can you help us through tariffs? Can you bring your costs down so we can still use your service?'
