SPRINGFIELD, Va. — Virginia's largest school system is removing the name of Confederate Gen. Robert E. Lee from one of its high schools in favor of the late U.S. Rep. John Lewis.The board voted Thursday to rename Robert E. Lee High School in Springfield, Virginia — a Washington, D.C. suburb — after the late congressman and civil rights leader.A news release posted on the school district's website says the new name will be effective for the 2020-21 school year."Rep. Lewis was a champion of the Civil Rights movement, and our Board strongly believes this is an appropriate tribute to an individual who is a true American hero," School Board Chair Ricardy Anderson said in a statement. "We will also honor his life's work by continuing to promote equity, justice, tolerance and service in the work that we do.""The name Robert E. Lee is forever connected to the Confederacy, and Confederate values are ones that do not align with our community," said Tamara Derenak Kaufax, a board member representing the high school's district. "Our schools must be places where all students, staff, and members of the community feel safe and supported. I believe that John Lewis' extraordinary life and advocacy for racial justice will serve as an inspiration to our students and community for generations to come."Other names under consideration included Barack Obama, Cesar Chavez, Mildred Loving, Central Springfield and Legacy.The change comes nearly three years after the school system removed the name of Confederate Gen. SOLANA BEACH (KGTV) - The heat wave is creating a stomach-turning sight at some of San Diego's North County Beaches.Water temperatures near 80 degrees are keeping local beaches packed. Lili Waters spends a lot of time at Table Top Beach, just north of Fletcher Cove, in Solana Beach. Tuesday was not the perfect beach day she expected."Normally, this is a really nice beach, but it's been absolutely horrible today," said Waters.She noticed an unusual amount of kelp and flies along the shoreline."Then, I looked down and I was like, hey, kids there's maggots all over the ground and they're like what, I said look down there's maggots and then they started running," said Waters.Seagulls are feeding on the maggots which are all over the beach near the piles of kelp."It's pretty disgusting," said Waters.What's disgusting to beachgoers is actually important to the marine life."As the kelp breaks down, the flies create larvae, and then the birds eat the larvae, the larvae is washed into the ocean, the fish eat the larvae it creates nutrients and food for shore birds," said San Diego Lifeguard Captain Jason Shook.Shook said the heat is killing the kelp which is attracting flies. Beaches from Torrey Pines to Carlsbad may see large piles of kelp wash up during the summer months."Those large reefs trap the kelp and then the kelp washes a shore in that area," said Captain Shook.Some visitors complained to lifeguards, but there's little they can do."It happens generally in the warmer months and it usually coincides with the grunion season, which is March through the end of August. So, then we are restricted on our beach-raking areas. We are not allowed to rake the beach along the high tide line so the kelp will build up a little bit," said Captain Shook."There's a ton of seaweed. It's all wrapping around your feet when you're in there, like I said, it's horrible," said Waters.Although it's unpleasant for visitors, it's important to the food chain."Some people don't want to be bothered by the kelp when they go to the beach. They don't like the smell, and the stuff that it brings along like the larvae, but it is a natural occurrence," said Captain Shook. "It's a really fragile ecosystem that we need to respect." 2275

Several people were hurt in an "inmate-on-inmate" disturbance at CoreCivic's Red Rock Correctional Facility in Eloy, Arizona on Sunday morning.Twelve inmates were taken to outside medical facilities for treatment of non-life-threatening injuries, and one staff member was treated and released for minor injuries sustained in the incident, according to Jonathan Burns, CoreCivic's Director of Public Affairs.Burns says the disturbance happened just after 8:30 a.m. local time.The facility has been secured and all inmates and staff are accounted for, Burns said. CoreCivic is working with the Arizona Department of Corrections and local law enforcement as they continue to investigate.   724

SPRING HILL, Fla. -- A Florida mother was arrested on Wednesday after deputies say she left her 3-year-old son home alone while she went out drinking. Hernando County deputies responded a home in Spring Hill after receiving a tip that a child was at the home without supervision. Deputies attempted to contact the 3-year-old boy around 2 a.m. on Wednesday. When deputies arrived they saw Kristen Broker, 27, being dropped off at the home. The deputy asked Broker if she knew the child. Broker told the deputy that he was her son. The deputy then asked if she knew whether or not the child was in the home alone.Deputies say that Broker told them that she knew the child was home alone. She told them that he was sleeping inside.Deputies found the young boy awake inside the home. He was in a queen sized bed with no guardrails, according to HCSO. "[The boy] appeared to be scared as to where his mother was," HCSO wrote in a press release.Deputies say that the only other adult who lives at the home was Broker's boyfriend, who was at work.Broker told deputies that she was at a local bar. Deputies say she appeared to be extremely intoxicated. She told deputies that she had been drinking since 1 p.m. on Tuesday, according to HCSO.Broker said she had consumed some rum and cokes and some beers, according to HCSO. Deputies say that she claimed she was only gone for "30 minutes," and that her son was asleep when she left.The child was clearly awake when deputies arrived at the home.Deputies say that Broker appeared almostBroker didn't appear to think it was an issue to leave her child home for any amount of time, according to the arrest affidavit.Broker was arrested on one count of child neglect, booked into the Hernando County Jail under a ,000 bond. Some voters in a North Florida county hit hard by Hurricane Michael submitted their ballots by fax and email -- a practice that runs afoul of guidance issued by Florida election officials in October.Bay County Supervisor of Elections Mark Andersen told CNN that he and his staff had worked with 158 voters displaced by Michael to allow them to cast ballots by email and fax, despite the Florida Department of State saying that voting by fax or email "is not an option."Andersen said, "That was the only method available to voters that were displaced from the hurricane.""We would send them a ballot via email just like we would to the extent with our overseas voters. They would get it, they would vote it; 147 of them actually faxed it back to us after they voted it," he said. Eleven were sent back over email, he said."No one cast a ballot that shouldn't have cast a ballot," Andersen said.Because of the hurricane's destruction, "Some (voters) don't have homes -- some of my staff don't have homes that worked this election -- so I think the important part (is) to realize that we actually were able to pull off a successful election with checks and balances," Andersen said.On Oct. 18, Florida Gov. Rick Scott issued an executive order?allowing the supervisors of elections in counties severely affected by Hurricane Michael to extend early voting and vote-by-mail options. A few weeks before the general election on Nov. 6, Hurricane Michael slammed into Florida as a Category 4 storm, devastating communities.A press release from the Florida Department of State on Oct. 18 outlined the plan to extend early voting and vote-by-mail, and also said: "Voting by fax or email is not an option under the Executive Order.""In the hardest hit areas, communication via phone, fax and email remains challenging and would be an unreliable method for returning ballots," the statement from the department continued. "Additionally, past attempts by other states to allow voters impacted by natural disasters to fax or email ballots have been rife with issues."Republicans, including Rick Scott and President Donald Trump, have alleged that there is "fraud" in the state's election process, despite repeated denials from the Florida Department of State. The accusations have been leveled at the Democratic counties of Palm Beach and Broward. Bay County is a Republican county."I'm quite perplexed that people are very energetic in trying to stop people from casting their ballot, given the devastation that this county has experienced," Andersen told CNN.Andersen told CNN he had made Florida Secretary of State Ken Detzner aware of his intentions before Election Day, and that Detzner had responded by saying, "You're the supervisor of elections of this county, and you do what you feel is in the best interest of your Bay County voters."A spokesperson for the Florida Department of State, Sarah Revell, did not immediately respond to a request for comment on that claim.In a more general statement, Revell told CNN, "The Florida Department of State has received reports that the Bay County supervisor of elections allowed some voters to return their ballots via email and fax."Revell continued, "Supervisors of elections are independently elected constitutional officers and it is each supervisor's responsibility to adhere to the law at all times."Andersen told CNN, "I don't believe that I broke anything as far as the requirement and charge of my office to ensure the voter the opportunity to cast a ballot." 3529
